การศึกษาปัญหาการดำเนินงานการประกันคุณภาพการศึกษาของโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษาจังหวัดบุรีรัมย์ ในการเตรียมความพร้อมเพื่อรับการประเมินจากองค์กรภายนอกตามพระราชบัญญัติการศึกษาแห่งชาติ พ.ศ. 2542

Abstract

การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อศึกษาและเปรียบเทียบปัญหาการดำเนินงานการประกันคุณภาพการศึกษาของโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษา จังหวัดบุรีรัมย์ ตามกรอบและขั้นตอนการดำเนินงานการประกันคุณภาพการศึกษาของโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษา ทั้ง 6 ด้าน คือ ด้านการศึกษาและการเตรียมการ ด้านการวางแผนการประกันคุณภาพการศึกษา ด้านการนำแผนการประกันคุณภาพการศึกษาไปใช้ ด้านการตรวจสอบและทบทวนคุณภาพของสถานศึกษา ด้านการพัฒนาและปรับปรุงมาตรฐานการศึกษาและด้านการเตรียมรับการประเมินจากองค์กรภายนอก ตามความคิดเห็นของข้าราชการครู ซึ่งกลุ่มตัวอย่างประกอบด้วย 3 กลุ่ม คือ ผู้บริหาร ผู้ช่วยผู้บริหารฝ่ายวิชาการและครู โดยมีผู้บริหาร จำนวน 67 คน ผู้ช่วยผู้บริหารฝ่ายวิชาการ จำนวน 67 คน และครู จำนวน 328 คน

This study examined and compares the potential problems concerning the tasks of quality assurance in secondary schools under Buriram Department of General Education. The tasks included 6 aspects: study and provision, educational quality assurance planning, plan implementation, site quality inspection standard development, and preparation for the external audit. The sample groups were 67 administrators, 67 academic assistants and 328 teachers. All 462 questionnaires were sent to the respondents and only 447 were returned (96.75%). The questionnaire survey consisted of three parts: check list, rating scale and open – evded form (r=0.9713). Percentage, mean, standard deviation and One – way ANOVA were used for the data analysis. The results of the study were revealed as follows: 1. The operating problems concerning the quality assurance as reported by the three sample groups were totally moderate. When considered those 6 aspects of tasks, it was found that the problems of study and provision, educational quality assurance planning and plan implemention were relatively less. However, the problems of site quality inspection, educational standard development and preparation for the extemal audit were reportedly moderate. 2. Those three sample groups indicated that the overall problems regarding the quality assurance tasks were not significantly different and neither were the problems on each aspect. 3. The research participants reported that the criteria of educational quality evaluation had been changed so often that there was not a clear – cut plan for putting it into practice. Moreover, there was a lack of appropriate personnel and expertise to carry out the tasks. They also suggested that staff training, awareness establishing, and continuous following up the tasks should be included.
