รูปแบบการพัฒนาศูนย์เด็กปฐมวัยต้นแบบ สังกัดสำนักงาน เขตพื้นที่การศึกษาในภาคตะวันออกเฉียงเหนือตอนล่าง

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของ การพัฒนาศูนย์เด็กปฐมวัยต้นแบบ สังกัดสำนักงานเขตพื้นที่การศึกษาในภาคตะวันออกเฉียงเหนือตอนล่าง 2) สร้างและพัฒนารูปแบบการพัฒนาศูนย์เด็กปฐมวัยต้นแบบ สังกัดสำนักงานเขตพื้นที่การศึกษาในภาคตะวันออกเฉียงเหนือตอนล่าง และ 3) ประเมินรูปแบบการพัฒนาศูนย์เด็กปฐมวัยต้นแบบ สังกัดสำนักงานเขตพื้นที่การศึกษาในภาคตะวันออกเฉียงเหนือตอนล่าง โดยใช้ระเบียบวิธีการวิจัยและพัฒนา ใน 3 ระยะ ได้แก่ ระยะที่ 1 ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ ใช้วิธีการสำรวจและสัมภาษณ์เชิงลึกจากประชากร คือ ผู้บริหารสถานศึกษาและครู จำนวน 990 คน ใน 145 โรงเรียน ระยะที่ 2 การสร้างและพัฒนารูปแบบ เป็นขั้นตอนการร่างรูปแบบ ตรวจสอบความเหมาะสมและความเป็นไปได้ของรูปแบบด้วยการสนทนากลุ่มของผู้ทรงคุณวุฒิ และทดลองใช้รูปแบบตามคู่มือการใช้รูปแบบ ระยะที่ 3 การประเมินรูปแบบ เป็นขั้นตอนประเมินรูปแบบ ด้วยการสนทนากลุ่มของผู้ทรงคุณวุฒิ ปรับปรุงและนำเสนอรูปแบบที่สมบูรณ์ ในการวิจัยนี้ เก็บรวบรวมข้อมูลโดยการใช้แบบสอบถาม แบบสัมภาษณ์ และแบบประเมิน วิเคราะห์ข้อมูล ด้วยสถิติ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1. ผู้บริหารสถานศึกษาและครูมีความคิดเห็นต่อสภาพปัจจุบันของการพัฒนาศูนย์เด็กปฐมวัยต้นแบบ สังกัดสำนักงานเขตพื้นที่การศึกษาในภาคตะวันออกเฉียงเหนือตอนล่างโดยรวม อยู่ในระดับมาก ( = 4.06) และสภาพที่พึงประสงค์โดยรวมอยู่ในระดับมากที่สุด ( = 4.57) 2. รูปแบบการพัฒนาศูนย์เด็กปฐมวัยต้นแบบ มีองค์ประกอบการพัฒนา จำนวน 4 ด้าน 50 ตัวบ่งชี้ ประกอบด้วย ด้านการมีภาวะผู้นำทางวิชาการ ด้านการจัดครูผู้สอนปฐมวัย ด้านการจัดโครงสร้างและระบบการบริหารจัดการ และด้านการมีส่วนร่วมในการบริหารจัดการของผู้ปกครองและชุมชน 3. รูปแบบการพัฒนาศูนย์เด็กปฐมวัยต้นแบบ สังกัดสำนักงานเขตพื้นที่การศึกษาในภาค ตะวันออกเฉียงเหนือตอนล่าง มีความเหมาะสม ความเป็นไปได้ และความเป็นประโยชน์ โดยรวม อยู่ในระดับมาก ( = 4.28, = 4.22, = 4.29)

The purposes of this study were 1) to examine current and desired condition of the development of Early Childhood Model Center of Educational Service Area Office in Lower Northeastern region; 2) to create and develop the Early Childhood Model Center of Educational Service Area Office in Lower Northeastern region; and 3) to evaluate the development of Early Childhood Model Center of Educational Service Area Office in Lower Northeastern region. Research and Development (R&D) approach was applied by divided into 3 phases. Phase 1 was to study current and desired condition by using survey and in-depth interview. The population included 990 school’s administrators and teachers from 145 schools. For phase 2, the model was developed and the possibility of the model was examined by using focus group of the experts. Then, the developed model was implemented according to the manual. In phase 3, the model was evaluated by the experts’ group meeting. The model was edited and the completed model was presented. The data was collected by using questionnaire, interview and evaluation form. Statistics used to analyze the data were percentage, mean and standard deviation. The result suggested that: 1. The opinion from school’s administrators and teachers towards current condition of the development of Early Childhood Model Center of Educational Service Area Office in Lower Northeastern region was at a high level in overall aspects (X̄ = 4.06); however, the opinion towards the desired condition was at the highest level in overall aspects (X̄ = 4.57).

2. For developing Early Childhood Model Center, there were 4 aspects with 50 indicators of administrative factors which included Instructional Leadership aspect, Pre-School Teachers Management aspect, Administrative Structure and System aspect and Participation of Parents and Community in Administration aspect. 3. The development of Early Childhood Model Center of Educational Service Area Office in Lower Northeastern region was appropriate, possible and the usefulness as a high level in overall aspects (X̄ = 4.28, X̄ = 4.22, X̄ = 4.29).
