dc.description.abstract	งานวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อศึกษาสภาพการบริหารงานตามเกณฑ์มาตรฐานโรงเรียนประถมศึกษาของผู้บริหารโรงเรียน สังกัดสำนักงานการประถมศึกษาจังหวัดบุรีรัมย์และเพื่อเปรียบเทียบการบริหารงาน ตามเกณฑ์มาตรฐานโรงเรียนประถมศึกษาของผู้บริหารโรงเรียน สังกัดสำนักงานการประถมศึกษาจังหวัดบุรีรัมย์ จำแนกตามตำแหน่ง ประสบการณ์การเป็นผู้บริหารและขนาดโรงเรียน และเพื่อทราบข้อเสนอแนะในการปรับปรุงการบริหารงานตามเกณฑ์มาตรฐานโรงเรียนประถมศึกษา ประชากรที่ใช้ในการวิจัยคือ ผู้บริหารโรงเรียนหรือผู้รักษาการในตำแหน่ง จำนวน 844 คน กลุ่มตัวอย่างได้มาโดยใช้ตารางกำหนดขนาดของเครจซี่และมอร์แกน (Krejcie & Morgan. 1970 : 608) ได้กลุ่มตัวอย่าง 264 คน แล้วสุ่มตามระดับชั้นอย่างมีสัดส่วน (Proportional Stratified Random Sampling) ตามจำนวนโรงเรียนในอำเภอ/กิ่งอำเภอและขนาดของโรงเรียนจากนั้นจึงสุ่มอย่างง่ายทั้งหมดจำนวน 264 คน แบบสอบถามได้รับคืนมา 264 ฉบับ คิดเป็นร้อยละ 100 เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม 3 ตอน โดยมี 3 ลักษณะคือ แบบตรวจสอบรายการ แบบคำถามปลายเปิดแสดงความคิดเห็นและแบบมาตราส่วนประมาณค่ามี 5 ระดับ จำนวน 44 ข้อ ซึ่งมีค่าอำนาจจำแนกรายข้ออยู่ระหว่าง 1.973 ถึง 5.539 และมีค่าความเชื่อมั่น .9851 สถิติพื้นฐานที่ใช้ในการวิเคราะห์ข้อมูลคือ ค่าร้อยละ ค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน สถิติที่ใช้ทดสอบสมมติฐานโดยใช้การวิเคราะห์ความแปรปรวนทางเดียว (One-way Analysis of Variance) กำหนดค่าสถิติที่ระดับนัยสำคัญ .05 ผลการวิจัยพบว่า ผู้บริหารโรงเรียนมีความคิดเห็นต่อระดับการบริหารงานตามเกณฑ์มาตรฐานโรงเรียนประถมศึกษาในมาตรฐานด้านคุณภาพนักเรียน มาตรฐานด้านการเรียนการสอนและมาตรฐานด้านการบริหารโรงเรียน โดยรวมทุกด้านอยู่ในระดับมากเมื่อพิจารณาเป็นรายด้านพบว่า ทุกด้านอยู่ในระดับมากเช่นกัน เมื่อเปรียบเทียบระดับการบริหารงาน ของผู้บริหารที่มี่ตำแหน่งการบริหารแตกต่างกัน มีความคิดเห็นเกี่ยวกับการบริหารงานตามเกณฑ์มาตรฐานโรงเรียนโดยรวมและมาตรฐาน ด้านการบริหารโรงเรียนแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 โดยผู้อำนวยการโรงเรียน มีระดับการบริหารงานสูงกว่าครูใหญ่และอาจารย์ใหญ่มีระดับการบริหารงานสูงกว่าครูใหญ่ เมื่อเปรียบเทียบระดับการบริหารงาน ของผู้บริหารที่มีประสบการณ์การบริหารงานแตกต่างกัน มีความคิดเห็นเกี่ยวกับการบริหารงานตามเกณฑ์มาตรฐานโรงเรียนโดยรวมไม่แตกต่างกัน แต่เมื่อพิจารณาเป็นรายด้านพบว่า มีความคิดเห็นเกี่ยวกับการบริหารงานมาตรฐานด้านคุณภาพนักเรียนแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .5 โดยผู้บริหารโรงเรียนที่มีประสบการณ์ต่ำกว่า 5 ปี มีระดับการบริหารงานมากกว่าผู้บริหารโรงเรียนที่มีประสบการณ์ 5-10 ปี และผู้บริหารที่มีประสบการณ์สูงกว่า 10 ปี มีระดับการบริหารงานมากกว่าผู้บริหารที่มีประสบการณ์ 5-10 ปี เมื่อเปรียบเทียบระดับการบริหารงาน ของผู้บริหารที่อยู่ในโรงเรียนที่มีขนาดแตกต่างกัน มีความคิดเห็นเกี่ยวกับการบริหารตามเกณฑ์มาตรฐานโดยรวม แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 และเมื่อพิจารณาผลการวิเคราะห์เป็นรายด้านพบว่า ผู้บริหารมีความคิดเห็นเกี่ยวกับระดับการบริหารงานมาตรฐานโรงเรียนแต่ละด้าน แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 โดยผู้บริหารโรงเรียนขนาดใหญ่มีระดับการบริหารงานมาตรฐานด้านคุณภาพ นักเรียน มาตรฐานด้านการบริหารงานโรงเรียนและตามเกณฑ์มาตรฐานโดยรวมสูงกว่าผู้บริหารโรงเรียนขนาดกลางและขนาดเล็กตามลำดับและผู้บริหารโรงเรียนขนาดใหญ่มีระดับการบริหารงานมาตรฐานด้านการเรียนการสอนสูงกว่าผู้บริหารโรงเรียนขนาดเล็ก ผู้บริหารโรงเรียนเสนอแนะในการปรับปรุงการบริหารงานตามเกณฑ์มาตรฐานว่าควรสนับสนุนงบประมาณให้เพียงพอ การกำหนดเกณฑ์มาตรฐานสูงเกินไปไม่เหมาะสมกับท้องถิ่นควรให้ชุมชนสามารถปรับเกณฑ์มาตรฐานให้สอดคล้องกับท้องถิ่น ควรจัดอบรมบุคลากรอย่างต่อเนื่องและการทำงานควรเน้นให้ทุกฝ่ายร่วมมือ ร่วมแรงและร่วมใจกัน	en_US
