แนวทางการพัฒนาการนิเทศภายในโรงเรียนของผู้บริหารโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 3

Abstract

การวิจัยครั้งนี้มีความมุ่งหมาย 1) เพื่อศึกษาสภาพการนิเทศภายในโรงเรียนของผู้บริหารโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 3 2) เพื่อเปรียบเทียบความคิดเห็นของผู้บริหารโรงเรียนและครูเกี่ยวกับสภาพการนิเทศภายในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 3 การวิจัยครั้งนี้จำแนกตามสถานภาพตำแหน่งและขนาดของโรงเรียน และ3) เพื่อหาแนวทางการพัฒนาการนิเทศภายในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 3การวิจัยครั้งนี้ดำเนินการเป็น 2 ระยะ โดยระยะที่ 1ศึกษาและเปรียบเทียบสภาพการนิเทศภายในโรงเรียนของผู้บริหารโรงเรียน ได้กลุ่มตัวอย่างเป็นผู้บริหารจำนวน 140 คน และครูจำนวน346 คน รวมทั้งสิ้น 486 คน แล้วทำการสุ่มแบบหลายขั้นตอน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม มีค่าความเชื่อมั่นเท่ากับ .950การวิเคราะห์ข้อมูลโดยใช้สถิติได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที และการวิเคราะห์ความแปรปรวนทางเดียว ส่วนระยะที่ 2 เพื่อศึกษาแนวทางการพัฒนาการนิเทศภายในโรงเรียนของผู้บริหารโรงเรียน กลุ่มเป้าหมายจำนวน 7 คน ได้มาจากการเลือกแบบเจาะจง เครื่องมือที่ใช้เป็น แบบสัมภาษณ์ การวิเคราะห์ข้อมูล ใช้การวิเคราะห์เชิงเนื้อหา ผลการวิจัยพบว่า 1. สภาพการนิเทศภายในโรงเรียนของผู้บริหารโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 3 โดยรวมอยู่ในระดับมาก เรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย คือ ด้านการส่งเสริมการจัดการความรู้ รองลงมาคือ ด้านการพัฒนาหลักสูตรและการสอน ด้านการบริหารจัดการระบบคุณภาพด้านการส่งเสริมการวิจัยในชั้นเรียนและด้านการสร้างภาคีเครือข่ายร่วมพัฒนา ตามลำดับ 2. ผลการเปรียบเทียบความคิดเห็นของผู้บริหารโรงเรียนและครูที่มีต่อสภาพการนิเทศภายในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 3 จำแนกตามสถานภาพตำแหน่ง โดยรวมไม่แตกต่างกัน เมื่อพิจารณารายด้านพบว่า ทุกด้านไม่แตกต่างกัน เมื่อจำแนกตามขนาดของโรงเรียน พบว่า โดยรวมไม่แตกต่างกัน เมื่อพิจารณาเป็นรายด้านพบว่า ด้านการสร้างภาคีเครือข่ายร่วมพัฒนา และด้านการส่งเสริมการวิจัยในชั้นเรียน แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ส่วนด้านอื่น ๆไม่แตกต่างกัน 3. แนวทางการพัฒนาการนิเทศภายในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 3 พบว่า 1) ด้านการพัฒนาหลักสูตรและการสอน ผู้บริหารโรงเรียนควรมีการปรับปรุงพัฒนาหลักสูตรสถานศึกษาให้ทันต่อการเปลี่ยนแปลงในอนาคต และสอดรับกับนโยบายของสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน 2) ด้านการสร้างภาคีเครือข่ายร่วมพัฒนา ผู้บริหารต้องมีความสัมพันธ์ที่ดีกับชุมชนและเปิดโอกาสให้ชุมชนมีส่วนร่วมในการพัฒนาโรงเรียน 3) ด้านการบริหารจัดการระบบคุณภาพ ผู้บริหารโรงเรียนควรเปิดโอกาสให้คณะกรรมการสถานศึกษา เข้ามามีบทบาทในการกำกับดูแลและประเมินผลการดำเนินงานของโรงเรียน 4) ด้านการส่งเสริมการวิจัยในชั้นเรียน ผู้บริหารโรงเรียนควรสนับสนุนให้ครูนำผลการวิจัยไปใช้แก้ปัญหากับนักเรียนอย่างจริงจัง และ5) ด้านการส่งเสริมการจัดการความรู้ ผู้บริหารควรส่งเสริมให้บุคลากรเข้ารับการอบรมในด้านต่าง ๆ

The purposes of this study were 1) to examine state of school internal supervision of school administrators under Buriram Primary Educational Service Area Office 3, 2) to compare the opinions between school administrators and teachers towards state of school internal supervision under Buriram Primary Educational Service Area Office 3 classified by positions and school size; and 3) to investigate guidelines for developing school internal supervision under Buriram Primary Educational Service Area Office 3. This study was divided into two phases. Phase 1 was to examine and compare school internal supervision of school administrators. There were 486 samples in total which included 140 school administrators and 346 teachers selected by multi-stage random sampling. The instrument was a questionnaire with reliability level of .950. Then, the collected data were analyzed by using percentage, mean, standard deviation, t-test and one-way ANOVA. For phase 2, guidelines for developing school internal supervision of school administrators were investigated by interviewing 7 administrators selected by purposive sampling. The collected data were analyzed by using content analysis. The results suggested that: 1. State of school internal supervision of school administrators under Buriram Primary Educational Service Area Office 3 was at a high level in overall aspects. The aspect with the highest mean was knowledge management promotion followed by curriculum and teaching development ,quality system management, action research promotion and cluster partnership creation respectively. 2. Comparison of the opinions between school administrators and teachers towards state of school internal supervision under Buriram Primary Educational Service Area Office 3 classified by positions was not different in each and overall aspects. When classified by school size, no difference was found in overall aspects. However, when considered in each aspect, it was found that cluster partnership creation and action research promotion were significantly different at statistical level of .05 while no difference was found in other aspects. 3. Guidelines for developing school internal supervision under Buriram Primary Educational Service Area Office 3 were that 1) in curriculum and teaching development aspect, school administrators should improve and develop school’s curriculum to be up-to-date and in accordance with Office of the Basic Education Commission policy, 2) in terms of cluster partnership creation, school administrators should establish good relationship with community and provide chances for the community to get involve in school development, 3) for quality system management, school administrators should let school committee supervise and evaluate school performance, 4) for action research promotion, school administrators should encourage the implement of research results to solve students’ problems practically and 5) in terms of knowledge management promotion, school administrators should encourage personnel to attend training in various fields.
