สภาพและแนวทางการบริหารการจัดการคุณภาพโดยรวมของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 1

Abstract

การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อ 1) ศึกษาสภาพการบริหารจัดการคุณภาพโดยรวมของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 1 2)เปรียบเทียบความคิดเห็นของครูเกี่ยวกับสภาพการบริหารจัดการคุณภาพโดยรวมของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 1และ 3) ศึกษาแนวทางการบริหารจัดการคุณภาพโดยรวมของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 1การวิจัยครั้งนี้ดำเนินการเป็น 2 ระยะ โดยระยะที่ 1 เพื่อศึกษาและเปรียบเทียบความคิดเห็นของครูเกี่ยวกับสภาพการบริหารจัดการคุณภาพโดยรวมของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 1 ใช้กลุ่มตัวอย่างครูจำนวน 327 คน ได้มาจากการสุ่มแบบชั้นภูมิ เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม มีค่าความเชื่อมั่นเท่ากับ 0.84 การวิเคราะห์ข้อมูลใช้สถิติ ความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน และทดสอบสมมติฐาน โดยการทดสอบค่าที การวิเคราะห์ความแปรปรวนทางเดียวและทดสอบความแตกต่างของค่าเฉลี่ยเป็นรายคู่ตามวิธีการของเชฟเฟ่ ส่วนระยะที่ 2 เพื่อศึกษาแนวทางการบริหารจัดการคุณภาพโดยรวมของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 1กลุ่มผู้ให้ข้อมูล จำนวน 5 คน ได้มาจากการเลือกแบบเจาะจง เครื่องมือใช้แบบสัมภาษณ์ การวิเคราะห์ข้อมูลใช้การวิเคราะห์เชิงเนื้อหา ผลการวิจัยพบว่า 1.สภาพการบริหารการจัดการคุณภาพโดยรวมของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 1ตามความคิดเห็นของครู โดยรวมอยู่ในระดับมาก 2. สภาพการบริหารการจัดการคุณภาพโดยรวมของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 1จำแนกตามประสบการณ์การทำงานโดยรวมไม่แตกต่างกัน เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านเพิ่มขีดความสามารถส่วนบุคคล แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ส่วนด้านอื่น ๆ ไม่แตกต่างกัน 3. สภาพการบริหารการจัดการคุณภาพโดยรวมของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 1จำแนกตามขนาดของโรงเรียนโดยรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านวัตถุประสงค์ที่มั่นคงด้านควบคุมดูแลโดยผู้อาวุโสด้านการลดต้นทุนด้านการปรับปรุงในการผลิตและการบริการด้านการฝึกอบรมระหว่างปฏิบัติงานด้านภาวะผู้นำด้านเพิ่มขีดความสามารถส่วนบุคคลด้านการรับรู้ด้านการพัฒนาวิชาชีพและด้านความรับผิดชอบต่อการกระทำแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 ส่วนด้านอื่น ๆ ไม่แตกต่างกัน 4. แนวทางการบริหารการจัดการคุณภาพโดยรวมของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 1 พบว่า สถานศึกษาควรมีการอบรม PCL ศึกษาดูงาน ประชุมสัมมนาแลกเปลี่ยนเรียนรู้และนำมาใช้ในการพัฒนาการเรียนการสอน มีการนิเทศการจัดการเรียนรู้ มีการเผยแพร่สื่อการเรียนรู้ และประเมินผลการจัดการเรียนรู้การวัดนำผลสัมฤทธิ์มาวิเคราะห์หาจุดเด่นหรือจุดบกพร่องในจุดเด่นให้คงไว้หรือพัฒนาในจุดบกพร่องต้องรีบหาวิธีดำเนินการแก้ไข ควรจัดให้มีการจัดทำโครงการและแผนปฏิบัติการ มีการรายงานการดำเนินโครงการ บูรณาการการทำงานและการจัดกิจกรรมจัดเก็บบำรุงวัสดุอุปกรณ์ให้สามารถใช้งานได้ตามอายุการใช้งาน ควรมีการมอบหมายให้ตรงกับความถนัด เหมาะสมกับความรู้ความสามารถ อบรมพัฒนาศักยภาพในการปฏิบัติงาน ให้การสนับสนุนงบประมาณในโครงการที่ปัจเจกบุคคลเสนอมา อันเป็นโครงการที่มีประโยชน์ต่อผู้เรียนเป็นสำคัญ ส่งเสริมสนับสนุนการขอเลื่อนวิทยฐานะมีการทำงานร่วมกันทำงานเป็นทีม นิเทศภายในเป็นประจำ สนับสนุนให้เข้าร่วมประชุม อบรมเชิงปฏิบัติการในโอกาสต่าง ๆ

The purposes of this research were 1) to study the state of total quality administration of schools under SecondaryEducational Service Area Office 1, 2) to compare the opinions of teachers about the state of total quality administration of schools under Secondary Educational Service Area Office 1; and 3) to study the guidelines for total quality administration of schools under Secondary Educational Service Area Office 1. There were two phases in this study : Phase1 was to study and compare the state of total quality administration of schools under Secondary Educational Service Area Office 1. The samples consisted of 327 teachers in total, selected by stratified random sampling technique. The instrument used to collect the data was a questionnaire with its reliability of 0.84. The statistics used to analyze the data were frequency, percentage, mean, standard deviation, one-way ANOVA, and Scheffe’s test. Phrase 2 was to study the guidelines for the state of total quality administration of schools under Secondary Educational Service Area Office 1. In this phase, there were five key informants, selected by purposive random sampling technique. The instrument used to collect the data was an interview, and the collected data were analyzed by means of content analysis. The findings of this research were as follows: 1. The state of total quality administration of schools under Secondary Educational Service Area Office 1 according to the teachers’ opinions was at a high level in overall aspects. 2. Being classified by work experience, the state of total quality administration of schools under Secondary Educational Service Area Office 1 was, inoverall aspects, at a high level. When considering each aspect, personal capacity enhancement was significantly different at the statistical level of .05, while other aspects were not different. 3. Being classified by school’s size, the state of total quality administration of schools under Secondary Educational Service Area Office 1 was significantly different in overall aspect at the statistical level of .01. When considering each aspect, the stable objectives, the supervision by the elderly, the cost reduction, the improvements in production and service, the training during work, the leadership, the personal capacity enhancement, the awareness, the professional development, and the responsibility towards action were significantly different at the statistical level of .01, while other aspects were not different. 4. With regard to the guidelines for the total quality administration of schools under Secondary Educational Service Area Office 1, it was found that schools should have PCL training, research tour, information exchange seminars to contribute to the growth of teaching and learning. In addition, oversight of the administration of research, the distribution of learning media and the evaluation of measurement learning management should be promoted. The achievement of this study was analyzed to identify strengths or weaknesses in order to maintain or develop the strengths and also the weaknesses and problems should be solved. Project preparation and action plans should be provided and reported on. Moreover, work and activities should be integrated, and equipment should be maintained.Also, the work assignment should be appropriate for personnel’s knowledge and skills. Training for capacity development should be provided and the budget should be supported for projects proposed by individuals that are useful to students. Academic promotion should be encouraged. In addition, internal supervision as a team should be provided on a regular basis and there should be encouragement to attend the meeting and workshop.
