สภาพและการแนวทางการดำเนินงานตามยุทธศาสตร์ขับเคลื่อนค่านิยมหลักของคนไทย 12 ประการ โรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 3

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์คือ 1) เพื่อศึกษาความคิดเห็นของผู้บริหารสถานศึกษาเกี่ยวกับสภาพการดำเนินงานตามยุทธศาสตร์ขับเคลื่อนค่านิยมหลักของคนไทย 12 ประการ โรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 3 2) เพื่อเปรียบเทียบความคิดเห็นของผู้บริหารสถานศึกษาเกี่ยวกับสภาพการดำเนินงานตามยุทธศาสตร์ขับเคลื่อนค่านิยมหลักของคนไทย 12 ประการโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์เขต 3 จำแนกตามประสบการณ์ปฏิบัติงานและขนาดของโรงเรียนและ 3) เพื่อศึกษาแนวทางการดำเนินงานตามยุทธศาสตร์ขับเคลื่อนค่านิยมหลักของคนไทย 12 ประการโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์เขต 3 ประชากร คือ ผู้บริหารสถานศึกษาจำนวน 216 คนและกลุ่มตัวอย่างที่ใช้ในการศึกษาแนวทางการดำเนินงานตามยุทธศาสตร์ขับเคลื่อนค่านิยมหลักของคนไทย 12 ประการ คือผู้ทรงคุณวุฒิ ซึ่งเป็นผู้มีความรู้ความเชี่ยวชาญเกี่ยวกับการพัฒนาค่านิยมของนักเรียนจำนวน 10 ท่านโดยการเลือกแบบเจาะจงเครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามที่มีค่าความเชื่อมั่น 0. 987 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน และทดสอบสมมติฐานโดยการทดสอบค่าที การวิเคราะห์ความแปรปรวนทางเดียวและทดสอบความแตกต่างของค่าเฉลี่ยเป็นรายคู่ตามวิธีการของเชฟเฟ่ และข้อมูลที่ได้จากแบบสัมภาษณ์ ซึ่งเป็นลักษณะคำถามแบบปลายเปิด ใช้การวิเคราะห์เชิงเนื้อหาแล้วนำเสนอข้อมูลเป็นความเรียง ผลการวิจัยพบว่า 1) สภาพการดำเนินงานตามยุทธศาสตร์ขับเคลื่อนค่านิยมหลักของคนไทย 12 ประการโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 3 ตามความคิดเห็นของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายยุทธศาสตร์ พบว่า อยู่ในระดับมากทุกยุทธศาสตร์โดยยุทธศาสตร์ที่มีค่าเฉลี่ยสูงสุด คือยุทธศาสตร์ที่ 2 บูรณาการค่านิยมหลักของคนไทย 12 ประการ ไว้ในหลักสูตร/กิจกรรมการเรียนการสอนในระบบและนอกระบบทั้งในห้องเรียนและนอกห้องเรียน ส่วนยุทธศาสตร์ที่มีค่าเฉลี่ยต่ำสุด คือ ยุทธศาสตร์ที่ 1 รณรงค์เสริมสร้างความรู้ความเข้าใจและความตระหนักค่านิยมหลักของคนไทย 12 ประการ 2) ผลการเปรียบเทียบความคิดเห็นของผู้บริหารสถานศึกษาจำแนกตามประสบการณ์ในการทำงาน และขนาดของใบเรียน โดยรวมและรายยุทธศาสตร์ไปแบกต่างกัน และ 3) แนวทางการดำเนินงานตามยุทธศาสตร์ขับเคลื่อนค่านิยมหลักของคนไทย 12 ประการ โรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์เขต 3 มีดังนี้ 3. 1) รณรงค์เสริมสร้างความรู้ความเข้าใจและความตระหนักค่านิยมหลักของคนไทย 12 ประการ ได้แก่ ส่งเสริมพัฒนาครูและบุคลากรเข้ารับการอบรมสัมมนา เพื่อพัฒนาทักษะและเสริมสร้างความรู้ความเข้าใจเกี่ยวกับแนวทางการเนินงานจัดกิจกรรมและการผลิตสื่อส่งเสริมค่านิยมหลักของคนไทย 12 ประการในสถานศึกษารวบรวมผลการดำเนินงานเผยแพร่ผ่านเว็บไซต์ของโรงเรียนและเว็บไซต์ของสำนักงานเขตพื้นที่การศึกษา และ 3. 2) นิเทศ ติดตาม ประเมินผล และรายงานผลการขับเคลื่อนค่านิยมหลักของคนไทย 12 ประการสู่การปฏิบัติ ได้แก่ แต่งตั้งคณะกรรมการ คณะทำงานรับผิดชอบวางแผนแนวทางการดำเนินงานกำหนดมาตรฐานการเรียนรู้ ตัวชี้วัด ให้สอดคล้องกับจุดเน้นนโยบายที่กำหนดไว้ประเมินผลพร้อมสรุป และรายงานผลการดำเนินงานให้สำนักงานเขตพื้นที่การศึกษาทราบคำ สำคัญ : ยุทธศาสตร์ค่านิยมหลักของคนไทย 12 ประการ. การบริหารการศึกษา

The purposes of this research were 1) to study the opinions of the heads of an educational institution about the condition of progression of the twelve values propelling strategy of schools under Buriram Primary Educational Service Area 3. 2) to compare the opinions of the heads of an educational institution about the condition of progression of the twelve values propelling strategy of schools under Buriram Primary Educational Service Area 3 classified by work experience and the school size. And 3) to study the approach to the progression of the twelve values propelling strategy of schools under Buriram Primary Educational Service Area 3. The samples were 216 heads of an educational institution and the other samples were 10 professionals by purposive sampling technique. The instruments used in the research were questionnaires with its reliability of 0.987. The statistics used for analyzing the data were were tested by t-test, One - way percentage, mean and standard deviation and hypotheses ANOVA and analysis of pair comparison by using Scheffe' method. The data from interview were analyzed by content analysis technique. The results of the research were as follows : 1) The opinions of the heads of an educational institution about the condition of progression of the twelve values propelling strategy of schools under Buriram Primary Educational Service Area 3 both in overall and each strategy were at a high level. The highest mean level of strategy was the second strategy, to integrate the twelve values into the curriculum/learning activities of Formal and Non-formal education. And the lowest mean level of strategy was the first strategy, to campaign giving the information and awareness about the twelve values. 2) The comparison of the opinions of the heads of an educational institution classified by work experiences and school size both in overall and each strategy has no difference. And 3) Approach to the progression of the twelve values propelling strategy of schools under Buriram Primary Educational Service Area 3 as followings 3.1) To campaign giving the information and awareness about the twelve values like supporting teachers and educational staff attend training to improve their skills and understanding about operational guidelines and producing media to support the twelve values in the educational institution. Collecting the results and publish through the school and Educational Service Area Office website. And 3.2) Supervision, follow up, evaluate and report the result of the twelve values propelling including set the committee/person in charge to plan for working. Set the learning standards and indicators in accordance with the specified focus.
