การวิเคราะห์มาตรการป้องกัน บรรเทาและแก้ไขผลกระทบ จากปัญหาแรงงานต่างด้าวผิดกฎหมายในอาเภอแม่สอด จังหวัดตาก

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์ 1 ) เพื่อศึกษาผลกระทบจากปัญหาแรงงานต่างด้าวผิดกฎหมายในอำเภอแม่สอด จังหวัดตาก 2) เพื่อศึกษาสาเหตุของปัญหาแรงงานต่างด้าวผิดกฎหมายในอำเภอแม่สอด จังหวัดตาก และ 3) เพื่อเสนอมาตรการป้องกัน บรรเทาและแก้ไขผลกระทบจากปัญหาแรงงานต่างด้าวผิดกฎหมายในอำเภอแม่สอด จังหวัดตาก เป็นการวิจัยเชิงคุณภาพโดยวิธีการสัมภาษณ์ กลุ่มตัวอย่างในการวิจัย ได้แก่ ผู้บริหารและบุคลากร ที่เกี่ยวข้อง จำนวน 15 คน วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา ผลการวิจัย พบว่า 1) แรงงานต่างด้าวส่งผลกระทบที่เป็นผลเสียมากกว่าผลดี ทำให้เกิดอาชญากรรม ความไม่ปลอดภัยและความมั่นคง การแย่งงานคนในพื้นที่ การเสพและจำหน่ายยาเสพติด ชุมชนแออัด การทิ้งขยะมูลฝอย ทำลายสิ่งแวดล้อม ปัญหาขอทานและคนเร่ร่อน อีกทั้งไม่มีความรู้ด้านสาธารณสุข สุขอนามัยและ โรคติดต่อ 2) สาเหตุของปัญหาแรงงานต่างด้าวผิดกฎหมาย เนื่องจากอำเภอแม่สอดมีอาณาเขตติดชายแดน การไม่เข้าใจวัฒนธรรมไทย ภาวะตกงานไม่มีรายได้และรายได้ไม่เพียงพอ ปัญหาการแย่งงานคนไทย เกิดจากค่าแรงถูก ขยัน ไม่เลือกงาน นายจ้างจึงเลือก จ้าง แรงงานต่างด้าวมากกว่าแรงงานไทย และ 3) มาตรการป้องกัน บรรเทาและแก้ไขผลกระทบ จากปัญหาแรงงานต่างด้าวผิดกฎหมาย พบว่า ควรมีมาตรการจัดการกับปัญหาแรงงานต่างด้าวอย่างเป็นรูปธรรม ตรงจุดและจริงจัง ควรให้ความรู้แก่คนในพื้นที่เพื่อป้องกันปัญหาจากแรงงานต่างด้าว ควรจัดพื้นที่ที่อยู่อาศัยของแรงงานต่างด้าวให้ออกจากที่อยู่อาศัยของคนไทย ควรให้ความรู้แก่คนไทยให้ทราบถึงปัญหาและแนวทางป้องกันปัญหาจากแรงงานต่างด้าว ควรควบคุมการเข้าออกของแรงงานต่างด้าวลดจุดผ่อนปรนตามแนวชายแดน ควรพัฒนาการจัดทาประวัติแรงงานต่างด้าวให้เป็นระบบ ควรมีมาตรการลงโทษนายจ้างหากลูกจ้างกระทำความผิด ควรจัดระบบสาธารณูปโภคสาธารณูปการที่ถูกสุขลักษณะรวมทั้งให้ความรู้เกี่ยวกับสาธารณสุขแก่แรงงานต่างด้าว และควรสร้างกิจกรรมนันทนาการและนำหลักพระพุทธศาสนาเข้ามาใช้

The purposes of this research were 1) to study the impact from the illegal immigrant problem in Maesot district, Tak province 2) to study the cause of the illegal immigrant problem in Maesot district, Tak province, and 3) to offer the protected measure, decreasing and improving the impact from the illegal immigrant problem in Maesot district, Tak province. This research has been qualitative research by interviewing, the representative sample in this research including the executives and the relating staffs in 15 people, analyzing by content. The results of the research revealed that: 1) the most of impact from the illegal immigrant problem has impacted to bad result more than good result by making the unrest events and the crimes to be consequences in the unsafe area and coming of the many immigrants to impact to in stability the area. In addition, they have made to catch works of the people, to drug and sell, throwing away of trashes, destroying environment, making the beggar and homelessness problems and not have the knowledge in public health, sanitation and contagious disease. 2) the most of cause of the illegal immigrant problem have been Maesot district have match with border. The cause that make the immigrant have made the problems because they have not had the knowledge about Thai culture, unemployed and not have revenue that have been enough to use. The cause that have made the immigrant have catch the job of Thai people because they have had lower labor cost, diligent and not choose jobs so the employee have choose to employ the foreign more than Thai labors. And 3) the protected measure, decreasing and improving the impact from the illegal immigrant problem including should manage with the immigrants in concrete object, point direct and seriously, should provide the knowledge for people in the area for protecting the problems, should manage the housing area for the immigrants to get clearly out of the Thai people housing, should provide the knowledge to Thai people to know that about the problems to be including the problem improved method, should control the entrance and exit of the immigrants to duce in border, should develop to make the immigrant records in the system, should have the adjust employees if employers would be wrong, should make public utility and public assistance system that be right of hygienic condition and provide the knowledge about public health for the immigrants to protect contagious disease spreading, and should make entertainment activities and bring the moral principle.
