Abstract

การวิจัยครั้งนี้มีความมุ่งหมาย1) เพื่อศึกษาและเปรียบเทียบความคิดเห็นที่ยวกับการบริหารแบบมีส่วนร่วมในสถานศึกษาตามความคิดเห็นของผู้บริหารสถานศึกษากรวิชาการและตัวแทนผู้ปกครองนักเรียน จำแนกตามสถานภาพและขนาดสถานศึกษา 2) เพื่อหาแนวทางการพัฒนาการบริหารแบบมีส่วนร่วมในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์เขต 1 การวิจัยแบ่งออกเป็น 2 ระยะคือระยะที่ 1 เพื่อศึกษาและเปรียบเทียบความคิดเห็นเกี่ยวกับการบริหารแบบมีส่วนร่วมในสถานศึกษากลุ่มตัวอย่างจำนวน 396 คนได้มาโดยการสุ่มอย่า1จ่ายโดยการจับสลากเครืองมือที่ใช้ ได้แก่ แบบสอบถามสถิติที่ใช้ได้แก่ร้อยละค่าเฉลี่ยส่วนเบียเบนมาตรฐานและการวิเคราะห์ความแปรปรวนทางเดียวระยะที่ 2 สัมภาษณ์ผู้ทรงคุณวุฒิเกี่ยวกับแนวทางการพัฒนาการบริหารงานแบบมีส่วนร่วมในสถานศึกษาโดยการสัมภาษณ์ผู้ทรงคุณวุฒิจากสถานศึกษาค้นแบบที่มีการปฏิบัติที่ที่ได้รับรางวัลสถานศึกษาพระราชทานโดยมีผู้บริหารครูและผู้ปกครองนักเรียนจำนวน 9 คนใช้วิธีการเลือกแบบเจาะจงเครื่องมือที่ใช้ได้แก่แบบสัมภาษณ์แบบมีโครงสร้างวิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหาผลการวิจัยพบว่า 1. สภาพการบริหารงานแบบมีส่วนร่วมในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์เขต 1 โดยรวมอยู่ในระคบมาก 2. ผลการเปรียบเทียบความคิดเห็นของผู้บริหารสถานศึกษาครูวิชาการและตัวแทนผู้ปกครองนักเรียนที่มีต่อสภาพการบริหารงานแบบมีส่วนร่วมในสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์เขต 1 จำแนกตามสถานภาพและขนาดเสถานศึกษาโดยรวมและรายค้านแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 05 3. ความคิดเห็นจากการสัมภาษณ์ผู้ทรงคุณวุฒิเกี่ยวกับแนวทางการพัฒนาการบริหารแบบมีส่วนร่วมในสถานศึกษา 1) ด้านการวางแผนสถานศึกษาต้องเปิดโอกาสให้ครูและผู้ปกครองเข้าร่วมการประชุมวางแผนยุทธศาสตร์ในการปฏิบัติงานประจำปีแผนปฏิบัติการ 2) ด้านการตัดสินใจมีการตัดสินใจร่วมกันระหว่างสถานศึกษากับชุมชนและมีการประชาสัมพันธ์ข่าวสารต่าง ๆ ให้กับผู้ปกครองทราบ 3) ด้านการดำเนินงานครูและผู้ปกครองต้องมีส่วนร่วมในการส่งเสริมและพัฒนาการระดมทุนและจัดหารายได้เพื่อพัฒนาสถานศึกษาร่วมกันและ 4) ด้านการประเมินผลครูและผู้ปกครองต้องมีส่วนร่วมในการกำกับติดตามและสรุปรายงานผลโครงการตามแผนปฏิบัติการของสถานศึกษาให้ข้อมูลย้อนกลับเพื่อพัฒนาสถานศึกษาโดยการมีส่วนร่วมในทุกด้านต้องยึดหลักการแบบ PDCA เพื่อให้เกิดประโยชน์สูงสุดแก่สถานศึกษา

The purposes of this study were 1) to study and compare the opinions concerning participative administration from school administrators, teachers in academic department and representatives of students parents according to school 's condition and size; and 2) to examine ways to develop participative administration in schools under Buriram Primary Educational Service Area Office 1. There were 2 phases in this study. Phase 1 was to study and compare the opinions concerning participative administration of 396 samples that were selected by using simple random sampling method. The instrument used to collect the data was questionnaire and the data were analyzed by using percentage, mean, Standard Deviation (S. D) and one-way ANOVA. For phase 2, the interviewed data collected by using purposive random sampling from 9 school administrators, teachers and students' parents who came from Best Practice schools that received Royal awarded about ways to develop participative administration in schools were analyzed by using content analysis. The results revealed that 1. The condition of participative administration in schools under Buriram Primary Educational Service Area Office I was at a high level. 2. The result from comparing opinions concerning participative administration from school administrators, teachers in acadenic department and representatives of students parents in schools under Buriram Primary Educational Service Area Office 1 which were categorized by school 's condition and size Was found that there was statistically significant difference at 0. 5 level in overall and each aspect. 3. The data from the interview suggested that school administrators, teachers and parents Should 10 prioritize participative administration by organizing annual meeting concerning strategies planning, 2) encourage mutual decision making between school and community and also publicize news and information to the parents, 3) enhance participation in fund raising in order to have mutual commitment in school development and 4) develop participation according to PDCA principle between teachers and parents in assessing and following up the school 's project result in Order to provide feedback that can heighten school' s development.
