สภาพและแนวทางการบริหารทรัพยากรทางการศึกษาในโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 32

Abstract

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพการบริหารทรัพยากรทางการศึกษา ในโรงเรียนขนาดเล็ก 2) เปรียบเทียบความคิดเห็นของผู้บริหารสถานศึกษาและครูเกี่ยวกับสภาพ การบริหารทรัพยากรทางการศึกษาในโรงเรียนขนาดเล็ก จำแนกตามสถานภาพตำแหน่ง และประสบการณ์การทำงาน และ 3) ศึกษาแนวทางการบริหารทรัพยากรทางการศึกษา ในโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 32 การวิจัยแบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 ศึกษาและเปรียบเทียบความคิดเห็นของผู้บริหารสถานศึกษาและครูเกี่ยวกับ สภาพการบริหารทรัพยากรทางการศึกษาในโรงเรียนขนาดเล็ก กลุ่มตัวอย่างเป็นผู้บริหารสถานศึกษา ใช้ประชากรจำนวน 33 คน ส่วนครู จำนวน 248 คน ใช้การกำหนดขนาดกลุ่มตัวอย่างตามตารางของเครจซี และมอร์แกน แล้วทำการสุ่มอย่างง่าย เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม มีค่าความเชื่อมั่น เท่ากับ 0.980 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานโดยการทดสอบค่าที และการวิเคราะห์ ความแปรปรวนแบบทางเดียว ระยะที่ 2 ศึกษาแนวทางการบริหารทรัพยากรทางการศึกษา ในโรงเรียนขนาดเล็ก จากผู้ทรงคุณวุฒิ จำนวน 6 คน โดยวิธีเลือกแบบเจาะจง เครื่องมือที่ใช้ เป็นแบบสัมภาษณ์แบบกึ่งโครงสร้าง วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1. สภาพการบริหารทรัพยากรทางการศึกษาในโรงเรียนขนาดเล็ก ตามความคิดเห็น ของผู้บริหารสถานศึกษาและครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 32 โดยรวมและรายด้านอยู่ในระดับมาก

2. การเปรียบเทียบสภาพการบริหารทรัพยากรทางการศึกษาในโรงเรียนขนาดเล็ก ตามความคิดเห็น ของผู้บริหารสถานศึกษาและครู สังกัดสำนักงานเขตพื้นที่การศึกษา มัธยมศึกษา เขต 32 จำแนกตามสถานภาพตำแหน่งและประสบการณ์การทำงาน โดยรวม และรายด้านไม่แตกต่างกัน 3. แนวทางการบริหารการทรัพยากรทางการศึกษาในโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 32 ตามความคิดเห็นของผู้ทรงคุณวุฒิใน 4 ด้าน คือ 1) ด้านการบริหารทรัพยากรบุคคล สถานศึกษาควรมีการปฐมนิเทศบุคลากรที่ได้รับการบรรจุและแต่งตั้ง ในการเริ่มการปฏิบัติงานในสถานศึกษา 2) ด้านการบริหารทรัพยากรวัสดุ อุปกรณ์ สถานศึกษา ต้องมีการประชุมชี้แจง ให้บุคลากรได้ทราบเกี่ยวกับการจัดหา การใช้วัสดุอุปกรณ์ของหน่วยงาน การจัดการด้านเครื่องมือเครื่องใช้วัสดุอุปกรณ์ ต้องสามารถดำเนินการได้อย่างเหมาะสม 3) ด้านการบริหารทรัพยากรงบประมาณ สถานศึกษาต้องให้บุคลากรมีส่วนร่วมในการใช้จ่ายงบประมาณตามความประสงค์ในแต่ละฝ่ายเพื่อให้บรรลุเป้าหมายที่ตั้งไว้ให้เกิดประโยชน์สูงสุด และ 4) ด้านการบริหารจัดการ สถานศึกษาควรกำหนดโครงสร้างการบริหารจัดการอย่าง เป็นรูปธรรมเพื่อให้การบริหารงานได้อย่างชัดเจนและมีประสิทธิภาพ

The purposes of this research were to : 1) study states for educational resource management in small- size schools, 2) compare administrators and teachers’ opinions toward states for educational resource management in small- size schools by positions and working experiences ; and 3) study guidelines for educational resource management in small- size schools under Secondary Educational Service Area Office 32. The study was divided into 2 phases. Phase 1 studied and compared the opinions of administrators and teachers concerning the states for educational resource management in small- size schools. The samples consisted of 281 administrators and teachers, selected by using the Table of Krejcie and Morgan. The instrument used in this study was a questionnaire with reliability value of 0.980. The data were analyzed by using percentage, mean and standard deviation. The hypotheses were tested by using t-test and one-way ANOVA analysis of variance and multiple comparison test (Scheffe¢ Method). Phase 2 studied guidelines for educational resource management in small- size schools. The informants were 6 experts selected by purposive sampling. The instrument was a semi-structured interview form and the data were analyzed by using content analysis. The research results revealed that : 1. States for educational resource management in small- size schools under Secondary Educational Service Area Office 32, according to the opinion of administrators and teachers, in overall and each aspect, were at a high level. 2. The comparison of educational resource management in small- size schools, according to comments of school administrators and teachers under the Secondary Educational Service Area Office 32, classified by status, position and work experience in overall and each aspect were not different 3. The Guidelines for educational resource management in small- size schools under the Office of the Secondary Educational Service Area 32, according to the experts’ opinion were in 4 areas: 1) Management of Human Resource in Educational institutions should have an orientation for appointed personnel. 2 ) Management of educational institutions materials, educational institutions must have an informed meeting to let personnel know about the procurement, use of materials and equipment of the agency. Handling of tools, equipment, materials must be able to be operated properly. 3) Budget resource management, educational institutions must allow personnel to participate in budget expenditures according to the wishes of each department in order to achieve the goals set for the best benefit. 4) Management of educational institutions, there should be a concrete management structure in order to manage the work clearly and efficiently.
