การเพิ่มประสิทธิภาพการบริหารงานของกองทุนหมู่บ้าน ในเขตตำบลลำปลายมาศ อำเภอลำปลายมาศ จังหวัดบุรีรัมย์

Abstract

การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อ 1) การเพิ่มประสิทธิภาพการบริหารงานของกองทุนหมู่บ้าน อำเภอลำปลายมาศ จังหวัดบุรีรัมย์ และ 2) ศึกษาแนวทางและข้อเสนอแนะในการบริหารเพิ่มประสิทธิภาพการบริหารงานของกองทุนหมู่บ้าน อำเภอลำปลายมาศ จังหวัดบุรีรัมย์ คณะกรรมการ จำนวน 70 คน และสมาชิกกองทุนหมู่บ้านภายในเขตตำบลลำปลายมาศ อำเภอลำปลายมาศ จังหวัดบุรีรัมย์ จำนวน 340 คน ได้มาโดยการคำนวณจากสูตรของทาโร่ ยามาเน(Taro Yamane) กำหนดขอบเขตความคลาดเคลื่อน 0.05 และสุ่มโดยวิธีแบบแบ่งชั้นตามสัดส่วนเครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล เป็นแบบสอบถามที่ผู้วิจัยสร้างขึ้นมี3ลักษณะ ได้แก่ แบบสำรวจรายการ แบบมาตราส่วนประมาณค่า 5 ระดับ และแบบปลายเปิด มีค่าอำนาจจำแนกอยู่ระหว่าง 7.56 - 52.01 มีค่าความเชื่อมั่น 0.96 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า l. การศึกษาความคิดเห็นของคณะกรรมกาและสมาชิกกองทุนหมู่บ้านเกี่ยวกับการเพิ่มประสิทธิภาพบริหารงานของกองทุนหมู่บ้าน ในเขตตำบลลำปลายมาศ อำเภอลำปลายมาศ จังหวัดบุรีรัมย์ โดยรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า ทุกด้านอยู่ในระดับมาก โดยด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านนิติธรรม รองลงมาคือ ด้านคุณธรรม ด้านความคุ้มค่า และด้านที่มีค่าเฉลี่ยต่ำสุด คือ ด้านความโปร่งใส ตามลำดับ 2. ความคิดเห็นและข้อเสนอแนะคณะกรรมการและสมาชิกกองทุนหมู่บ้านเกี่ยวกับการเพิ่มประสิทธิภาพบริหารงานของกองทุนหมู่บ้าน ในเขตตำบลลำปลายมาศ อำเภอลำปลายมาศ จังหวัดบุรีรัมย์ ที่มีจำนวนมากที่สุด ได้แก่ ควรให้สมาชิกทุกคนร่วมทำงานอย่างเข้าใจ และรักษาระเบียบกติกาพร้อมทั้งคณะกรรมการด้วย รองลงมาคือ ควรให้ประธานกองทุนตั้งข้อบังคับและกฎเกณฑ์ให้เด่นชัด และกองทุนหมู่บ้านต้องเข้ามีส่วนร่วมในการพิจารณาชุมชนอย่างเป็นรูปธรรม และมีการจัดอบรมคณะกรรมการกองทุนในระดับอำเภอเป็นประจำทุกปี ตามลำดับ คำสำคัญ : การเพิ่มประสิทธิภาพ, การบริหาร, กองทุนหมู่บ้าน

The purposes of this research were 1) to cnhance the management efficiency of villagefunds at Lamplaimat District, Buriram Province and 2) to study the guidelines and suggestions inthe management for enhancing the management efficiency of village funds at LamplaimatDistrict, Buriram Province. The samples were 70 committee and 340 members of village funds atLamplaimat Sub-district, Lamplaimat District, Buriram Province, determined by Taro Yamanesample size formula with the scope of errors at 0.05 and selected by the stratified randomsampling method. The instrument used to collect the data was a questionnaire conducted by theresearcher with three parts: checklist, five-rating scale, and open-ended question. Itsdiscrimination was 7.56-52.0 1 and reliability was O.96. The statistics used to analyze the datawere frequency, percentage, mean, and standard deviation. The findings were as follows: 1. The opinions of the committee and members of the village funds on the management sampling method. The instrument efficiency of the village funds at Lamplaimat district, Buriram Province were overall at a highlevel. When considering each aspect, it was found that all aspects were at high level. The highestmean score was the law, followed by the virtue, the value, and the lowest mean score wastransparency respectively. 2. The opinions and suggestions of the committee and members of the village funds on the management efficiency of the village funds at Lamplaimat district, Buriram Province mostlyrevealed that all members should cooperate with each other understandingly and follow the rulesand regulations, the president of village funds should set the regulations and the rules clcarly, thevillage funds had to participate in considering the community concretely, the annual trainingshould be provided for committee of funds at the district level respectively.
