This research was divided into two phases as follows: in the first phase, it was the qualitative research through a brainstorming session to study the guidelines for personnel administration on behavior patterns according to the code of professional ethics of school administrators in schools under Buriram Primary Educational Service Area Office 3, and the sample consisted of 11 school administrators and teachers, selected by purposive sampling method; while in the second phase, it was the quantitative research using a questionnaire to study the guidelines for personnel administration on behavior patterns according to the code of professional ethics of school administrators in schools under Buriram Primary Educational Service Area Office 3. The sample consisted of 335 school administrators and teachers, selected by the stratified random sampling method. The data were analyzed by using percentage, mean, standard deviation, and content analysis.
The findings of this research revealed that the guidelines for personnel administration based on behavior patterns and professional ethics of school administrators
in schools under Buriram Primary Educational Service Area Office 3 through the brainstorming session were as follows: 1) in terms of the manpower planning and the position determination,there should be the preparation of information and the survey on relevant people’s opinions
in order to consider the manpower needs, plan the manpower to suit the workload, and use
the moral principles to consider and organize the dissemination of the personnel’s outstanding works to the public, 2) in terms of recruitment and appointment, there should be the meeting
of the school board in order to set the manpower framework as well as to promote the use of moral principles in taking the recruitment, providing information, issuing announcements,
and informing criteria officially to the public, 3) in terms of enhancing the efficiency
of active duties, there should be the promotion of the environmental conservation, the economic development, the local wisdom, and art and culture in order to encourage students to learn
and live according to the principles of sufficiency economy, the promotion of the protection
of the right of children, youth, and disadvantaged people, the self-development of government teachers and educational personnel according to the development curriculum, and the result extension of academic or professional cooperation and assistance for the community, 4) in terms of discipline and discipline-keeping, the consulting channel for problem-solving should
be provided for subordinate personnel in order to prevent them from misconducting the discipline, educate them about the discipline-keeping , encourage them to be aware of it as well as follow it correctly, use participatory administrative principles, and monitor the behavior
of assistant teachers, teachers, and other educational personnel in schools, and 5) in terms
of resignation, there should beopen-mindedness of the reasons for resignation in order to consult and find the solution before deciding to resign from the civil service as well as let the person
who wants to resign fill in the interview form before his/her resignation to bring those problems and suggestions to the onward administrative improvement.
The condition of personnel administration onbehavior patterns according to the code
of professional ethics of school administrators in schools under Buriram Primary Educational Service Area Office 3 was overall at a high level( = 3.73, S.D = .79 ).When considering each aspect, it was found that the resignation from the civil service was at a moderate level,
while other aspects were at a high level. Ranking the mean score from high to low,
the recruitment and the position appointment were first ranked( = 4.11, S.D = .78 ), followed promoting efficiency of active duties( = 4.06, S.D = .86 ), while the lowest mean score is the resignation from the civil service( = 3.13, S.D = .84 ).
