ปัจจัยที่ส่งผลต่อพฤติกรรมการปฏิบัติงานของ ข้าราชการตำรวจชั้นประทวนสังกัดตำรวจภูธรจังหวัดสุรินทร์

Abstract

การวิจัยครั้งนี้เป็นการวิจัยเชิงปริมาณ มีวัตถุประสงค์เพื่อศึกษาปัจจัยที่ส่งผลต่อการปฏิบัติงาน ของข้าราชการตารวจชั้นประทวน และสร้างสมการพยากรณ์ระหว่างปัจจัยกับพฤติกรรมการปฏิบัติงาน ของข้าราชการตารวจชั้นประทวนในสังกัดสถานีตารวจภูธรจังหวัดสุรินทร์ โดยใช้กลุ่มตัวอย่างจานวน 330 นาย เครื่องมือที่ใช ้ เป็นแบบสอบถาม มีค่าความเชื่อมั่น 0.76 วิเคราะห์ข้อมูลด้วยสถิติ ร้อยละ ค่าเฉลี่ยส่วนเบี่ยงเบนมาตรฐานและการวิเคราะห์ถดถอยโลจิสติกส์ ผลการวิจัยพบว่า ปัจจัยที่ส่งผลต่อการปฏิบัติงานมากที่สุด ได้แก่ ปัจจัยด้านงานด้านลักษณะงานที่ปฏิบัติ ปัจจัยที่ส่งผลต่อการปฏิบัติงานน้อยที่สุด คือปัจจัยด้านการจัดการด้าน ความสัมพันธ ์กับหัวหน้าห น่วย งานและวิธีการควบคุม ส่วนปัจจัยท ี่ไม่ส่งผลต่อการปฏิบัติงาน ได้แก่ ปัจจัยด้านบุคคลและปัจจัยด้านการจัดการด้านความก้าวหน้าในตาแหน่งหน้าที่การงานอย่างมีนัยสาคัญที่ระดับ 0.05 สามารถพยากรณ์การส่งผลต่อพฤติกรรมการปฏิบัติงานได้ร้อยละ 89.1 ข้อเสนอแนะแนวทางการพัฒนาการปฏิบัติงานของข้าราชการตารวจชั้นประทวน เห็นควรจัดการอบรมเพื่อเพิ่มการพัฒนาศักยภาพบุคลากร ในด้านภาษา ด้านกฎหมาย ด้านคุณธรรมจริยธรรมและด้านทักษะในการปฏิบัติงาน ควรเพิ่มและ ปรับอัตรากาลังให้เพียงพอต่อภาระงานที่ปฏิบัติ ควรเพิ่มอุปกรณ์เครื่องมือ จัดหาเชื้อเพลิงและยานพาหนะให้เพียงพอ ควรปรับปรุงเทคโนโลยีให ้ทันสมัย ควรจัดระบบการปฏิบัติงานให้เหมาะสมกับอัตรากาลัง ความรู้ความสามารถ ควรมีการทางานแบบบูรณาการโดยมีความร่วมมือกับภาคประชาชนและภาคเอกชน รวมถึงควรปรับปรุงสวัสดิการและผลตอบแทนให้มีความเหมาะสมกับสภาพความเป็นอยู่ในปัจจุบัน

This research aimed to study the factors affecting the work behavior and to analyze the relationship between factors and work behavior of the non-commissioned police officers at Surin Provincial Police Station. The samples consisted of 330 non commissioned police officers and the instrument used for collecting data was the questionnaire with its reliability at 0.76. The statistics used in analyzing the data were percentage, mean, standard deviation and multiple logistic regressions.

The research results showed that the most factors affecting the work behavior was a type of work and the least factor affecting the work behavior was relationship with commander and supervising. The non-affecting factors of the work practice were individual characteristics and work achievement with statistical significance at 0.05. Moreover, these factors could predict the effect of work behavior at 89.1%.

The recommendations for development of work behavior of non commissioned police officers were as follows: training course should be arranged for the improvement of personnel capability in language, law, moral and virtue, and the skill in the work practice. The personnel rate should be increased and adjusted to suit the work responsibility. The tool and equipment should be increased. The fuel and enough vehicles should be procured and the technology should be modernized. The work practice that was appropriate to the personnel rate, ability and knowledge should be systematized. The work practice should be integrated with the cooperation of the public and the private sector, and the welfare and the reward should be revised to suit the present living conditions.
