กลยุทธ์การบริหารจัดการการนิเทศการศึกษาที่สอดคล้องกับ การเรียนการสอนในศตวรรษที่ 21 ของสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 3

Abstract

วัตถุประสงค์ของการวิจัยในครั้งนี้ เพื่อศึกษาสภาพการนิเทศการศึกษา เหตุปัจจัยที่สนับสนุนและฉุดรั้งที่มีผลต่อการนิเทศการศึกษาและเสนอกลยุทธ์การบริหารจัดการการนิเทศการศึกษาที่สอดคล้องกับการเรียนการสอนในศตวรรษที่ 21 ของสําานักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 3 เป็นการวิจัยเชิงนโยบาย โดยใช้วิธีการวิจัยเชิงคุณภาพ การวิจัยเชิงปริมาณ และการวิจัยปฏิบัติการแบบมีส่วนร่วม ผลการวิจัยพบว่า สภาพการนิเทศการศึกษาของสําานักงานเขตพื้นที่ 4 ด้าน ด้านประสิทธิผลการดําาเนินการในแผนการนิเทศมีคุณภาพอยู่ในระดับดี ความพึงพอใจของผู้ที่เกี่ยวข้องกับการดําาเนินการการนิเทศต่อทุกงานอยู่ในระดับปานกลาง การวางแผนงานโครงการและกิจกรรมการนิเทศ มีคุณภาพอยู่ในระดับดี และการพัฒนาศึกษานิเทศก์และบุคลากรที่เกี่ยวข้องกับการนิเทศอยู่ในระดับดี เหตุปัจจัยสําาคัญที่เป็นปัจจัยสนับสนุนและปัจจัยฉุดรั้งที่มีผลต่อสภาพการดําาเนินการนิเทศมี 6 ปัจจัย ได้แก่ บุคลากร งบประมาณ การบริหารจัดการ วิธีการ วัสดุอุปกรณ์ และเวลากลยุทธ์การบริหารจัดการการนิเทศการศึกษาที่สอดคล้องกับการเรียนการสอนในศตวรรษที่ 21 ปีการศึกษา 2560–2562 ได้แก่ การปรับกระบวนทัศน์การทําางานของศึกษานิเทศก์ การยกระดับความร่วมมือกับผู้เกี่ยวข้องในการพัฒนาคุณภาพของผู้เรียน การเร่งรัด ปรับปรุงและพัฒนาระบบการนิเทศติดตาม ตรวจสอบ และการส่งเสริมและเพิ่มเครือข่ายการพัฒนาการนิเทศการศึกษา

The objectives of this study were to examine the educational supervision circumstance of Chiang Rai Primary Educational Service Area Office 3, to investigate promoting and depromoting fac-tors affecting the educational supervision, and to propose administration strategies for educational supervision in the 21st century education of Chiang Rai Primary Educational Service Area Office 3. This policy research employed mixed-method approach (qualitative and quantitative) and participa-tory research.The educational supervision circumstance of Chiang Rai Primary Educational Service Area Of-fice 3 regarding educational supervision effectiveness as planned was found at the high level. The satisfaction of persons involved in all tasks of educational supervision was found at the moderate level. The quality of educational supervision projects and activities planning was found at the high level. The development of educational supervisors and involved personnel was found at the high level.The key factors promoting and depromoting educational supervision circumstance involved 6 factors i.e. personnel, budget, administration, methods, materials and equipment, and time.The proposed administration strategies for educational supervision in the 21st century educationof Chiang Rai Primary Educational Service Area Office 3 for 2017-2019 were: Adjust working paradigm of educational supervisors; Uplift collaboration with involved people in learner quality development;Improve and develop educational supervision and monitoring system; Promote and expand edu-cational supervision network.
