ปัญหาการนำหลักปรัชญาเศรษฐกิจพอเพียงมาดำเนินชีวิตของประชาชน ในเขตเทศบาลตำบลจันทบเพชร อำเภอบ้านกรวด จังหวัดบุรีรัมย์

Abstract

การศึกษาครั้งนี้มีความมุ่งหมาย เพื่อศึกษาเปรียบเทียบปัญหาและแนวทางการแก้ปัญหาการดำเนินชีวิตตาม หลักปรัชญาเศรษฐกิจพอเพียงของประชาชนในเขตเทศบาลตำบลจันทบเพชร อำเภอบ้านกรวด จังหวัดบุรีรัมย์ ใน 6 ด้าน คือ ด้านการลดรายจ่าย ด้านการเพิ่มรายได้ ด้านประหยัด ด้านการดำรงชีวิต ด้านการอนุรักษ์ทรัพยากรธรรมชาติและสิ่ง แวดล้อม และด้านการเอื้ออาทร กลุ่มตัวอย่างที่ตอบแบบสอบถาม มี 2 กลุ่ม คือกลุ่มที่ได้จากการสุ่มจากประชากร โดย กำหนดขนาดกลุ่มตัวอย่างตามตารางของทาโรยามาเน่ จำนวน 394 คน แล้วทำการสุ่มให้กระจายในหมู่บ้านต่างๆ ตาม สัดส่วน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลมี 3 ลักษณะ คือ แบบตรวจสอบรายการ แบบมาตราส่วนประมาณค่าและ แบบคำถามสนทนากลุ่ม ได้ค่าความเชื่อมั่นเท่ากับ 0.9608 ส่วนกลุ่มที่ 2 เป็นกลุ่มที่กำหนดโควตา จำนวน 10 คน สำหรับ แบบสนทนากลุ่มมีลักษณะแบบกึ่งมีโครงสร้างโดยกำหนดหัวข้อไว้กว้างๆ เกี่ยวกับแนวทางการแก้ปัญหาการนำหลักปรัชญา เศรษฐกิจพอเพียงมาดำเนินชีวิตของประชาชนและข้อเสนอแนะ ผลการศึกษาพบว่า 1) ประชาชนในเขตเทศบาลตำบลจัน ทบเพชร อำเภอบ้านกรวด จังหวัดบุรีรัมย์ มีปัญหาการดำเนินชีวิตตามหลักปรัชญาเศรษฐกิจพอเพียง โดยภาพรวมมีปัญหา อยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้าน พบว่า ทุกด้านมีปัญหาอยู่ในระดับปานกลางเช่นกัน โดยเรียงลำดับจากด้าน ที่มีค่าเฉลี่ยสูงไปหาตํ่า คือ ด้านการเพิ่มรายได้ ด้านการลดรายจ่าย ด้านความเอื้ออาทร ด้านการอนุรักษ์ทรัพยากรและสิ่ง แวดล้อม ด้านการดำรงชีวิต และด้านการประหยัด ตามลำดับ 2) ผลการเปรียบเทียบระดับปัญหาการดำเนินชีวิตตามหลัก ปรัชญาเศรษฐกิจพอเพียง ที่แยกตามเพศและอาชีพโดยภาพรวมไม่แตกต่างกัน เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านที่ 4 แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ส่วนด้านอื่นๆ ไม่แตกต่างกัน 3) ข้อเสนอแนะและความคิดเห็นจาก การสนทนากลุ่ม เกี่ยวกับแนวทางการแก้ปัญหาการดำเนินชีวิตตามหลักปรัชญาเศรษฐกิจพอเพียงของประชาชนในเขต เทศบาลตำบลจันทบเพชร ในแต่ละด้านมีดังต่อไปนี้ ด้านการเพิ่มรายได้ ควรมีการเพิ่มรายได้โดยส่งเสริมให้ประชาชนทำ อาชีพเสริมให้มีความเป็นอยู่ที่ดีขึ้น และส่งเสริมให้มีการแปรรูปด้านการเกษตรเพื่อเพิ่มมูลค่า ควรทำในลักษณะรวมกลุ่ม ด้านการลดรายจ่าย ควรลดค่าใช้จ่ายที่ไม่จำเป็น ควรมีการส่งเสริมสนับสนุนการปลูกผัก ผลไม้ไว้บริโภคในครัวเรือน ด้านการประหยัด ควรมีการส่งเสริมให้ประชาชนมีกลุ่มการออม เงินในลักษณะสัจจะออมทรัพย์เพิ่มขึ้นในหมู่บ้าน ด้านการ ดำรงชีวิต ควรยึดหลักปรัชญาเศรษฐกิจพอเพียง ด้านการ อนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อม ควรส่งเสริม ให้ประชาชนปลูกต้นไม้เพื่อทดแทนที่ได้ใช้ไปและรักษาสิ่ง แวดล้อมในทุกมิติ และด้านความเอื้ออาทร ควรมีการจัด กิจกรรมพึ่งพาอาศัยซึ่งกันและกัน อย่างเอื้อเฟื้อเผื่อแผ่แก่ ผู้ด้อยโอกาสและช่วยเหลือตัวเองไม่ได้ จากผลการวิจัยและ ข้อเสนอแนะดังกล่าว ผู้นำชุมชน กำนัน ผู้ใหญ่บ้าน และผู้ บริหารเทศบาล ควรนำชาวบ้านไปดูงานบ้านต้นแบบหรือ โครงการตามพระราชดำริเกี่ยวกับหลักปรัชญาเศรษฐกิจ พอเพียง

