แนวทางการพัฒนาการบริหารงานห้องสมุดโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 32

Abstract

การวิจัยครั้งนี้มีความมุ่งหมาย 1) เพื่อศึกษาสภาพการบริหารงานห้องสมุดโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 32 2) เพื่อเปรียบเทียบความคิดเห็นของผู้บริหารสถานศึกษาครูบรรณารักษ์และครูเกี่ยวกับสภาพการบริหารงานห้องสมุดโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 32 จำแนกเป็นสถานภาพตำแหน่งและขนาดของสถานศึกษาและ 3) เพื่อหาแนวทางการพัฒนาการบริหารงานห้องสมุดโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 32 การวิจัยแบ่งออกเป็น 2 ระยะคือระยะที่ 1 ศึกษาและเปรียบเทียบสภาพการบริหารงานห้องสมุดโรงเรียนกลุ่มตัวอย่างจำนวน 346 คนแยกเป็นผู้บริหารสถานศึกษาจำนวน 66 คนครูบรรณารักษ์ 66 คนโดยใช้ประชากรส่วนครูจำนวน 214 คนได้มาโดยการสุ่มอย่างง่ายเครื่องมือที่ใช้ได้แก่แบบสอบถามสถิติที่ใช้ได้แก่ร้อยละค่าเฉลี่ยส่วนเบี่ยงเบนมาตรฐานและการวิเคราะห์ความแปรปรวนทางเดียวระยะที่ 2 แนวทางการพัฒนาการบริหารงานห้องสมุดโรงเรียนโดยการสัมภาษณ์ผู้ทรงคุณวุฒิจากสถานศึกษาที่ได้รับรางวัลหรือยกย่องว่าดีเด่นด้านการบริหารงานห้องสมุดจำนวน 6 คนใช้วิธีการเลือกแบบเจาะจงเครื่องมือที่ใช้ได้แก่แบบสัมภาษณ์แบบมีโครงสร้างวิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหาผลการวิจัยพบว่า 1. สภาพการบริหารงานห้องสมุดโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 32 โดยรวมอยู่ในระดับมากเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อยคือด้านอาคารสถานที่และวัสดุครุภัณฑ์รองลงมาคือด้านนักเรียนด้านทรัพยากรสารสนเทศด้านผู้บริหารและด้านครูตามลำดับ ผลวิจัยพบว่า 2. ผลการเปรียบเทียบความคิดเห็นของผู้บริหารสถานศึกษาครูบรรณารักษ์และครูที่มีต่อสภาพการดำเนินงานห้องสมุดโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 32 จำแนกตามสถานภาพตำแหน่งโดยรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ. 05 เมื่อพิจารณารายด้านพบว่าด้านครูด้านทรัพยากรสารสนเทศด้านอาคารสถานที่และวัสดุครุภัณฑ์แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ. 05 ส่วนด้านอื่น ๆ ไม่แตกต่างกัน 3. ผลการเปรียบเทียบความคิดเห็นของผู้บริหารสถานศึกษาครูบรรณารักษ์และครูมีต่อสภาพการบริหารงานห้องสมุดโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 32 จำแนกตามขนาดของสถานศึกษาโดยรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ. 05 เมื่อพิจารณารายด้านพบว่าด้านครูและด้านอาคารสถานที่และวัสดุครุภัณฑ์แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ. 05 ส่วนด้านอื่น ๆ ไม่แตกต่างกัน 4. ความคิดเห็นจากการสัมภาษณ์ผู้ทรงคุณวุฒิเกี่ยวกับแนวทางการพัฒนาการบริหารงานห้องสมุดโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 32 พบว่า 1) ด้านผู้บริหารควรมีการจัดทำแผนการดำเนินการอย่างชัดเจนในการบริหารงานห้องสมุดโดยศึกษาสภาพปัจจุบันและปัญหาเพื่อกำหนดทิศทางในการแก้ปัญหานำไปสู่การจัดตั้งคณะทำงานที่มีความเชี่ยวชาญและมีประสิทธิภาพรวมทั้งมีตัวแทนของนักเรียนร่วมเป็นเจ้าหน้าที่ห้องสมุดกับครูบรรณารักษ์กำหนดกิจกรรมส่งเสริมการอ่านอย่างต่อเนื่อง 2) ด้านครูผู้บริหารควรพิจารณาเลือกครูบรรณารักษ์ที่มีคุณวุฒิการศึกษาทางบรรณารักษ์โดยตรงหรือถ้าไม่มีควรเลือกครูที่มีความรู้ด้านการจัดการห้องสมุดโดยแต่งตั้งให้ปฏิบัติหน้าที่อย่างชัดเจนและให้การสนับสนุนเพื่อเข้าอบรมพัฒนาตนเองด้านบรรณารักษ์อย่างสม่ำเสมอ 3) ด้านนักเรียนควรส่งเสริมความซื่อสัตย์โดยมีพื้นที่สำหรับเก็บสัมภาระและจัดโต๊ะทำงานของบรรณารักษ์ให้อยู่ในที่เหมาะสมสะดวกต่อการมองเห็นพฤติกรรมของนักเรียนรวมทั้งจัดกิจกรรมและเสริมแรงให้นักเรียนเข้าใช้บริการห้องสมุด 4) ด้านเทคโนโลยีสารสนเทศควรจัดให้มีบริการสืบค้นออนไลน์มีเครื่องคอมพิวเตอร์บริการนักเรียนอย่างเพียงพอ 5) ด้านอาคารสถานที่ควรมีการจัดสัดส่วนให้เหมาะสมเพื่อดึงดูดความสนใจของนักเรียนและมีมุมบริการที่หลากหลาย

