การมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตำบลธารละหลอด อำเภอพิมาย จังหวัดนครราชสีมา

Abstract

การวิจัยในครั้งนี้มีความมุ่งหมายเพื่อศึกษาการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตำบลธารละหลอดอำเภอพิมาย จังหวัดนครราชสีมา ใน 4 ด้าน คือด้านการมีส่วนร่วมในการค้นหาปัญหาและการตัดสินใจ ด้านการมีส่วนร่วม ในการดำเนินงาน ด้านการมีส่วนร่วมในการรับผลประโยชน์ และด้านการมีส่วนร่วมในการประเมินผลกลุ่มตัวอย่าง ได้จากการสุ่มจากประชากรโดยกำหนดขนาดของกลุ่มตัวอย่างตามตารางของเครจซี่และมอร์แกนได้ขนาดของกลุ่มตัวอย่าง จำนวน 345 คนแล้วทำการสุ่มให้กระจายไปตามหมู่บ้านต่างๆ ตามสัดส่วนโดยวิธีสุ่มอย่างง่าย เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามมี 3 ลักษณะ คือ แบบตรวจสอบรายการ แบบมาตราส่วนประมาณค่า6 ระดับ และแบบปลายเปิด ได้ค่าความเชื่อมั่นเท่ากับ0.9400 สถิติพื้นฐานที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1. การมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่นขององค์การบริหารส่วนตำบลธารละหลอดอำเภอพิมาย โดยภาพรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านการมีส่วนร่วมในการรับผลประโยชน์ อยู่ในระดับมาก ด้านการมีส่วนร่วมในการประเมินผล อยู่ในระดับน้อย นอกนั้นอยู่ในระดับปานกลาง 2. ความคิดเห็นและข้อเสนอแนะอื่นๆ ที่มีจำนวนมากที่สุด คือ ควรให้ความรู้แก่บุคลากรที่เกี่ยวข้องอย่างต่อเนื่องและการจัดทำแผนพัฒนาท้องถิ่นควรให้ความสำคัญกับปัญหาและความต้องการของประชาชน รองลงมา คือควรให้ อบต.มีการประชาสัมพันธ์แผนให้มากกว่านี้และควรให้องค์การบริหารส่วนตำบล ได้เล็งเห็นปัญหาเร่งด่วนของหมู่บ้านที่มีปัญหามากที่สุด ตามลำดับ

This study aimed to study public participation in constructing local development plan of Than La Lord Sub-district Administrative Organization, Pimai district, Nakorn Ratchasima province according to the four aspects: participation in problem solving and decision making, participation in operation, participation in receiving benefits and participation in evaluation. The samples were 345 people selected by using Krejcie and Morgan’s table. Then, the samples were randomly distributed among villages based on the proportion by simple random sampling. The data were collected by using a questionnaire which consisted of three parts: checklist, 5-rating scale and open-ended with the reliability level of 0.9400. The statistics used to analyze the data were percentage, mean and standard deviation. The results were as follows: 1. Public participation in constructing local development plan of Than La Lord Sub-district Administrative Organization, Pimai district, Nakorn Ratchasima province was at a moderate level in overall aspect. When considering in each aspect, it was found that participation in receiving benefits was at a high level while participation in evaluation was at a low level. However, other aspects were at a moderate level. 2. Other comments and suggestions which were at the greatest number were that knowledge should continuously be provided to related personnel and the plan should emphasize on the problems and meet with the public need followed by that the Sub-district Administrative Organization should publicize the plan more and also help the village which was the most problematic, respectively.
