การศึกษาแนวทางที่เหมาะสมขององค์การบริหารส่วนตำบลในการส่งเสริมและพัฒนาธุรกิจชุมชน กรณีศึกษาอำเภอกระสัง จังหวัดบุรีรัมย์

Abstract

การศึกษาวิจัยในครั้งนี้ มีความมุ่งหมายเพื่อศึกษาความคิดเห็นของสมาชิกองค์การบริหารส่วนตำบลและกลุ่มอาชีพ ต่อแนวทางที่เหมาะสมขององค์การบริหารส่วนตำบลในการส่งเสริมและพัฒนาธุรกิจชุมชน อำเภอกระสัง จังหวัดบุรีรัมย์ และเพื่อเปรียบเทียบความคิดเห็นของสมาชิกองค์การบริหารส่วนตำบลและกลุ่มอาชีพ จำแนกตามความแตกต่างของสถานภาพตำแหน่งและความแตกต่างของแต่ละกลุ่มอาชีพ ในกรอบแนวคิด 5 ด้านคือ ด้านการมีส่วนร่วมของกลุ่มอาชีพในองค์การบริหารส่วนตำบล ด้านการจัดสรรงบประมาณ ด้านการจัดกระบวนการเรียนรู้ ด้านเทคโนโลยี ด้านการจัดสรรงบประมาณ ด้านการจัดกระบวนการเรียนรู้ ด้านเทคโนโลยี ด้านการตลาดและพัฒนารูปแบบผลิตภัณฑ์ กลุ่มตัวอย่างได้แก่ สมาชิกองค์การบริหารส่วนตำบล อำเภอกระสัง จังหวัดบุรีรัมย์ จำนวน 11 แห่ง ประกอบด้วยกรรมการบริหารองค์การบริหารส่วนตำบล สมาชิกสภาองค์การบริหารส่วนตำบล และพนักงานส่วนตำบล จำนวน 363 คน กรณีของสมาชิกองค์การบริหารส่วนตำบลใช้ประชากร ส่วนกลุ่มอาชีพได้จากการกำหนด ขนาดกลุ่มตัวอย่างตามตารางสำเร็จรูปของ เครจซี่และมอร์แกน (Krejcie and Morgan) จากประชากรจำนวน 1,163 คน ได้ขนาดกลุ่มตัวอย่าง จำนวน 291 คน หลังจากนั้นทำการสุ่มกลุ่มย่อย (Stratified Random Sampling) ในกลุ่มอาชีพให้กระจายตามสัดส่วน ด้วยวิธีการสุ่มอย่างง่าย (Simple Random Sampling) รวมกลุ่มตัวอย่างที่ใช้ทั้งสิ้นจำนวน 654 คน เครื่องมือที่ใช้ในการวิจัย เป็นแบบสอบถามมี 3 ลักษณะ คือ แบบตรวจสอบรายการ แบบมาตราส่วนประมาณค่า 5 ระดับ และแบบปลายเปิด แบบสอบถามมีค่าอำนาจจำแนกระหว่าง 2.101 ถึง 5.991 และมีค่าความเชื่อมั่น 0.9695 สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานโดยใช่ค่า t-test Independent การวิเคราะห์ความแปรปรวนทางเดียว (One-way Analysis of Variance) และเปรียบเทียบรายคู่ใช้วิธีของเชฟเฟ่ (Scheff's Method) กำหนดค่าสถิติมีระดับนัยสำคัญที่ .05 ผลการวิจัยพบว่า 1) แนวทางที่เหมาะสมขององค์การบริหารส่วนตำบลในการส่งเสริมและพัฒนาธุรกิจชุมชน ตามความคิดเห็นของสมาชิกองค์การบริหารส่วนตำบลและกลุ่มอาชีพ โดยภาพรวมพบว่ามีแนวทางในการส่งเสริมและพัฒนาธุรกิจชุมชนอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้านพบว่าทุกด้านอยู่ในระดับปานกลางเช่นเดียวกัน 2) การเปรียบเทียบความคิดเห็นของสมาชิกองค์การบริหารส่วนตำบลและกลุ่มอาชีพเกี่ยวกับแนวทางที่เหมาะสมในการส่งเสริมและพัฒนาธุรกิจชุมชน พบว่าในแต่ละด้านและโดยภาพรวมมีความคิดเห็นไม่แตกต่างกัน 3) การเปรียบเทียบความคิดเห็นของสมาชิกองค์การบริหารส่วนตำบล จำแนกตามสถานภาพตำแหน่ง คือ กรรมการบริหารองค์การบริหารส่วนตำบล สมาชิกองค์การบริหารส่วนตำบล และพนักงานส่วนตำบล เกี่ยวกับแนวทางที่เหมาะสมในการส่งเสริมและพัฒนาธุรกิจชุมชน โดยภาพรวมพบว่า มีความคิดเห็นไม่แตกต่างกัน เมื่อพิจารณาเป็นรายด้านพบว่า ด้านเทคโนโลยีมีความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ .05 ส่วนด้านอื่นๆ มีความคิดเห็นไม่แตกต่างกัน 4) การเปรียบเทียบความคิดเห็นของกลุ่มอาชีพ เกี่ยวกับแนวทางที่เหมาะสมในการส่งเสริมและพัฒนาธุรกิจชุมชน โดยภาพรวมพบว่า มีความคิดเห็นไม่แตกต่างกัน เมื่อพิจารณาเป็นรายด้านพบว่า ด้านการมีส่วนร่วมของกลุ่มอาชีพในองค์การบริหารส่วนตำบล มีความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ .01 ส่วนด้านอื่นๆ มีความคิดเห็นไม่แตกต่างกัน 5) ข้อเสนอแนะและความคิดเห็นเพิ่มเติม ส่วนใหญ่เสนอแนะว่าควรเชิญตัวแทนกลุ่มอาชีพให้เข้ามามีส่วนร่วมในองค์การบริหารส่วนตำบล รองลงมาคือ ควรจัดสรรงบประมาณให้เพียงพอกับความต้องการ และควรจัดให้มีการเผยแพร่ความรู้ การฝึกอบรม และมีการศึกษาดูงานตามลำดับ สำหรับปัญหาและอุปสรรคในการส่งเสริมและพัฒนาธุรกิจชุมชนพบว่า งบประมาณที่จัดสรรให้ไม่เพียงพอกับความต้องการ และกลุ่มอาชีพมีส่วนร่วมในองค์การบริหารส่วนตำบลน้อย

