dc.description.abstract	การวิจัยครั้งนี้ มีความมุ่งหมายเพื่อศึกษาและเปรียบเทียบปัจจัยที่มีผลต่อการปฏิบัติงานธุรการในโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษา จังหวัดบุรีรัมย์ ตามความคิดเห็นของผู้บริหารโรงเรียนและอาจารย์ผู้รับผิดชอบงานธุรการ ประชากรเป็นผู้บริหารโรงเรียนและอาจารย์กลุ่มตัวอย่างคือ กลุ่มประชากร จำนวน 272 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามที่ผู้วิจัยสร้างขึ้นเองมีค่าความเชื่อมั่นทั้งฉบับเท่ากับ .9594 สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน การทดสอบสมมติฐานใช้ t-test แบบ Independent Sample t-test และการวิเคราะห์ความแปรปรวนแบบทางเดียว (One-way Analysis of Variance) และเมื่อพบความแตกต่างจึงทำการเปรียบเทียบรายคู่ ในแต่ละด้านตามวิธีของเชฟเฟ่ (Scheffe’s Method) กำหนดค่าสถิติที่ระดับนัยสำคัญ .05 ผลการวิจัยพบว่า 1.ผู้บริหารโรงเรียนและอาจารย์ผู้รับผิดชอบงานธุรการ มีความคิดเห็นต่อปัจจัยพบว่าผลการปฏิบัติงานธุรการในโรงเรียนมัธยมศึกษา ทั้งโดยรวมและรายด้านอยู่ในระดับมาก โดยเรียงลำดับจากด้านที่มีค่าเฉลี่ยสูงไปหาต่ำ คือ ด้านงานการเงินและบัญชี ด้านงานสารบรรณ และด้านงานพัสดุ 2.ผู้บริหารโรงเรียนกับอาจารย์ผู้รับผิดชอบงานธุรการ มีความคิดเห็นต่อปัจจัยที่มีผลต่อการปฏิบัติงานธุรการในโรงเรียนมัธยมศึกษา ทั้งโดยรวมและรายด้าน ไม่แตกต่างกัน 3.ผู้บริหารโรงเรียนและอาจารย์ผู้รับผิดชอบงานธุรการ ที่ปฏิบัติงานในโรงเรียนขนาดกลางและขนาดเล็ก มีความคิดเห็นต่อปัจจัยที่มีผลต่อการปฏิบัติงานสารบรรณในโรงเรียนมัธยมศึกษา แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 4.ผู้บริหารโรงเรียนและอาจารย์ผู้รับผิดชอบงานธุรการ ที่ปฏิบัติงานในโรงเรียนที่มีขนาดกลางกับขนาดเล็ก มีความคิดเห็นต่อปัจจัยที่มีผลต่อการปฏิบัติงานด้านการเงินและบัญชีแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 5.ผู้บริหารโรงเรียนและอาจารย์ผู้รับผิดชอบงานธุรการ ที่ปฎิบัติงานในโรงเรียนที่มีขนาดกลางกับขนาดเล็ก มีความคิดเห็นต่อปัจจัยที่มีผลต่อการปฏิบัติงานพัสดุแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 6.ผู้บริหารโรงเรียนและอาจารย์ผู้รับผิดชอบงานธุรการ ที่มีประสบการณ์ในการปฏิบัติงานต่างกัน มีความคิดเห็นต่อปัจจัยที่มีผลต่อการปฏิบัติงานพัสดุ ไม่แตกต่างกัน 7.ผู้บริหารโรงเรียนและอาจารย์ผู้รับผิดชอบงานธุรการ แสดงความคิดเห็นและให้ข้อเสนอแนะเพิ่มเติมเกี่ยวกับปัจจัยที่มีผลต่อการปฏิบัติงานธุรการในโรงเรียนมัธยมศึกษา ด้านงานสารบรรณ เรียงลำดับจากมากไปหาน้อย 5 ลำดับแรก ได้แก่ 1) งานสารบรรณเป็นงานที่ต้องปฏิบัติอยู่เป็นประจำ ควรมีเจ้าหน้าที่โดยเฉพาะในการปฏิบัติงาน 2) งบประมาณสำหรับดำเนินงานด้านงานสารบรรณมีจำกัด ส่งผลให้การปฏิบัติงานค่อนข้างมีปัญหา 3) รัฐควรจัดสรรมาตรฐานเดียวกัน ควรจัดอบรมเจ้าหน้าที่ที่รับผิดชอบอย่างต่อเนื่อง และ 5 ) การปฏิบัติงานสารบรรณล่าช้าเนื่องจากมีขั้นตอนการปฏิบัติงานค่อนข้างมาก 8.ผู้บริหารโรงเรียนและอาจารย์ผู้รับผิดชอบงานธุรการ แสดงความคิดเห็นและให้ข้อเสนอแนะเพิ่มเติมเกี่ยวกับปัจจัยมีผลต่อการปฏิบัติงานธุรการในโรงเรียนมัธยมศึกษา ด้านงานการเงินและบัญชี เรียงลำดับจากมากไปหาน้อย 5 ลำดับแรก ได้แก่ 1) โรงเรียนส่วนใหญ่ยังขาดเจ้าหน้าที่ที่มีความรู้ด้านการเงินและบัญชีโดยเฉพาะ ส่งผลให้เกิดปัญหาในด้านการปฏิบัติเป็นอย่างมาก 2) การใช้จ่ายเงินงบประมาณยังไม่เป็นไปตามแผนที่วางไว้ 3) การใช้จ่ายเงินงบประมาณยังขาดความคล่องตัว ส่งผลต่อคุณภาพของงานอื่น ๆ ไปด้วย 4) การจัดทำระบบบัญชีงานการเงินยังไม่ค่อยถูกต้องตามระเบียบ ควรจัดอบรมเจ้าหน้าที่ผู้ปฏิบัติงานอย่างต่อเนื่อง และ 5) ควรลดขั้นตอนการเบิกจ่ายงบประมาณให้น้อยลง เพื่อให้การใช้จ่ายเงินเป็นไปอย่างคล่องตัวมากขึ้น 9.ผู้บริหารโรงเรียนและอาจารย์ผู้รับผิดชอบงานธุรการ แสดงความคิดเห็นและให้ข้อเสนอแกนะเพิ่มเติมเกี่ยวกับปัจจัยที่มีผลต่อการปฏิบัติงานธุรการในโรงเรียนมัธยมศึกษา ด้านงานพัสดุ เรียงลำดับจากมากไปหาน้อย 5 ลำดับแรก ได้แก่ 1) บุคลากรที่ปฏิบัติงานด้านพัสดุมีไม่เพียงพอส่งผลต่อการควบคุมการเบิกจ่ายเป็นไปอย่างไม่คล่องตัว 2) เจ้าหน้าที่ขาดความรู้ความสามารถในการปฏิบัติงานด้านพัสดุ 3) การเบิกจ่ายพัสดุครุภัณฑ์ไม่เป็นไปตามระเบียบกฎเกณฑ์ที่กำหนด 4) ขาดการควบคุมกำกับเกี่ยวกับการเบิกจ่ายวัสดุ ครุภัณฑ์ จากผู้บริหารโรงเรียน และ 5 ) ขาดเทคโนโลยีที่ทันสมัยสำหรับใช้ในระบบงานพัสดุ	en_US
