ความต้องการการจัดสวัสดิการสังคมของผู้พิการในเขตองค์การบริหารส่วนตำบลโคกกระชาย อำเภอครบุรี จังหวัดนครราชสีมา

Abstract

การวิจัยครั้งนี้มีความมุ่งหมาย เพื่อศึกษาระดับความต้องการการจัดสวัสดิการสังคมของ ผู้พิการในเขตองค์การบริหารส่วนตำบลโคกกระชาย อำเภอครบุรี จังหวัดนครราชสีมา และเพื่อศึกษาความคิดเห็นและข้อเสนอแนะจากผู้พิการ เพื่อเป็นแนวทางในการพัฒนาการจัดสวัสดิการสังคมของผู้พิการในเขตองค์การบริหารส่วนตำบลโคกกระชาย อำเภอครบุรี จังหวัดนครราชสีมา ใน 4 ด้าน คือ ด้านการมีสุขภาพอนามัยที่ดี ด้านการศึกษาที่ดี ด้านการมีงานทำและมีรายได้ และด้านการบริการสังคมทั่วไป กลุ่มตัวอย่างได้แก่ คนพิการที่จดทะเบียนคนพิการของสำนักงานพัฒนาสังคมและความมั่นคงของมนุษย์จังหวัดนครราชสีมาที่อาศัยอยู่ในเขตองค์การบริหารส่วนตำบลโคกกระชาย จำนวน 205 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม มี 3 ลักษณะ คือ แบบตรวจสอบรายการแบบมาตราส่วนประมาณค่า 6 ระดับ และแบบปลายเปิด ได้ค่าความเชื่อมั่นเท่ากับ 0.9054 สถิติพื้นฐานที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1. ความต้องการการจัดสวัสดิการสังคมของผู้พิการในเขตองค์การบริหารส่วนตำบล โคกกระชาย อำเภอครบุรี จังหวัดนครราชสีมาโดยภาพรวมอยู่ในระดับมากเมื่อพิจารณาเป็นรายด้าน พบว่า ทุกด้านอยู่ในระดับมากเช่นกันโดยเรียงลำดับจากด้านที่มีค่าเฉลี่ยสูงสุดไปหาต่ำสุดดังนี้ด้านการมีสุขภาพที่ดีด้านการบริการสังคมทั่วไป ด้านการมีงานทำและมีรายได้ และด้านการศึกษาที่ดีตามลำดับ 2. ความคิดเห็นและข้อเสนอแนะอื่น ๆ ที่มีจำนวนมากที่สุด คือ ต้องการเบี้ยยังชีพผู้พิการในอัตราที่เพิ่มขึ้น รองลงมา คือ ต้องการให้รัฐฝึกอาชีพให้แก่คนพิการ และต้องการสิทธิในการ รักษาพยาบาล ตามลำดับ

The objectives of this study were 1) to examine needs of social welfare of the disabled in KhokKra Chai Sub-district Administrative Organization, KonBuri district, NakornRatchasima province and 2) to explore comments and suggestions from the disabled to be a guideline for developing social welfare based on the four aspects which included having good health, good education, employment and income, and general social service. The samples were 205 disabled living in the area of KhokKra Chai Sub-district Administrative Organization who were registered with Office of Social Development and Human Security, NakornRatchasima province. The data were collected by using a questionnaire which consisted of three parts: checklist, 6-rating scale and open-ended with the reliability level of 0.9054. The statistics used to analyze the data were percentage, mean and standard deviation. The results were as follows: 1. The need of social welfare of the disabled in KhokKra Chai Sub-district Administrative Organization, KonBuri district, NakornRatchasima province was at a high level in overall aspects. When considering each aspect, it was found that every aspect was at a high level. The aspect with the highest mean was having good health followed by general social service, employment and income and having a good education, respectively. 2. Other comment and suggestion which received the greatest number was that the disabled living allowance should be increased followed by vocational training should be provided and the right for medical treatment was also needed, respectively.
