สภาพการบริหารจัดการศูนย์พัฒนาเด็กเล็กตามมาตรฐานศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่นในเขตอำเภอนางรอง จังหวัดบุรีรัมย์

Abstract

การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อศึกษา 1) สภาพการบริหารจัดการศูนย์พัฒนาเด็กเล็กตามมาตรฐานศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่นในเขตอำเภอนางรอง จังหวัดบุรีรัมย์ และ2) เปรียบเทียบสภาพการบริหารจัดการศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่นในเขตอำเภอนางรอง จังหวัดบุรีรัมย์ โดยจำแนกตามเพส อายุ ระดับการศึกษา และสถานภาพตำแหน่ง กลุ่มตัวอย่างใช้ประชากร ประกอบด้วย นายกองค์การบริหารส่วนตำบล 16 คน รองนายกองค์การบริหารส่วนตำบล 32 ปลัดองค์การบริหารส่วนตำบล 16 คน ผู้แทนผู้ปกครอง 80 คน หัวหน้าศูนย์พัฒนาเด็กเล็ก 16 คน ครูผู้ดูแลเด็กเล็ก 32 คน รวมทั้งสิ้น 192 คน เครื่องมือที่ใช้ในการวิจัย เป็นแบบสอบถามที่ผู้วิจัยสร้างขึ้นมี 3 ลักษณะ ได้แก่ แบบสำรวจรายการ แบบมาตราส่วนประมาณค่า 5 ระดับ และแบบปลายเปิด มีค่าความเชื่อมั่น 0.82 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน และทดสอบสมมติฐาน โดยการทดสอบค่าที การวิเคราะห์ความแปรปรวนทางเดียวและทดสอบความแตกต่างของค่าเฉลี่ยเป็นรายคู่ตามวิธีการของเชฟเฟ่ ผลการวิจัยพบว่า 1.สภาพการบริหารจัดการศูนย์พัฒนาเด็กเล็กตามมาตรฐานศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่นในเขตอำเภอนางรอง จังหวัดบุรีรัมย์ โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณารายด้าน พบว่า ด้านอาคารสถานที่ สิ่งแวดล้อมและความปลอดภัย ของศูนย์พัฒนาเด็กเล็ก ด้านวิชาการ และกิจกรรมตามหลักสูตร และด้านส่งเสริมเครือข่ายการพัฒนาเด็กประถมวัย อยู่ในระดับมากส่วนมากอื่นๆอยู่ในระดับปานกลาง 2.ผลการเปรียบเทียบสภาพการบริหารจัดการศูนย์พัฒนาเด็กเล็กตามมาตรฐานศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่นในเขตอำเภอนางรอง จังหวัดบุรีรัมย์ โดยจำแนกตามเพศ พบว่า โดยรวมไม่แตกต่างกัน เมื่อพิจารณารายด้าน พบว่า ด้านวิชาการ และกิจกรรมตามหลักสูตร และด้านส่งเสริมเครือข่ายการพัฒนาเด็กปฐมวัย มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติ ที่ระดับ .05 ส่วนด้านอื่นๆ ไม่ต่างกัน เมื่อจำแนกตามอายุ พบว่า โดยรวมไม่แตกต่างกัน เมื่อพิจารณารายด้าน พบว่าด้านวิชาการ และกิจกรรมตามหลักสูตร มีความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญทางสถิติ ที่ระดับ .05 ส่วนด้านอื่นๆ ไม่แตกต่างกัน เมื่อจำแนกตามระดับการศึกษา พบว่า โดยรวมและรายด้านไม่แตกต่างกัน และเมื่อจำแนกตามสถานภาพตำแหน่ง พบว่า โดยรวมและรายด้านไม่แตกต่างกัน 3.ความคิดเห็นและข้อเสนอแนะอื่นๆ เกี่ยวกับศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่นในเขตอำเภอนางรอง จังหวัดบุรีรัมย์ ที่มีจำนวนมากที่สุด คือ บุคลากรที่ปฏิบัติหน้าที่ในการดูแลศูนย์พัฒนาเด็กเล็ก ควรเป็นผู้ที่จบการศึกษาทางด้านการศึกษาปฐมวัยโดยตรง ควรสนับสนุนงบประมาณให้กับศูนย์พัฒนาเด็กเล็กอย่างเพียงพอ และควรจัดสื่อการเรียนให้ทันสมัยและเพียงพอ

The purposes of this research were 1) to study the operational states of Administration of Child Development Centers Based on the Child development centers standard under the Local Administrative Organization (LAP) in Nangrong district, Buriram province and 2) to compare the operational states of administration of child development centers based on the child development centers standard under the LAO, classified by gender, age, education level ,and position. The samples used in this research were 16 chief executives of the Sub-district Administrative Organization, 16 chief administrators of Sub-district Administrative Organization, 80 local government representatives, 16 heads of child development centers, and 32 child care takers. The instrument used was a questionnaire instructed by the researcher with three parts: a checklist, a 5 point rating scale and open-ended form with the reliability of 0.82 The statistics employed in this study were frequency, percentage, mean, and standard deviation. The hypotheses were tested by t-test and One-Way ANOVA. The Scheffe’ method was used to compare each pair of the aspects. The Findings of this research were as follows: 1.The operational states of administration of child development centers based on the child Development centers standard under the LAO in Nangrong district, Buriram province in overall and each aspect were at a high level. When considering each aspect, buildings, environments, safety of the child development centers, academics, and network promotion of the child development were at a high level while other aspects were at a moderate level. 2. The comparison of the operational states of administration of child development centers based on the child Development centers standard under the LAO in Nangrong district, Buriram province in overall and each aspect were at a high level. When classified by gender, was overall found that it was not different. When considering each aspect, academics, curriculum activities, and network promotion of the child development were significantly different at the statistical level of .05 while other aspects were not different. When classified by educational level, it was not different in overall and each aspect and when classified by position, it was also not different in overall and each aspect. 3.The additional opinions and suggestions about the operational states of the child on the child Development centers under the LAO in Nangrong district, Buriram province were highly recommended that the staff in charge of the child development centers should graduate in Early Childhood Program and the budget and modern learning equipment and facilities should be sufficiently allocated to the child development centers.