dc.description.sponsorship	The purposes of this study were to study and to compare the factors affecting general administration in secondary schools under the supervision of the Buriram General Education Department, according to the opinions of administrators and general administration teachers. The samples and the population included 272 Buriram secondary school administrators and general administration teachers. The research instruments were the research’s questionnaires which demonstrated at .9594. The statistic techniques used to analyze data were percentage, mean and standard deviation. The hypotheses were tested by means of t-test and F-test, and Scheffe’s method was used to examine the difference between each pair of means. The significant difference was set at .05. The results of the study were as follows: 1.Level of the administrators’ and general administration teachers’ opinions toward the factors affecting general administration in the secondary school both as a whole and on each area were at a high level, ranking from finance and accounting, documentary and inventory. 2. Level of the administrators’ and general administration teachers’ opinions toward the factors affecting general administration in the secondary school both as a whole and on each area, indicated no significant difference. 3.There was a significant difference at .05 between the opinions of the administrators and general administration teachers toward the factor affecting general administration teachers toward the factor affecting general administration in documentary, in the medium and small schools. 4.There was significant difference at 0.1 between the opinions of the administrators and general administration teachers toward the factor affecting general administration in finance and accounting, from the medium and small schools. 5.There was a significant difference at 0.1 between the opinions of the administrators and general administration teachers toward the factor affecting general administration in inventory, from the medium and small schools. 6.There was no significant difference between the opinions of the administrators and general administration teachers toward the factor affecting general administration in inventory, in the difference experience. 7.The first five of administrators’ and general administration teachers’ opinions and suggestions towards the document affecting general administration in secondary schools were : 1) Since documentation process is a routine, it should have direct document officers. 2) The limited budget affected the document and caused many problems. 3) The government should give enough budget for instruments and technologies to support documentation process. 4) Schools lacked the same standard in documentation process and it should be provided annual training and seminars for offices. 5) Documentation process took too long because of many steps of working. 8.The first five of administrators’ and general administration teachers’ opinions and suggestions towards the documentation process affecting which general administration in secondary schools were : 1) There were no direct finance and accounting officers in most schools and the process. 2) The budget was not used according to the plan. 3) There was no leaway in budget using and this affected other practicings. 4) The system of accounting was not completely right. It should be annual training and seminars for the officers. 5) The steps of withdrawing budget should be decreased for convenience in budget disbursements. 9.The first five of administrators’ and general administration teachers’ opinions and suggestions towards the documentation process affecting general administration in secondary schools were : 1) There were not enough inventory officers leading to inconvenience in controling inventory usage. 2) The officers lacked sufficient knowledge and ability in inventory handling. 3) The inventory drawing was not according to the set regulations 4) The administrators seldom controlled inventory drawing. 5) A new advanced technology was needed to effectievly operate the inventory system	en_US
