แนวทางการส่งเสริมการนำ e-DLTV มาใช้ในการจัดการศึกษาของผู้บริหารสถานศึกษาและครูของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์เขต 2

Abstract

การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อศึกษาแนวทางการส่งเสริมการนำ e-DLTV มาใช้ในการจัดการศึกษาของผู้บริหารสถานศึกษาและครูของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 2 โดยจำแนกตามสถานภาพและขนาดโรงเรียนที่ปฏิบัติงานกลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ ได้แก่ ผู้บริหารสถานศึกษาจำนวน 148 คนครูจำนวน 335 คนรวม 483 คนโดยกำหนดขนาดกลุ่มตัวอย่างตามตารางสำเร็จรูปของเครจซี่และมอร์แกนแล้วทำการสุ่มแบบชั้นภูมิ เครื่องมือที่ใช้ในการรวบรวมข้อมูลครั้งนี้เป็นแบบสอบถามมี 3 ลักษณะ คือ แบบตรวจสอบรายการ แบบมาตราส่วนประมาณค่า 5 ระดับ และแบบปลายเปิด มีค่าความเชื่อมั่นเท่ากับ 0. 937 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน การทดสอบสมมุติฐานโดยการใช้การทดสอบค่าที การวิเคราะห์ความแปรปรวนทางเดียว เมื่อพบความแตกต่างอย่างมีนัยสำคัญทางสถิติจึงทำการทดสอบรายคู่ด้วยวิธีการของเชฟเฟ่โดยกำหนดค่ามีนัยสำคัญทางสถิติที่ระดับ .05 ผลการวิจัยพบว่า 1. การศึกษาความคิดเห็นของผู้บริหารสถานศึกษาและครูเกี่ยวกับแนวทางการส่งเสริม การนำe-DLTVมาใช้ในการจัดการเรียนการสอนของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์เขต 2 โดยรวมอยู่ในระดับมาก และเมื่อพิจารณาเป็นรายด้านพบว่าอยู่ในระดับมากทุกด้าน โดยเรียงลำดับจากมากไปหาน้อย คือ ด้านการดำเนินงานด้านการนำผลการประเมินมาปรับปรุงแก้ไขด้านการวางแผน และด้านการตรวจสอบและประเมินผล ตามลำดับ 2. การเปรียบเทียบความคิดเห็นต่อแนวทางส่งเสริมการนำ e-DLTV มาใช้ในการจัดการเรียนการสอนของผู้บริหารสถานศึกษาและครู ในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 2 จำแนกตามสถานภาพ โดยรวมและรายด้านโดยรวมไม่แตกต่างกันเมื่อพิจารณาเป็นรายค้าน พบว่า มีเพียงด้านการดำเนินงานที่แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ. 05 ส่วนการเปรียบเทียบความคิดเห็นต่อแนวทางส่งเสริมการนำ e-DLTV มาใช้ในการจัดการเรียนการสอนของผู้บริหารสถานศึกษาและครู ในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 2 จำแนกตามขนาดโรงเรียนที่ปฏิบัติงาน โดยรวมและรายด้านไม่แตกต่างกัน 3. ความคิดเห็นและข้อเสนอแนะเกี่ยวกับแนวทางการส่งเสริมการนำ e-DLTV มาใช้ในการจัดการเรียนการสอนของผู้บริหารสถานศึกษาและครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์เขต 2 พบว่า 1) ควรมีการประชุมวางแผนงานวางกรอบแผนการดำเนินงานกำหนดวัตถุประสงค์และกระบวนการในการดำเนินงานสำหรับการส่งเสริมการนำ e-DLTV มาใช้ในการจัดการเรียนการสอนในทั้ง 8 กลุ่มสาระการเรียนรู้ 2) ควรมีการจัดสิ่งอำนวยความสะดวกมอบหมายให้ครูผู้สอนแต่ละกลุ่มสาระการเรียนรู้มีส่วนร่วมในการจัดการเรียนการสอน เก็บข้อมูลการดำเนินงานการบันทึกผลในการส่งเสริมการนำ e-DLTV มาใช้ในการจัดการเรียนการสอนอย่างต่อเนื่อง 3) ควรมีการกำหนดแนวทางการนิเทศ ติดตาม การปฏิบัติงานตามแผนอย่างชัดเจนจัดทำเอกสารและคู่มือในการติดตามการดำเนินงานในการส่งเสริมการนำ e-DLTV มาใช้ในการจัดการเรียนการสอนและ 4) ควรมีการติดตามตรวจสอบและการพัฒนากระบวนการดำเนินงาน นำผลการประเมินมาพัฒนาและปรับปรุงคุณภาพการปฏิบัติงานการดำเนินงานในการส่งเสริมการนำ e-DLTV มาใช้ในการจัดการเรียนการสอนให้มีประสิทธิภาพอย่างต่อเนื่อง

The purposes of this research were to study the guidelines for promoting e-DLTV application in education management of school administrators and teachers in schools under Buriram Primary Educational Service Area Office 2, classified by status and school sizes. The samples were 148 administrators and 335 teachers. The total number of the population was 483. They were determined by using the sample size table of Krejcie and Morgan and stratified random sampling. The research instrument was the questionnaire with three parts: checklist, 5-rating scale, and open-ended form. Its reliability was 0. 937. The statistics used to analyze the data were frequency, percentage, mean, and standard deviation. The hypotheses were tested by independent samples t-test, one way ANOVA. The Scheffe method for pair comparison was also-applied to test the statistical significance at the .05 level. The results of the study were as follows : 1) The opinions of the administrators and teachers about the guidelines for promoting e-DLTV application in education management of school administrators and teachers in schools under Buriram Primary Educational Service Area Office 2 as a whole were at a high level. When considering each aspect, it was found that all aspects were at a high level.“ Doing” aspect was ranked first, followed by“ Acting” aspect,“ Planning aspect, and“ Checking” aspect respectively. 2) The comparison of the opinions of the administrators and teachers about the guidelines for promoting e-DLTV application in education management of school administrators and teachers in schools under Buriram Primary Educational Service Area Office 2 classified by status as a whole and in each aspect were not different. When considering each aspect, it was found that“ Doing aspect had statistically significant differences at .05 levels. The comparison of the opinions of the administrators and teachers about the guidelines for promoting e-DLTV application in education management of school administrators and teachers in schools under Buriram Primary Educational Service Area Office 2, classified by school sizes as a whole and in each aspect were not different 3) The opinions and suggestions of the administrators and teachers about the guidelines for promoting e-DLTV application in education management of school administrators and teachers in schools under Buriram Primary Educational Service Area Office 2 were as follows: 1) There should be a meeting for planning, making framework, determining objectives and procedures of operation to promote the application of e-DLTV in learning and teaching activities in all 8 learning areas; 2) There should be facility arrangement, assignment for teachers in each learning area to participate in teaching and learning, the collection of data on operations, recording the results of promoting the application of e-DLTV for continuous teaching and learning; 3) There should be establishing a clear plan for monitoring the implementation, providing document and manual to monitor the promotion of the of e-DLTV application in teaching and learning; and 4) There should be monitoring, checking and procedure development, applying the evaluation results to develop and improve the quality of operations for the promotion of the of eeDLTV application in teaching and learning effectively and continuously.
