การเตรียมความพร้อมด้านบุคลากรในการเข้าสู่ประชาคมอาเซียน ขององค์กรปกครองส่วนท้องถิ่น จังหวัดราชบุรี

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) ความรู้ความเข้าใจของบุคลากรเกี่ยวกับประชาคมอาเซียน 2) การเตรียมความพร้อมด้านบุคลากรในการเข้าสู่ประชาคมอาเซียนขององค์กรปกครองส่วนท้องถิ่น 3) เปรียบเทียบการเตรียมความพร้อมด้านบุคลากรในการเข้าสู่ประชาคมอาเซียนของเทศบาลและองค์การบริหารส่วนตาบล การวิจัยนี้เป็นการวิจัยเชิงปริมาณ ศึกษากลุ่มตัวอย่างจำนวน 400 คน โดยใช้การแบ่งกลุ่มตัวอย่างแบบโควตา 20 แห่ง แห่งละ 20 คน และทำการสุ่มแบบบังเอิญ เก็บข้อมูลโดยใช้แบบสอบถามแบบมาตราส่วน ประเมินค่า 5 ระดับ ที่มีค่า ความเชื่อมั่น 0.861 วิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปทางสถิติเพื่อหาค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และทดสอบสมมติฐานโดยใช้ t -test สรุปผลการวิจัย ระดับความรู้ความเข้าใจของบุคลากรในองค์กรปกครองส่วนท้องถิ่นเกี่ยวกับประชาคมอาเซียนภาพรวมอยู่ในระดับปานกลาง ระดับการเตรียมความพร้อมด้านบุคลากรขององค์กรปกครองส่วนท้องถิ่นในการเข้าสู่ประชาคมอาเซียนภาพรวมอยู่ในระดับปานกลาง การทดสอบสมมติฐาน 1) บุคลากรองค์การบริหารส่วนท้องถิ่นที่มีสถานะการปฏิบัติงาน อายุ และระดับการศึกษาต่าง กัน มีระดับความรู้ความเข้าใจเกี่ยวกับประชาคมอาเซียนต่างกัน มีนัยสาคัญที่ระดับ 0.05 และ 2) องค์การบริหารส่วนตำบล และเทศบาลมีการเตรียมความพร้อมด้านบุคลากรในการเข้าสู่ประชาคมอาเซียนต่างกัน มีนัยสำคัญที่ระดับ 0.05

The objectives of this research were to study 1) the knowledge about ASEAN of personnel and 2) preparing about personnel of local administration enter to the ASEAN community. 3) compare about personnel of local administration preparedness enter to the ASEAN community between Tessaban and Sub-district Administration Organization. The samples group used in the research were 400 people of personnel of local administration in Ratchaburi province. The instrument used in the research were determined size of sample group and quantitative sample group selected by quota from 20 areas – 20 people from each. The data was selected by using 5 rating-scales questionnaires and accidental sampling. The reliability was at 0.861. The data was analyzed by using statistical package to find means and standard deviation and analyzed by t-test for testing the hypothesis. The research revealed that 1) cognitive levels of personnel in local administration about ASEAN as a whole were moderate. 2) the level of preparedness of local government personnel in the ASEAN community as a whole were moderate. Hypothesis testing find 1) Local administration personnel who had different positions, ages and educational degree had different knowledge about ASEAN significantly at the 0.05 level. 2) Sub-district administration organization and municipalities were prepared personnel for the ASEAN community as different significant at the 0.05 level.
