การประเมินศักยภาพของเทศบาลเมืองบุรีรัมย์ในการเตรียมความพร้อม เข้าสู่ประชาคมอาเซียน

Abstract

การประเมินศักยภาพของเทศบาลเมืองบุรีรัมย์ในการเตรียมความพร้อมเข้าสู่ประชาคมอาเซียน โดยมี วัตถุประสงค์ คือ เพื่อศึกษาการประเมินและเปรียบเทียบศักยภาพศักยภาพของเทศบาลเมืองบุรีรัมย์ในด้านการพัฒนา สิ่งแวดล้อมและการจัดการทรัพยากรธรรมชาติของชุมชน ด้านการพัฒนาเศรษฐกิจชุมชน และด้านการพัฒนาความมั่นคง ของมนุษย์และความเข้มแข็งของชุมชน เพื่อเตรียมความพร้อมเข้าสู่ประชาคมอาเซียนและเพื่อเป็นสารสนเทศในการนำไป เป็นแนวทางการกำหนดนโยบายและการวางแผนเพื่อเสริมสร้างการพัฒนาศักยภาพบุคลากร ในการเตรียมความพร้อมเข้าสู่ ประชาคมอาเซียน การวิจัยในครั้งนี้เป็นการวิจัยแบบบูรณาการ โดยใช้เครื่องมือในการวิจัย 2 ประเภท คือ แบบสอบถาม และเทคนิคการสัมภาษณ์ กลุ่มตัวอย่างประกอบด้วย คณะผู้บริหาร สมาชิกสภาเทศบาล ข้าราชการ พนักงานเทศบาลเมือง บุรีรัมย์ ผลการวิจัยปรากฏดังนี้ บุคลากรผู้ตอบแบบสอบถามส่วนใหญ่เป็นเพศหญิง มีอายุระหว่าง 26-35 ปี ระดับการศึกษา สูงสุดปริญญาตรีขึ้นไป ส่วนใหญ่เป็นพนักงานจ้างองค์การบริหารส่วนตำบล และมีประสบการณ์การทำงานมากที่สุด 1-4 ปี การประเมินศักยภาพ โดยรวม อยู่ในระดับมาก คือ ด้านการพัฒนาสิ่งแวดล้อมและการจัดการทัพยากรธรรมชาติของชุมชน ด้านการพัฒนาสังคม ความมั่นคงของมนุษย์และความเข้มแข็งของชุมชน และด้านการพัฒนาเศรษฐกิจชุมชน อยู่ในระดับ ปานกลาง บุคลากรเพศชาย ที่มีอายุ 40 - 49 ปี มีระดับการศึกษาสูงกว่าปริญญาตรี และดำรงตำแหน่งข้าราชการท้องถิ่น มีความคิดเห็นเกี่ยวกับการประเมินศักยภาพของเทศบาลเมืองบุรีรัมย์ ในการเตรียมความพร้อมเข้าสู่ประชาคมอาเซียน อยู่ในระดับมาก อย่างมีนัยสำคัญทางสถิติที่ระดับ .05

The objectives of the potential evaluation of Buriram Town Municipality for preparation in to the ASEAN Community were to study the potential evaluation and compare of Buriram Town Municipality on an environmental development and natural resource management in community, community economic development and human security and community strengthening development for preparation in to ASEAN community and to use information for a method of policy formulation and planning of staff potential development to ASEAN economics community. This research was an integrated research with two tools: questionnaires and interview. The samples were administrators, municipal council members and municipal officials of Buriram Town Municipality. The research results revealed as follows: Most of sample answered the questionnaires are female aged between 26-35 years. The highest education was above bachelor’s degree. Most of them were the employee of Sub-district Administrative Organization with the work experience for 1-4 years. Totally, the potential evaluation at the high level was an environmental development and natural resource management in community. The community economic development and human security and community strengthening development were at the moderate level. Opinions of Male officers aged 40-49 years old with qualification of above bachelor’s degree and assumed the post of local government officers on the Potential Evaluation of Buriram Town Municipality on preparation to ASEAN Community were at the level of significance 0.05
