การศึกษาปัญหาและแนวทางการนำแผนปฏิบัติการประจำปี ไปปฏิบัติในสถานศึกษา สังกัดสำนักงานเขตพื้นที่ การศึกษาประถมศึกษาบุรีรัมย์ เขต 4

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ1) ศึกษาปัญหาการนำแผนปฏิบัติการประจำปีไปปฏิบัติ ในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต4 2) เพื่อเปรียบเทียบปัญหาการนำแผนปฏิบัติการประจำปีไปปฏิบัติ จำแนกตามสถานภาพ วุฒิการศึกษา และขนาดสถานศึกษาและ3)เพื่อศึกษาแนวทางการนำแผนปฏิบัติการประจำปีไปปฏิบัติในสถานศึกษาของผู้บริหารและครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 4กลุ่มตัวอย่างที่ใช้ในการวิจัยคือผู้บริหารสถานศึกษาและครู จำนวน 320คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม แบบมาตราส่วนประมาณค่า5 ระดับและแบบปลายเปิดมีค่าความเชื่อมั่นทั้งฉบับ 0.87 สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่การแจกแจงความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐานการทดสอบสมมุติฐานใช้การทดสอบค่าt การวิเคราะห์หาค่าความแปรปรวนทางเดียวและการทดสอบค่าเฉลี่ยเป็นรายคู่ โดยวิธีการของเชฟเฟ่ ผลการวิจัยพบว่า 1. ปัญหาการนำแผนปฏิบัติการประจำปีไปปฏิบัติตามความคิดเห็นของผู้บริหารและครู ปัญหาโดยรวมอยู่ในระดับปานกลางเมื่อพิจารณาเป็นรายด้านพบว่าทุกด้านอยู่ในระดับปานกลาง เรียงลำดับจากมีปัญหามากไปน้อย คือด้านการประเมิน สรุปและรายงานผลการปฏิบัติตามแผนด้านการปรับแผนด้านการดำเนินการตามแผนและด้านการทำความเข้าใจและมอบหมายการปฏิบัติตามแผน ตามลำดับ 2. ผลการเปรียบเทียบปัญหาการนำแผนปฏิบัติการประจำปีไปปฏิบัติพบว่า ผู้บริหารและครูที่มีสถานภาพและวุฒิการศึกษาต่างกันมีปัญหาการนำแผนปฏิบัติการประจำปีไปปฏิบัติโดยรวมและรายด้านไม่แตกต่างกัน 3. ผลการเปรียบเทียบแนวความคิดเห็นที่มีต่อปัญหาการนำแผนปฏิบัติการประจำปี ไปปฏิบัติจำแนกตามขนาดสถานศึกษาโดยรวมและรายด้าน แตกต่างกันอย่างมีนัยสำคัญทางสถิติ ที่ระดับ .01 4. แนวทางการนำแผนปฏิบัติการไปปฏิบัติในสถานศึกษาของผู้บริหารและครูสังกัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 4ได้แก่มอบหมายผู้รับผิดชอบให้ชัดเจนตรงกับความรู้ความสามารถประชุมและแต่งตั้งคณะกรรมการการจัดทำแผนให้เหมาะสม มีการจัดทำปฏิทินการปฏิบัติงานรวมของโรงเรียนจัดสรรทรัพยากรให้ตรงกับแผนที่วางไว้ ควรปรับเปลี่ยนแผนปฏิบัติการได้ตามความเหมาะสมรับฟังข้อเสนอแนะเพื่อแก้ไขข้อบกพร่องร่วมกันมีการประเมินจากหลายภาคส่วนและมีการประชุมสรุปตามแผนทุกครั้ง

The objectives of this research were 1) to study problems of implementing annual action plan by -schools under Buriram Primary Educational Service Area Office 4, 2) to compare problems of implementing annual action plan classified by status, educational level and school size; and 3) to examine guidelines of implementing annual action plan in schools by school boards and teachers under Buriram Primary Educational Service Area Office 4. The samples were 320 school boards and teachers. The data were collected by using questionnaire which comprised 5 - rating scale and open-ended form with the reliability level of 0.874. Statistics used to analyse the data were frequency distribution, percentage, mean and standard deviation. The hypotheses were tested by using t-test, One - way ANOVA and Scheffé’s Method. The results were as follows: 1. Problems in implementing annual action plan according to the comments of the school boards and teachers were moderate. When considered in each aspect, it was found that every aspect was at a moderate level. Arranging from the highest to the lowest level were assessment, summary and performance report, plan adjustment, plan implementation and make an understanding and plan assignment, respectively. 2. Comparison of problems in implementing annual action plan according to school boards and teachers with different status and educational levels was not different in both overall and each aspect. 3. Comparison of problems in implementing annual action plan according to school boards and teachers with different school size was significantly different in each and overall aspect at the statistical level of .01 4. Guidelines for implementing annual action plan by school boards and teachers under Buriram Primary Educational Service Area Office 4 were that responsible person should be clearly assigned according to knowledge and ability, action plan boards and meeting should be appropriately organized and overall school operation plan should be made. Moreover, resources should be provided in accordance to the plan. The plan should be able to adjust and any mistakes and suggestions should be taken into consideration. Besides, assessment should be made from various sections and summary meeting should be organized accordingly.
