สภาพและแนวทางการบริหารจัดการสิ่งแวดล้อมที่เอื้อต่อพัฒนาการของเด็กในศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่นจังหวัดบุรีรัมย์

Abstract

การวิจัยครั้งนี้ มีจุดมุ่งหมายเพื่อ 1) ศึกษาสภาพการบริหารจัดการสิ่งแวดล้อมที่เอื้อต่อพัฒนาการของเด็กในศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่น จังหวัดบุรีรัมย์2) ศึกษาแนวทางการบริหารจัดการสิ่งแวดล้อมที่เอื้อต่อพัฒนาการของเด็กในศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่น จังหวัดบุรีรัมย์เนื่องจากเป็นการผสมผสานระหว่างการวิจัยเชิงปริมาณและเชิงคุณภาพ จึงดำเนินการวิจัยเป็น 2 ระยะ โดยระยะที่ 1 เพื่อศึกษาสภาพการบริหารจัดการสิ่งแวดล้อมที่เอื้อต่อพัฒนาการของเด็กในศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่น จังหวัดบุรีรัมย์ ใช้กลุ่มตัวอย่างจำนวน 217 คน ได้จากการสุ่มจากประชากรด้วยวิธีสุ่มแบบชั้นภูมิ เครื่องมือที่ใช้ในการเก็บรวบข้อมูล เป็นแบบประเมินมี 5 ระดับวิเคราะห์ข้อมูลโดยใช้สถิติร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ส่วนระยะที่ 2 เพื่อศึกษาแนวทางการบริหารจัดการสิ่งแวดล้อมที่เอื้อต่อพัฒนาการของเด็กในศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่น จังหวัดบุรีรัมย์ กลุ่มเป้าหมายจำนวน 12 คน ได้จากการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสัมภาษณ์ วิเคราะห์ข้อมูลโดยการวิเคราะห์เชิงเนื้อหา ผลการวิจัยพบว่า 1 สภาพการบริหารจัดการสิ่งแวดล้อมที่เอื้อต่อพัฒนาการของเด็กในศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่น จังหวัดบุรีรัมย์ในภาพรวมมีการปฏิบัติอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน พบว่า อยู่มีการปฏิบัติอยู่ในระดับมากและน้อย โดยด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านสิ่งแวดล้อม รองลงมา คือด้านอาคารสถานที่ ส่วนด้านที่มีค่าเฉลี่ยต่ำสุด คือ ด้านความปลอดภัย เมื่อพิจารณารายข้อในส่วนของด้านสิ่งแวดล้อมและด้านอาคารสถานที่ มีการปฏิบัติอยู่ในระดับมาก ด้านความปลอดภัยมีการปฏิบัติอยู่ในระดับปานกลาง 2 แนวทางการบริหารจัดการสิ่งแวดล้อมที่เอื้อต่อพัฒนาการของเด็กในศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่น จังหวัดบุรีรัมย์โดยการสังเคราะห์ผลการสัมภาษณ์ แนวทางแก้ไขปัญหา จุดที่ควรพัฒนาและเร่งปรับปรุง มีดังนี้ 2.1 ด้านอาคารสถานที่มีแนวทางแก้ไขได้แก่ เสนอผู้บริหารองค์กรปกครองส่วนท้องถิ่นปรับปรุงอาคารให้ได้ตามแบบมาตรฐานกำหนด ติดตั้งเครื่องระบายอากาศภายในห้องเรียน จัดทำรั้วกันและแยกบริเวณห้องครัวให้มิดชิด ภาชนะที่ใส่อาหารมีความปลอดภัยถูกสุขลักษณะ ห้องเรียนมีแสงสว่างที่เพียงพอ พื้นที่สำหรับเด็กต้องสะอาด 2.2 ด้านสิ่งแวดล้อมมีแนวทางแก้ไขได้แก่ จัดประชุมชี้แจงผู้ดูแลเด็ก เพื่อดำเนินการคัดแยกขยะ และดำเนินการโครงการธนาคารขยะ ตลอดจนให้ผู้ดูแลเด็กได้ไปศึกษาดูงานกับหน่วยงานที่มีการบริหารจัดการขยะที่ดี 2.3 ด้านความปลอดภัยมีแนวทางแก้ไขได้แก่ ติดตั้งเครื่องตัดไฟให้ครบทุกอาคาร ติดตั้งตู้ยาให้ได้มาตรฐานพร้อมทั้งจัดทำบัญชีการใช้ยาตรวจสอบวันหมดอายุของยา มีการซ้อมเตรียมความพร้อมรับสถานการณ์ฉุกเฉินอย่างต่อเนื่องและเป็นประจำ ผู้ดูแลเด็กบันทึกการรับ - ส่งเด็กทุกวัน

The purposes of this research were 1) to study the state of the environmental management which supports child development and 2) to explore the potential guidelines to manage the environment. As this research was both qualitative and quantitative,it was divided into two phrases. The first phrase focused on studying the state of environmental management which directly supports children development. There were 217 samples selected by stratified sampling. The tool used to collect the data was the evaluation form. The collected data were analyzed by using percentage, mean, and standard deviation. The second phrase was to explore the guidelinesfor environmental management to support children development. The samples were 12 expertsselected by purposive sampling. The instrument used to collect the data was interview form and the data were analyzed by content analysis. The study found that: 1.The state of the environmental management which supports children development of Child Development Centers under Local Government Organizations in Buriram province in overall aspect was at an average level. When considering in each aspect, it was found that environment aspect received the highest mean followed by buildings aspect. When considering in the environment and building aspects, the action was performed at a high level while security aspect was acted at an average level. 2. The guidelines for environmental management which supports the children development of Child Development Confers under Local Government Organizations in Buriram province were as follows: 2.1 In the building aspect, the board of Local Government Organizations should be proposed to renovate the building according to the regulative standard, the ventilator in the classroom should be installed, the fences should be built and the kitchen should be separated. Moreover, food containers should be clean and hygienic. In terms of classrooms, there should have enough light and space for the children should be clean. 2.2 For the environment aspect, it was suggested that the meeting with children’s parents should be organized in order to operate the waste management program and establish the waste bank. Further, there should be the program which allows children to participate in the waste management seminar with the organizations that are well waste managed. 2.3 In terms of the security aspect, the circuit breakers should be installed in each building, and also the medicine cupboard and the medicine account should be established to check the expiration date of the medicine. There should be a practice for the emergency situation frequently and regularly. Also, children pick up and drop off should be recorded daily by the staff.
