dc.description.abstract	การวิจัยครั้งนี้มีจุดมุ่งหมาย เพื่อศึกษาการมีส่วนร่วมขององค์การบริหารส่วนตำบลในการส่งเสริมการศึกษา ตามความคิดเห็นของสมาชิกองค์การบริหารส่วนตำบล และเพื่อเปรียบเทียบการมีส่วนร่วมขององค์การบริหารส่วนตำบลในการส่งเสริมการศึกษา ตามความคิดเห็นของสมาชิกองค์การบริหารส่วนตำบล โดยจำแนกตาม สถานภาพตำแหน่ง อายุ ระดับการศึกษา อาชีพ และรายได้ ในด้านวิชาการ ด้านบริหารงานบุคคล ด้านบริหารงานทั่วไป และด้านบริหารงบประมาณ ประชากรได้แก่ สมาชิกองค์การบริหารส่วนตำบล ในจังหวัดบุรีรัมย์ 184 แห่ง จำนวน 4,498 คน กลุ่มตัวอย่าง จำนวน 367 คน ได้มาจากการกำหนดขนาดกลุ่มตัวอย่างตามตารางของทาโร ยามาเน (Taro Yamane) โดยทำการสุ่มแบบหลายขั้นตอน (Multi – Stage Sampling) คือ สุ่มอำเภอและสุ่มตำบล ด้วยวิธีการสุ่มอย่างง่าย (Simple Random Sampling) แล้วทำการสุ่มกลุ่มย่อย (Stratified Random Sampling) จำแนกตามสถานภาพตำแหน่งอย่างมีสัดส่วน จะได้กลุ่มตัวอย่างเป็น คณะกรรมการบริหารส่วนตำบล 41 คน และสมาชิกองค์การบริหารส่วนตำบล 326 คน เครื่องมือที่ใช้ในการวิจัย เป็นแบบสอบถามมี 3 ลักษณะ คือ แบบตรวจสอบรายการ แบบมาตราส่วนประมาณค่า 5 ระดับ และแบบปลายเปิด แบบสอบถามมีค่าอำนาจจำแนกระหว่าง 2.486 ถึง 10.212 และมีค่าความเชื่อมั่น 0.9827 สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานโดยใช้ค่า t – test Independent การวิเคราะห์ความแปรปรวนทางเดียว (One –Way Analysis of Variance) และเปรียบเทียบรายคู่ใช้วิธีของ เชฟเฟ่ (Scheffe’s Method) กำหนดค่าสถิติมีระดับนัยสำคัญที่ .05 ผลการวิจัยพบว่า 1. การมีส่วนร่วมขององค์การบริหารส่วนตำบลในการส่งเสริมการศึกษา ตามความคิด เห็นของสมาชิกองค์การบริหารส่วนตำบล โดยภาพรวมพบว่าเห็นด้วยในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านวิชาการ ด้านบริหารงานบุคคล และด้านบริหารงานทั่วไป อยู่ในระดับปานกลาง ส่วนด้านบริหารงบประมาณ อยู่ในระดับน้อย โดยเรียงลำดับจากค่าเฉลี่ยสูงสุดไปหาต่ำสุดดังนี้ ด้านบริหารงานทั่วไป ด้านบริหารงานบุคคล ด้านวิชาการ และด้านบริหาร งบประมาณ 2. การเปรียบเทียบความคิดเห็นของกรรมการบริหารองค์การบริหารส่วนตำบล และสมาชิกสภาองค์การบริหารส่วนตำบล ต่อการมีส่วนร่วมขององค์การบริหารส่วนตำบลในการ ส่งเสริมการศึกษาในโรงเรียนประถมศึกษา โดยภาพรวม มีความคิดเห็นแตกต่างกันอย่างมี นัยสำคัญทางสถิติที่ .05 เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านวิชาการ มีความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ .05 ส่วนด้านอื่น ๆ มีความคิดเห็นไม่แตกต่างกัน 3. การเปรียบเทียบความคิดเห็นของสมาชิกองค์การบริหารส่วนตำบล ต่อการมีส่วนร่วมขององค์การบริหารส่วนตำบลในการส่งเสริมการศึกษาในโรงเรียนประถมศึกษา จำแนกตามอายุระดับการศึกษา อาชีพ และรายได้ โดยภาพรวม มีความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ .01 เมื่อพิจารณาเป็นรายด้าน โดยจำแนกตามอายุ พบว่า ด้านบริหารงานบุคคล ด้านบริหารงานทั่วไป และด้านบริหารงบประมาณ มีความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ .05 ส่วนด้านวิชาการ มีความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ .01 เมื่อจำแนกตามระดับการศึกษา พบว่า ด้านบริหารงบประมาณ มีความคิดเห็นไม่แตกต่างกัน ส่วนด้านอื่น ๆ มีความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ .01 เมื่อจำแนกตามอาชีพ พบว่า ด้านบริหารงบประมาณ มีความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ .05 ส่วนด้านอื่น ๆ มีความ คิดเห็นแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ .01 และเมื่อจำแนกตามรายได้ พบว่า ด้านบริหาร งบประมาณ มีความคิดเห็นไม่แตกต่างกัน ส่วนด้านอื่น ๆ มีความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ .01	en_US
dc.description.sponsorship	The purposes of this study were to investigate the participation of the sub-district administration organizations in supporting education according to the opinions of the members of the sub-district and to compare the participation of the sub-district in supporting education focusing on status, age, education level, career, and income, under the 4 frameworks : academic affairs, personnel administration, general administration, and budget administration. The participants of this study were 4498 members of 184 Buriram sub – district administration organizations, and the 367 samples were selected from the number of those participants through the sample size table of Taro Yamane. The sampling was multi – stage sampling. That was, simple random sampling was for selecting districts and sub – districts and stratified random sampling was for sub – groups of participants classified properly by status and positions. With these samplings, there were 11 committees of sub – district administration and 326 members of sub – district administration organization. The instruments used to collect data were three types of questionnaires : check lists, 5 level rating scale, and open-ended questionnaires. The questionnaires had the discrimination value between 2.486 to 10.212 and reliability of 0.9827 The statistics used in data analysis were the frequency, percentage, means, and standard deviation. The hypotheses were tested by means of t-test Independent, One-Way Analysis of Variance, and pair - comparison by means of Scheffe’s Method with the statistical significance level at .05. The results were below. 1. The opinions of the members of the sub-district administration organization in supporting education as a whole were at moderate level. Considering each aspect, it was found that the academic affairs, personnel administration, and general administration were also at moderate level except the budget administration was at the low level. The order of opinion levels from the highest mean to the lowest mean was general administration, personnel administration, academic affairs, and budget administration. 2. The opinion comparison of the committees of the sub-district administration organizations and the members of the sub-district administration organization in supporting education in primary schools as a whole were statistical significant difference at .05 level. Considering each aspect, it was found that their opinions on academic affairs were statistical significant difference at .05. There were no differences for the other aspects. 3. The opinion comparison of the members of sub-district administration organization in supporting education in primary schools focusing on age, education level, career, and income as a whole were statistical significant differences at .01 level. Considering each aspect focusing on age, it was found that personnel administration, general administration, and budget administration were statistical significant differences at .05 level. For academic affairs, there were statistical significant differences at .01 level. Focusing on education level, it was found that there were no differences on budget administration but the other aspects were statistical significant differences at .01 level. Focusing on career, the researcher found that there were statistical significant differences on budget administration at .05 level but for the other aspects, there were statistical significant differences at .01 level. Focusing on income, it was found that there were no statistical significant differences on budget administration but for the other aspects, there were statistical significant differences at .01 level.	en_US