The objectives of this research were: 1) to study state of library administration development in schools under the Secondary Educational Service Area Office 32, 2) to compare opinions of school administrators and teacher librarians toward state of library administration development in schools under the Secondary Educational Service Area Office 32classified by positions and school sizes, and 3) to find guidelines for library administration development in schools under the Secondary Educational Service Area Office 32. The research was divided into two phases. The first phase was to study and compare the state of school library development The samples were 346 persons; 66 administrators, 66 teacher librarians and 214 teachers, selected by random sampling. The research instrument was a questionnaire. The statistics used for data analysis were percentage, mean, standard deviation and one way ANOVA. The second phase was guidelines for the library administration development in schools by interviewing 6 experts from schools which have been awarded on library administration. The experts were selected by purposive sampling. The instrument was a structured questionnaire. The collected data were analyzed by content analysis. The results of the research were as follows: 1. The state of library administration in schools under the Secondary Educational Service Area Office 32 overall were at a high level. The highest aspects were building aspect and material and equipment aspects, followed by student aspect, information resources aspect, administrator aspect and teacher aspect, respectively. 2. A comparison of opinions of school administrators, teacher librarians and teachers toward the state of library administration development in schools under the Secondary Educational Service Area Office 32 classified by positions were overall different at a statistical significant level of .05. When considering each aspect, it was found that the teacher aspect, information resource, building and material and equipment were different at a statistical significant level of .05, whereas other aspects were not different. 3. A comparison of opinions of school administrators, teacher librarians and teachers toward the state of library administration development in schools under the Secondary Educational Service Area Office 32 classified by school size were overall different at a statistical significant level of .05. When considering each aspect, it was found that the teacher aspect and building aspect and material and equipment were different at a statistical significant level of .05, whereas other aspects were not different. 4. The opinions of the experts regarding to the guidelines for library administration development in schools under the Secondary Educational Service Area Office 32 were as follows: 1) in administrator aspect, the schools should have prepared action plans clearly in library management by studying the current state and problems in order to set the direction for solving the problem. This would lead to the establishment of the working group with expertise and efficiency, as well as with representatives of the students to be the librarian with library teacher, and provide the reading promotion activities continuously; 2) in teacher aspect, administrators should consider the qualified teacher librarians, or choose the teachers with knowled ge in library management by appointing duty clearly and providing support to the training of self-development of librarians regularly; 3) in student aspect, the schools should promote integrity by preparing space for luggage and arranging a librarian's desk in right position to easily see the behavior of the students, including preparing activities and reinforcement for students to attend a library; 4) in information technology aspect, the schools should provide an online search service. There are adequate computer service for students; 5) in the building aspect, there should be an appropriate proportion and a wide range of services to attract the attention of students