This research aimed to make a comparative study of problem and solution to the problem in livelihood by application of Sufficiency Economy Philosophy of people in the Chanthopphet Sub-District Municipality, Bankruat District, Buriram Province in six aspects: reduction of expenditure, increase of income, saving, livelihood, conservation of natural and environmental resource and generosity. The Sample consisted of two groups, which had been selected from the population whose size was fixed by table of Taro Yamane. 394 people were randomly sampled by proportional distribution to various villages. The research tool consisted of checklist, rating scale, focus group with the reliability of questionnaire at 0.9521, whereas, the second group consisted of ten people who had been fixed by quota. The semi structure interview was designed using general topic concerning solution to the problem of application of sufficiency economy philosophy in livelihood of people and suggestion. The finding was as follows: 1) The problem of livelihood by application of principle of Sufficiency Economy Philosophy of People in the Chanthopphet Sub-District Municipality, Bankruat District, Buriram Province as whole were at the moderate level, while considering individually, it was found that the problems in all aspects were at moderate level with the high mean in aspect of increase of income, reduction of expenditure, generosity, conservation of natural and environmental resource, livelihood, saving respectively. 2) The result of comparative study of level of problem of livelihood by Philosophy of Sufficiency Economy distributed by gender, occupation were not different, while considering individually, it was found different in the fourth aspect with statistical significance at .05; whereas in other aspects, it was found indifferent. 3) The suggestion and opinion from focus group on the problem and solution to problem in livelihood by Philosophy of Sufficiency Economy of people in the Chanthopphet Sub-District Municipality in each aspect were shown as follows: in the aspect of increase of income, it was suggested that income should be increased to promote well-being of people and product processing should be increased; in the aspect of agriculture to add the value, grouping was suggested; in the aspect of reduction of income, unnecessary income should be reduced, and planting vegetable and tree for family consummation was encouraged; in the aspect of saving, true saving group of people should be encouraged; in the aspect of livelihood, people should be encouraged to follow the Philosophy of Sufficiency Economy; in the aspect of conservation of natural and environmental resource, people should be encouraged to plant tree to substitute the used tree and to preserve the environment in all dimensions; in the aspect of generosity, activity should be organized to help one another with generosity to people lacking of opportunity and enabling to help themselves. From above result of research and suggestion, leader of community, head of sub District, head of village, administrator of municipality should arrange for people to trip to visit the model or royal project on Philosophy of Sufficiency Economy.