The purpose of this study was to investigate the opinions of the members of the sub-district organizations and the career groups concerning the appropriate directions of sub-district organizations in supporting and developing community business in Krasang District, Buriram Province, and to compare the opinions of the members of the sub-district organizations and the career groups based on the differences of the position status and career groups under 5 concept frameworks, i.e. the involvement of the career groups in the sub-district organizations, the arrangement of the budget, the arrangement of learning process, the technology, the marketing, and the development of the product models. The sample were as following : the members of 11 sub-district organizations, Krasang District, Buriram Province, consisted of the management committees, the members of the council of the sub-district organizations, and officers of sub-district organizations to make the sub-total of 363 people, the members of the sub-district organizations, the career groups were selected by means of the Krejcie and Morgan's table from the total population of 1,163 people to get 291 people as the samples and the small groups were groups were selected by means of stratified random sampling and the ratio of the career groups were selected by means of simple random sampling to make the total of 654 people. The instruments used to collect data were three types of questionnaires i.e. check lists, 5-level rating scales, and open-ended questionnaires. The questionnaires posted the discrimination between 2.101 and 5.991 and reliability of 0.9695. The statistics used in data analysis were the frequency, percentage, means, and standard deviation. The hypotheses were tested by means of t-test Independent, One-way Analysis of Variance, and pair-comparison by means of Scheffe's method with the statistical significance level of .05. The results were as following : 1) The appropriate directions of the sub-district organizations in supporting and developing the community business as a whole were at moderate level, and as each aspects were also at moderate level. 2) The comparison of the opinions of the sub-district organizations and the career groups concerning the appropriate directions in supporting and developing the community business as a whole and as each aspect were not different. 3) The comparison of the opinions of the members of the sub-district organizations based on the differences of the position status i.e. the members of the management committee the members of the council of the sub-district organization, and the officers of the sub-district organization concerning the appropriate directions in supporting and developing the community business as a whole and as each aspect were not different, and as each aspect it was found that the opinions about the technology were significantly different at the level of .05, but other aspects were not different. 4) The comparison of the members of the career groups concerning the appropriate directions in supporting and developing the community business as a whole were not different, and as each aspect it was found that the opinions about the involvement to the members of the career groups in the sub-district organizations were significantly different at the level of .01, but other aspects were not different. 5) Some suggestions and other opinions were : most people suggested that some of the members of the career groups should be invited as their representatives to involve in the sub-district organizations ; the next suggestions were that they should manage to provide enough budget for supporting and developing the community business, and the field trips respectively. The problems and obstacles concerning the supporting and developing the community business, it was found that the budget provided were not enough and the career groups have less opportunities to invole in the sub-district organizations.
