ปัญหาและแนวทางการบริหารงานวัดผลประเมินผลของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 3

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาและเปรียบเทียบปัญหาการบริหารงานวัดผลประเมินผลของโรงเรียน โดยจำแนกตามสถานภาพตำแหน่งและขนาดของโรงเรียน และเพื่อศึกษาแนวทางการบริหารงานวัดผลประเมินผลโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 3 กลุ่มตัวอย่างที่ตอบแบบสอบถามเป็นผู้อำนวยการโรงเรียน 102 คน และครูวิชาการจำนวน 102 คน ซึ่งได้มาโดยการกำหนดขนาดกลุ่มตัวอย่างตามตารางของเครซี่และมอร์แกน และใช้วิธีการสุ่มแบบหลายขั้นตอน ส่วนกลุ่มตัวอย่างที่ใช้การสัมภาษณ์ มีจำนวน 10 คนได้มาจากการเลือกแบบเจาะจง เครื่องมือที่ใช้เก็บข้อมูล เป็นแบบสอบถามที่มีค่าความเชื่อมั่น 0.792 และแบบสัมภาษณ์ สถิติที่ใช้วิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน และทดสอบสมมติฐานโดยการทดสอบค่าที การวิเคราะห์ความแปรปรวนทางเดียวและทดสอบความแตกต่างของค่าเฉลี่ยเป็นรายคู่ตามวิธีการของเชฟเฟ่ ส่วนการสัมภาษณ์ใช้การวิเคราะห์เชิงเนื้อหา ผลการวิจัยพบว่า 1) ปัญหาการบริหารงานวัดผลประเมินผลของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 3 โดยรวมมีปัญหาในระดับมากเมื่อพิจารณาหลายด้านการวัดผลประเมินผลคุณลักษณะอันพึงประสงค์ มีปัญหาในระดับมากที่สุดส่วนด้านอื่น ๆ มีปัญหาในระดับมาก 2) ผลการเปรียบเทียบความคิดเห็นต่อปัญหาการบริหารงานวัดผลประเมินผลของโรงเรียน ตามสถานภาพตำแหน่ง พบว่า ไม่แตกต่างกันทั้งโดยรวมและรายด้าน เปรียบเทียบระหว่างขนาดโรงเรียน ตามความคิดเห็นของผู้อำนวยการโรงเรียน พบว่าโดยรวมและรายด้าน แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ส่วนตามความคิดเห็นของครูวิชาการ พบว่า โดยรวม แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 และรายด้านพบว่า ด้านการวัดผลประเมินผลการอ่านคิดวิเคราะห์และเขียนไม่แตกต่างกันส่วนด้านอื่นแตกต่างกัน 3) แนวทางการบริหารงานวัดผลประเมินผลของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 3 ด้านการวัดผลประเมินผลการเรียนรู้ตามกลุ่มสาระการเรียนรู้ควรจัดอบรมให้ความรู้แก่ครูผู้สอนในเรื่องการวัดผลการประเมินผลการเรียนรู้ ส่งเสริมให้ครูผู้สอนใช้วิธีการประเมินผลตามสภาพจริง ด้านการวัดผลประเมินผลการอ่าน คิดวิเคราะห์ และเขียนใช้สื่อต่าง ๆ ช่วยในการประเมินผลการอ่าน คิดวิเคราะห์ และเขียนของนักเรียน ด้านการวัดผลประเมินผลคุณลักษณะอันพึงประสงค์ ควรประเมินด้านคุณธรรม จริยธรรม ค่านิยม จิตสำนึกสามารถอยู่ร่วมกับผู้อื่นในสังคมได้อย่างมีความสุข ด้านการวัดผลประเมินผลกิจกรรมพัฒนาผู้เรียนทั้งกิจกรรมแนะแนวและกิจกรรมเพื่อสังคมและสาธารณประโยชน์ โดยการประเมินผลงานและเวลาเรียน ด้านการวัดผลประเมินผลสัมฤทธิ์ทางการเรียนระดับชาติ สถานศึกษาจะต้องเตรียมผู้เรียนให้ตระหนักถึงความสำคัญของการประเมินระดับชาติ เข้ารับการประเมินด้วยความเข้าใจ และปฏิบัติตามกฎเกณฑ์และเงื่อนไขการประเมินอย่างเคร่งครัด

The purposes of this research were to study and compare the problems for measurement and evaluation administration of schools classified locations and sizes of schools and to study the guidelines for measurement and evaluation administration of schools under Buriram Primary Educational Service Area Office 3. The samples that filled out the questionnaire were 102 principals and 102 teachers,derived through krejcie and Morgan’s sample-size table and stratified random sampling. The samples for interview were 10,selected by purposive random sampling. The instruments used in this study were a questionnaire and interview. The reliability of the questionnaire was 0.913. The statistics used for data analysis were frequency, percentage, mean and standard deviation. The statistics used to test hypotheses were t-test and one-way ANOVA. When the differences in each pair were found, they were compared by Scheffe’s method. The data obtained from the interview were analyzed by content analysis. The results of the study were as follows: 1) the problems for measurement and evaluation administration of schools under Buriram Primary Educational Service Area Office 3 as a whole were at high level. When considering each aspect, it was found that desirable trait measurement and evaluation had the highest problem, whereas other aspects were at a high level; 2) the results of a comparison of teachers’ opinions about the problems for measurement and evaluation administration of the schools classified by locations were found that there were no differences in both overall and to each aspect. When comparing the opinions classified by the schools’ sizes according the school principals, it was found that there was difference with statistical significance at .05 level in overall and each aspect. When comparing the opinions of the teachers of academic department, it was found that there was difference with statistical significance at .05 level in overall and each aspect. When considering each aspect, it was found that reading, thinking, analyzing and writing aspects were not different, whereas other aspects were different; and 3) the guidelines for measurement and evaluation administration of schools under Buriram Primary Educational Service Area Office 3 were as follows: In learning achievement measurement and evaluation of learning area aspect, there should be a training on learning measurement and evaluation for teachers, enhancing the teachers to use the evaluation under real conditions; In reading, writing, critical thinking measurement aspect, the schools should use media for assessing students’ reading, critical thinking, and writing; In the desired trait aspect, the schools should evaluate ethic, moral, values, conscience, and ability to live with others in the society happily; In measurement and evaluation of learners development activities aspect, the schools should evaluate the guidance activities and activities for society and public by evaluation output and study time; and in the measure of national achievement, schools must encourage students to realize the importance of the national assessment for participating in the assessment with understanding and complying with the conditions and criteria strictly.
