แนวทางการประยุกต์ใช้หลักธรรมาภิบาลของผู้บริหารที่ส่งผลต่อการปฏิบัติงานของบุคลากรทางการศึกษาในโรงเรียนประถมศึกษาของภาคเอกชนอำเภอเมืองบุรีรัมย์

Abstract

การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อ 1) ศึกษาสภาพปัญหาแนวทางการประยุกต์ใช้หลักธรรมาภิบาลของผู้บริหารที่ส่งผลต่อการปฏิบัติงานของบุคลากรทางการศึกษาในโรงเรียนประถมศึกษาของภาคเอกชนอำเภอเมืองบุรีรัมย์ตามความคิดเห็นของผู้บริหารและบุคลากรใน 6 ค้าน ได้แก่ หลักนิติธรรมหลักคุณธรรมหลักความโปร่งใสหลักการมีส่วนร่วมหลักความรับผิดชอบและหลักความคุ้มค่า 2) เปรียบเทียบแนวทางการประยุกต์ใช้หลักธรรมาภิบาลของผู้บริหารที่ส่งผลต่อการปฏิบัติงานของบุคลากรทางการศึกษาในโรงเรียนประถมศึกษาของภาคเอกชนอำเภอเมืองบุรีรัมย์ทั้ง 6 ด้านจำแนกตามเพศและประสบการณ์กลุ่มประชากรเป็นผู้บริหารและบุคลากรจำนวน 259 คนเครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลคือแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับมีค่าความเชื่อมั่น 0. 88 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ร้อยละค่าเฉลี่ยส่วนเบี่ยงเบนมาตรฐานการทดสอบค่าทีการทดสอบค่าเอฟ และวิธีการของเชฟเฟ ผลการวิจัยสรุปได้ดังนี้ 1. แนวทางการประยุกต์ใช้หลักธรรมาภิบาลของผู้บริหารที่ส่งผลต่อการปฏิบัติงานของบุคลากรทางการศึกษาในโรงเรียนประถมศึกษาของภาคเอกชนอำเภอเมืองบุรีรัมย์ตามความคิดเห็นของผู้บริหารและบุคลากรจำแนกตามเพศและประสบการณ์โดยรวมและรายด้านอยู่ในระดับมาก 2. เปรียบเทียบแนวทางการประยุกต์ใช้หลักธรรมาภิบาลของผู้บริหารที่ส่งผลต่อการปฏิบัติงานของบุคลากรทางการศึกษาในโรงเรียนประถมศึกษาของภาคเอกชนอำเภอเมืองบุรีรัมย์ตามความคิดเห็นของผู้บริหารและบุคลากรที่มีเพศต่างกันทั้งในภาพรวมและรายด้านพบว่าไม่แตกต่างกัน 3. เปรียบเทียบแนวทางการประยุกต์ใช้หลักธรรมาภิบาลของผู้บริหารที่ส่งผลต่อการปฏิบัติงานของบุคลากรทางการศึกษาในโรงเรียนประถมศึกษาของภาคเอกชนอำเภอเมืองบุรีรัมย์ตามความคิดเห็นของผู้บริหารและบุคลากรที่มีประสบการณ์ต่างกันทั้งในภาพรวมและรายด้านพบว่าทุกด้านแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0. 05 4. ปัญหาสำคัญในแนวทางการประยุกต์ใช้หลักธรรมาภิบาลของผู้บริหารที่ส่งผลต่อการปฏิบัติงานของบุคลากรทางการศึกษาในโรงเรียนประถมศึกษาของภาคเอกชนอำเภอเมืองบุรีรัมย์ตามความคิดเห็นของผู้บริหารและบุคลากร ได้แก่ การพิจารณาความดีความชอบควรปฏิบัติอย่างเป็นธรรมไม่เห็นแก่พวกพ้องและมีการสร้างขวัญกำลังใจให้กับบุคลากรในองค์กรผู้บริหารให้ความยุติธรรมและใช้หลักธรรมมาภิบาลกับผู้ใต้บังคับบัญชาน้อยและมอบหมายงานไม่ตรงตามความถนัดและความสามารถและมีข้อเสนอแนะที่สำคัญได้แก่ผู้บริหารควรพัฒนางานของตนเองเพื่อสังคมอย่างเต็มศักยภาพและเพื่อความเจริญก้าวหน้าทางการศึกษาควรให้ความเสมอภาคต่อผู้ใต้บังคับบัญชาและเพื่อนร่วมงานและไม่ควรปฏิบัติหน้าที่โดยเห็นแก่เครือญาติและพวกพ้องของตนเอง

The purpose of this research were 1) to study problems of the effect of guidelines and on the performance of educational personnel in private application of good governance principles primary schools of the private sector, Muang Buriram District according to the opinions of the administrators and teachers which included the rule of law, morality, accountability, participation, responsibility, and cost, and 2) to compare the guideline and the application of good governance principles in 6 areas of Muang Buriram District classified by gender, position and experience. The data were collected from 259 Administrators and teachers. The instrument used for collecting the data was the 5-point-rating-scale questionnaire with the reliability of 0.88. The data were analyzed by using frequency, percentage, mean, standard deviation, t- test, F test, and Scheffe' method. The results can be summarized as follows: 1. The guidelines for the effect of the application of good governance principles on the performance of educational personnel in primary schools of the private sector are at a high level in overall and individual aspects based on the opinions of administrators and teachers, gender and experience. 2. The comparison study between administrators and teachers' opinions with different sex was not different in all aspects. 3. The comparison study between administrators and teachers with different experience significantly different (p<0.05) in all aspects was 4. Major problem in the application of good governance of administrators that affected the performance of educational personnel in private primary schools in Muang Buriram District were that a performance appraisal should be made fairly and there should be moral support for personnel in the organization. Moreover, administrators should be fair and apply good governance principles. Another problem was that the assignments were not assigned according to personnel's ability. In addition, administrators should develop their own work for the society and for the advancement of education and the subordinates and colleagues should be treated equally without the cronyism