dc.description.sponsorship	The purposes of this research were (a) to study the administration following the primary school quality standards of school administrators, (b) to compare the perceptions of administrators on administrators on administration following the primary school quality standards according to administrative positions, number of years in administrative experience, and school sizes, and (c) to acquire suggestions from the respondents concerning the improvement of school administration following the primary school quality standards. The population of this study was 844 primary school administrators. Krejcie and Morgan’s sample size table, proportional stratified random sampling according to number of schools in each district and school sizes, and simple random sampling were utilized to assigned 264 subjects to participate in this study. All 264 (100%) of responses were received. The research instrument was a guestionmaire comprising of 44 items with three parts : check list, open-ended questions, and a five-point rating scale. The item discrimination index was between 1.973 – 5.539 and the reliabrlity of quiestionmaire was .9851. Data were analyzed to be percentage, means, and standard deviation. One-way analysis of variance. Was employed to test the hypotheses of this study. The level of significance was set at .05. The Findings can be concluded as below. The study found that school administrators perceived that the administration following the primary school quality standards: a student quality standard. a teaching and learning standard, and an administration standard, was at a high degree of performance in the whole aspects as well as in each aspect. Comparing the degrees of administrative performance, the results can be concluded as follows. It was found that there was statistically significant difference at .05 among the perceptions of administrators with different administrative positions in the degree of administrative performance following the primary school quality standards and the administrative standards. The results indicated that the degree of administrative performance of school directors was higher then the principals’ and the degree of administrative performance of principals was higher than the headmaster’s. Focusing on number of years in administrative experience, it was found that there was no statistically significant difference among the perceptions of administrators with differing experience in administrative performance relating to primary school quality standards. However, the administrators perceived differently in the degree of administrative performance at .05 level with the aspect of the student quality standard. Administrators with less than 5 years more than 10 years experience showed a higher degree of administrative performance than these with 5-10 years of experience. Concerning the sizes of schools, administrators of different of school showed different perceptions in the degree of administrative performance at .01 level following primary school quality standards Determining as an aspect, administrators of different sizes of school perceived differently in the degree of administrative performance of primary school quality standards. These differences were statistically significant at .05 level. Administrators of large schools showed a higher degree of administrative performance than those of medium and schools in the aspect of student quality standard, administrative standard, and as a whole. The administrators of large schools also showed higher degree of administrative performance than those of small schools in the aspect of teaching and learning standard. Finally, school administrators suggested that (a) sufficient budget support should be considered for the improvement of administrative performance in primary school quality standards, (b) primary school quality standards were set too high and were not appropriate for locality, (c) local community should be authorized to adjust the school standards according to their own perceptions, (d) staff should be trained continuously, and (e) there should be the involvement of all stakeholder for the improvement of school quality.	en_US
