รูปแบบการบริหารจัดการการศึกษาทางไกลผ่านดาวเทียม (DLTV) โดยบูรณาการหลักปรัชญาของเศรษฐกิจพอเพียงเพื่อยกระดับผลสัมฤทธิ์ทางการเรียนของนักเรียนโรงเรียนขนาดเล็ก สำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 1

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาความต้องการบริหารจัดการการศึกษาทางไกลผ่านดาวเทียม (DLTV)โดยบูรณาการหลักปรัชญาของเศรษฐกิจพอเพียงเพื่อยกระดับผลสัมฤทธิ์ทางการเรียนของนักเรียนโรงเรียนขนาดเล็ก สำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 1 2) เพื่อสร้างรูปแบบการบริหารจัดการการศึกษาทางไกลผ่านดาวเทียม (DLTV) โดยบูรณาการหลักปรัชญาของเศรษฐกิจพอเพียงเพื่อยกระดับผลสัมฤทธิ์ทางการเรียนของนักเรียนโรงเรียนขนาดเล็ก สำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 1 3) เพื่อทดลองใช้รูปแบบการบริหารจัดการการศึกษาทางไกลผ่านดาวเทียม (DLTV) โดยบูรณาการหลักปรัชญาของเศรษฐกิจพอเพียงเพื่อยกระดับผลสัมฤทธิ์ทางการเรียนของนักเรียนโรงเรียนขนาดเล็ก สำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 1 4) เพื่อประเมินรูปแบบการบริหารจัดการการศึกษาทางไกลผ่านดาวเทียม (DLTV) โดยบูรณาการหลักปรัชญาของเศรษฐกิจพอเพียงเพื่อยกระดับผลสัมฤทธิ์ทางการเรียนของนักเรียนโรงเรียนขนาดเล็ก สำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์เขต 1 การวิจัยดำเนินการ 4 ขั้นตอน คือ ขั้นตอนที่ 1 ศึกษาความต้องการในการใช้รูปแบบการบริหารจัดการการศึกษาทางไกลผ่านดาวเทียม (DLTV) ขั้นตอนที่ 2 สร้างรูปแบบการบริหารจัดการการศึกษาทางไกลผ่านดาวเทียม(DLTV) โดยผู้เชี่ยวชาญ ขั้นตอนที่ 3 ประเมินผลการใช้รูปแบบการบริหารจัดการการศึกษาทางไกลผ่านดาวเทียม(DLTV) ขั้นตอนที่ 4 ประเมินรูปการบริหารจัดการการศึกษาทางไกลผ่านดาวเทียม (DLTV) ผลการวิจัยพบว่า 1. ผลการศึกษาความต้องการบริหารจัดการ การศึกษาทางไกลผ่านดาวเทียม (DLTV) โดยบูรณาการหลักปรัชญาของเศรษฐกิจพอเพียงเพื่อยกระดับผลสัมฤทธิ์ทางการเรียนของนักเรียนโรงเรียนขนาดเล็ก สำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 1 พบว่า ผู้อำนวยการโรงเรียนและครูโรงเรียนขนาดเล็ก มีความต้องการบริหารจัดการการศึกษาทางไกลผ่านดาวเทียม (DLTV) โดยรูปแบบ มีสาระสำคัญ 7 ด้าน 2. รูปแบบการบริหารจัดการการศึกษาทางไกลผ่านดาวเทียม (DLTV) โดยบูรณาการหลักปรัชญาของเศรษฐกิจพอเพียงเพื่อยกระดับผลสัมฤทธิ์ทางการ เรียนของนักเรียนโรงเรียนขนาดเล็ก สำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 1 พบว่า มีสาระสำคัญ 7 ด้าน คือ 1) การกำหนดนโยบาย 2) การบูรณาการหลักสูตร 3) การจัดหาสื่อและอุปกรณ์ 4) การจัดการเรียนรู้คู่คุณธรรม 5) การจัดบรรยากาศและสิ่งแวดล้อมในโรงเรียน 6) การนิเทศติดตาม 7) การประเมินเพื่อพัฒนา โดยมีองค์ประกอบหลัก 5 ประการ คือ 1) หลักการและเหตุผล 2) วัตถุประสงค์ 3) สาระสำคัญ 4) แนวทางสู่การปฏิบัติ 5) เงือนไขความสำเร็จ 3. สถานศึกษาดำเนินงานตามรูปแบบการบริหารจัดการการศึกษาทางไกลผ่านดาวเทียม (DLTV) พบว่า มีระดับการปฏิบัติอยู่ในระดับมากที่สุดทุกด้าน 4. โรงเรียนที่เป็นหน่วยทดลองนักเรียนมีผลการทดสอบทางการศึกษาขั้นพื้นฐานระดับชาติ (ONET) เฉลี่ยสูงกว่าระดับประเทศ ผู้มีส่วนเกี่ยวข้องมีความพึงพอใจต่อรูปแบบการบริหารจัดการการศึกษาทางไกลผ่านดาวเทียม(DLTV) ในระดับมากที่สุด

The purposes of this research were 1) to study the need for the management of the DistanceEducation via Satellite (DLTV) by integrating the philosophy of sufficiency economy to enhance the learning achievements of small school students under Buriram Primary Education Service Area Of-fice 1, 2) to establish the management model of the Distance Education via Satellite (DLTV) by integrating the philosophy of sufficiency economy to enhance the learning achievements of small school students under Buriram Primary Education Service Area Office 1, 3) to try out the manage-ment model of the Distance Education via Satellite (DLTV) by integrating the philosophy of suffi-ciency economy to enhance the learning achievements of small school students under Buriram Primary Education Service Area Office 1; and 4) to evaluate the management model of the Distance Education via Satellite (DLTV) by integrating the philosophy of sufficiency economy to enhance the learning achievements of small school students under Buriram Primary Education Service Area 1. The research was conducted in 4 steps. Step 1 was to study the need of using the management model of the Distance Education via Satellite (DLTV). Step 2 was to create the management mod-el of the Distance Education via Satellite (DLTV) by the experts. Step 3 was to evaluate the us the management model of the Distance Education via Satellite (DLTV). Step 4 was to assess the use of the management model of the Distance Education via Satellite (DLTV).The research revealed that 1. The results of the study of the need for the management of the Distance Education via Satellite (DLTV) by integrating the philosophy of sufficiency economy to enhance the learning achievements of small school students under Buriram Primary Education Service Area Office 1 was that the small school directors and teachers needed the management of the Distance Education via Satellite (DLTV) which comprised 7 essential aspects. 2. The management model of the Distance Education via Satellite (DLTV) by integrating the philosophy of sufficiency economy to enhance the learning achievements of small school students under Buriram Primary Education Service Area Office 1 comprised 7 essential aspects which in-cluded 1) policy formation, 2) curriculum integration, 3) providing media and equipment, 4) learn-ing along with virtue management, 5) school’s environment and atmosphere management, 6) su-pervision and 7) evaluation for development which contained 5 essential elements: 1) rational , 2) objectives, 3) main content, 4) operation, and 5) achievement condition. 3. The educational institutes operating the management model of the Distance Education via Satellite (DLTV) by integrating the philosophy of sufficiency economy to enhance the learning achievements of small school students under Buriram Primary Education Service Area Office 1 was at the highest level of performance in all aspects. 4. The personnel in school’s experimental unit that had higher average scores of National Basic Educational Testing (ONET) than the national level were satisfied with the model of the Dis-tance Education via Satellite (DLTV) of at the highest level.
