ประเมินนโยบายขององค์การบริหารส่วนจังหวัดสตูล

Abstract

การประเมินนโยบายขององค์การบริหารส่วนจังหวัดสตูลมีวัตถุประสงค์ เพื่อ ประเมิน กระบวนการดำเนินงาน ผลผลิต ผลลัพธ์ ใช้วิธีการศึกษาเชิงคุณภาพ และปริมาณโดยสุ่มโครงการ แบบเจาะจง จำนวน 45 โครงการ ประชากร 700 คน ผลการประเมินปรากฏดังนี้ 1) ประเมินกระบวนการ (Process) มีการนำนโยบาย ของผู้บริหารมาแปลงเป็นยุทธศาสตร์และโครงการ ทั้งนี้เป็นไปตามระเบียบราชการ ปัญหาได้แก่ การยึดกรอบเดิม เน้นการแก้ปัญหาการเมืองท้องถิ่นและคะแนนเสียง เลือกตั้ง งบประมาณที่ล่าช้า 2) ประเมินผลผลิต (Product) มีการแปลงนโยบายไป สู่แผนโครงการตามนโยบายที่กำหนด ร้อยละ100 ปี งบประมาณ พ.ศ. 2553-2555 มีการจัดทำโครงการแล้วเสร็จ ร้อยละ 86.1, 68.5 และ 86.1 3) ประเมินผลลัพธ์ (Outcome) ความพึงพอใจของประชาชนและความคิดเห็นที่มีต่อความสำเร็จตาม วตั ถุประสงค ์ พบวา่ ประชาชนมคี วามพงึ พอใจ และเห็นวา่ นโยบายทัง้ 9 ดา้ นมคี วาม สำเร็จในระดับมาก

Policy Evaluation of Satun Provincial Administrative Organization was conducted to assess working process, products and outcomes. The qualitative and quantitative methods were employed through purposive sampling of 45 projects with a sample of a population of 700. The results were shown as follows. 1) In terms of evaluation of working process, the policy was transformed to strategies and projects in accordance with government regulations. The problems arising from the evaluation were deconstruction of rigid frames of thoughts, focusing only on solving the problems concerning local politics and elections and the delay budgeting. 2) For products, the policies were transformed to planned projects as per the policy identified, accounting for 100 per cent of the 2010-2012 budget. The percentages of complete projects have been 86.1, 68.5 and 86.1, respectively. 3) For outcomes in terms of people’s satisfaction and opinions towards achieving the objectives, it was found that their responses regarding 9 aspects of policies were at a high level.
