รูปแบบการจัดการขยะที่เหมาะสมตามขนาดการบริหารขององค์การ บริหารส่วนตำบลในเขตจังหวัดบุรีรัมย์

Abstract

วัตถุประสงค์ของการวิจ ัยครั้ง นี้เพื่อศึกษาหารูปแบบการจัดการขยะที่เหมาะสม แยกตามขน าด การบริหารขององค์การบริหารส่วนตำบลในเขตจังหวัดบุรีรัมย์โดยทำการสุ่มตัวอย่างแบบบังเอิญ จากประชากรในเขต องค์การบริหารส่วนตำบลขนาดเล็ก จำนวน 133 คน องค์การบริหารส่วนตำบลขนาดกลางจำนวน 134 คน และองค์การบริหารส่วนตำบลขนาดใหญ่ จำนวน 133 คนโดยทำการวิเคราะห์ข้อมูลโดยใซโปรแกรม SPSS สถิติที่ใข้ในการวิเคราะห์ได้แก่ ค่าเฉลี่ย ร้อยละ และแบบเลือกตอบ ผลการศึกษาพบว่า องค์การบริหารส่วนตำบลขนาดเล็ก ประชาชนส่วนใหญ่จะกำจัดเองบางส่วนใส่ถังที่ทาง องค์การบริหารส่วนตำบล จัดให้โดยการทิ้งในแต่ละครั้งมีการคัดแยกในครัวเรือนเป็นส่วนใหญ่ วิธีการกำจัดขยะมูลฝอยขององค์การบริหารส่วนตำบลขนาดเล็ก มีความถูกต้องและเหมาะสม แต่มีปัญหา คือรถเก็บขยะมีน้อยเกินไปเนื่องจากงบประมาณที่มีอยู่อย่างจำกัด ในขณะที่การดำเนินงานเพื่อจัดการขยะมูลฝอยที่ผ่านมา องค์การบริหารส่วนตำบลขนาดเล็ก ควรเร่งรัดในการจัดทำแผนการจัดการขยะมูลฝอย ทั้งในระยะสั้นและระยะยาวในการดำเนินการจัดการขยะมูลฝอยตั้งแต่การเก็บรวบรวมการขนส่ง การบำบัด และการกำจัดขั้นสุดท้ายองค์การบริหารส่วนตำบลขนาดกลางต้องมุ่งเน้น การคัดแยกขยะตั้งแต่การเก็บรวบรวม การจัดเก็บการเก็บขนและนำขยะมูลฝอยมาทำการคัดแยกขยะรีไซเคิลโดยกำหนดเป็น ความรับผิดชอบขององค์การบริหารส่วนตำบล ซึ่ง ต้องดำเนินการเองตั้งแต่เริ่มต้นโครงการเพราะการรีไซเคิลสามารถลด ปริมาณขยะมูลฝอยที่ต้องเก็บรวบรวม และเมื่อวิธีการทิ้ง ขยะมูลฝอยมีการเปลี่ยนแปลงไประบบการเก็บรวบรวมขยะมูลฝอย ก็ควรมีการเปลี่ยนแปลงเพื่อ ให้เกิดความเหมาะสม สอดคล้องกันองค์การบริหารส่วนตำบลขนาดใหญ่ แนวทางในการ จัดการขยะมูลฝอย ควรประกอบด้วยระบบกำจัดแบบผสมผสาน ที่รวบรวมเทคโนโลยีด้านต่างๆ ไว้ด้วยกันและจำเป็น ต้องได้รับความร่วมมือ และประสานกับหน่วยงานท้องถิ่น อื่นๆ เพื่อให้การจัดการขยะมูลฝอยเป็นระบบมากขึ้น โดยเป็นลักษณะข้อตกลงร่วมกันในลักษณะเครือข่ายซึ่งอาจจะดำเนินการเองหรือ อาจให้ภาคเอกขนเข้ามาดำเนินการ ในลักษณะการจ้างเหมาหรืออาจเข้าร่วมลงทุนกับภาคเอกซน ซึ่งสามารถดำเนินการได้อย่างต่อเนื่อง และมีประสิทธิภาพ

The purposes of this research were to find the ways of the appropriate waste management model classified in the administrative size of sub-district administration organization in Buriram province areas. The subjects comprised 133 people of sub-district administration organizations in the small size areas and 134 people in the medium-sized areas and 133 people in the big size areas, selected by accidental random sampling method. The collected data were analyzed by SPSS program consisting of means, percentage and multiple choice questions. The results of this study indicated that: เท the small sized-sub-district administration organization, the most people got rid of waste by themselves and some threw it away at waste bins of sub-district administration organization. The wastes were classified by the members in the family before leaving in each time. How to get rid of solid wastes of the small sized-sub-district administration organizations was proper and appropriate but there were not enough garbage trucks. This was because it was on a tight budget. While getting rid of solid waste in the past, the small sized-sub-district administration organization should accelerate to make plans for the solid waste management both in the short term and the long term. The process of the solid waste management also consisted of collection, transportation, treatment, cleanliness, and the final elimination. The medium-sized sub-district administration organization needed to focus on sorting out the wastes by starting from collecting, storing, transporting, and recycling them. This was the responsibility of the sub-district administration organization which had to manage them by itself during the beginning of the project because the recycling was able to reduce an amount of waste. When getting rid of the solid wastes changed, the system of the waste collection should change in order to become appropriate conformance. เท the big-sized sub-district administration organization, the models of the waste management or the appropriate ways of the community’s solid wastes should comprise the systems of integrated elimination by mixing the various technologies. It was also necessary to get cooperative with other local sectors in the ways of the networking cooperative agreements, managing them by itself or by the private management of the whole-hire or cooperating with the private sectors in the investment. The above cooperation could be continuously and effectively managed.
