การประเมินประสิทธิภาพการบริหารจัดการโครงการกองทุนหมู่บ้าน : กรณี ศึกษาตำบลเมืองยาง กิ่งอำเภอเมืองยาง จังหวัดนครราชสีมา

Abstract

การศึกษาวิจัยครั้งนี้มีความมุ่งหมายเพื่อประเมินประสิทธิภาพการบริหารจัดการโครงการกองทุนหมู่บ้านและประสิทธิภาพการบริหารจัดการเงินกู้ของคณะกรรมการกองทุนหมู่บ้าน และสมาชิกกองทุนหมู่บ้าน กลุ่มตัวอย่างได้แก่ คณะกรรมการกองทุนหมู่บ้าน และ สมาชิกกองทุนหมู่บ้าน ตำบลเมืองยาง กิ่งอำเภอเมืองยาง จังหวัดนครราชสีมา จำนวน 471 คน ได้จากการสุ่มตัวอย่างแบบง่าย เครื่องมือที่ใช้ในการศึกษาวิจัยเป็นการจัดสนทนากลุ่ม (Focus Group Discussion) และแบบสอบถามชนิดมาตรวัดขั้นบันไดมาตรฐาน 5 ระดับ มีความเชื่อมั่น .8551 สถิติที่ใช้ในการวิเคราะห์ข้อมูลใช้ค่าร้อยละ ค่าเฉลี่ย ค่าฐานนิยม ค่าเบี่ยงเบนมาตรฐาน และสถิติถดถอยพหุคูณเพื่อทดสอบตัวชี้วัด ที่ส่งผลต่อการมีประสิทธิภาพของการบริหารจัดการโครงการกองทุนหมู่บ้าน ผลการศึกษาพบว่า 1) ด้านบริบทของชุมชนหรือปัจจัยเบื้องต้นของชุมชน ได้แก่ สภาพที่ตั้งทางภูมิศาสตร์ เศรษฐกิจ สังคมและการรวมกลุ่ม องค์กรชุมชน พบว่า คณะกรรมการกองทุนหมู่บ้านและสมาชิกกองทุนหมู่บ้านมีผลการปฏิบัติอยู่ในระดับมาก เกณฑ์การประเมินอยู่ที่ระดับดี กล่าวคือ ชุมชนที่มีความพร้อมและเหมาะสมในด้านที่ตั้งของชุมชน มีเศรษฐกิจ สังคม และการรวมกลุ่ม องค์กรชุมชนรวมถึงการมีประสบการณ์ตรงในการบริหารจัดการกลุ่ม องค์กรมาก่อน เช่น กลุ่มออมทรัพย์เพื่อการผลิต หรือกลุ่มอาชีพ จะมีผลต่อการดำเนินงานโครงการกองทุนหมู่บ้าน และชุมชนเมืองให้มีประสิทธิภาพและบรรลุผลตามวัตถุประสงค์ของโครงการ 2) ด้านปัจจัยนำเข้า ได้แก่ นโยบาย วัตถุประสงค์ หลักการ วิธีการ และการติดตามประเมินผลโครงการกองทุนหมู่บ้านและชุมชนเมือง พบว่า คณะกรรมการกองทุนหมู่บ้าน และสมาชิกกองทุนหมู่บ้านมีผลการปฏิบัติระดับปานกลาง เกณฑ์การประเมินอยู่ที่ระดับพอยอมรับได้และผลการวิเคราะห์ ตัวชี้วัดด้านปัจจัยนำเข้า พบว่า โครงการกองทุนหมู่บ้าน และชุมชนเมืองมีอิทธิพลต่อ ประสิทธิภาพการบริหารจัดการโครงการ และเงินกู้ในเชิงบวกและเชิงลบ กล่าวคือ การดำเนินงานโครงการกองทุนหมู่บ้านและชุมชนเมือง ต้องดำเนินการตามนโยบาย หลักการ วิธีการ พร้อมทั้งมีการติดตามประเมินผลและสร้างความเข้าใจในวัตถุประสงค์หลักของโครงการกองทุนหมู่บ้านและชุมชนเมืองแก่คณะกรรมการกองทุนหมู่บ้านและสมาชิก จึงจะมีผลทำให้การดำเนินงานมีความเหมาะสม ครอบคลุมและมีประสิทธิภาพยิ่งขึ้น 3) ด้านกระบวนการ ได้แก่ การประชาสัมพันธ์ การจัดตั้งคณะกรรมการกองทุนหมู่บ้าน การจัดทำระเบียบกองทุน การอนุมัติจัดสรรเงินกู้ การติดตาม สนับสนุน และการมีส่วนร่วมในกิจกรรมของโครงการ พบว่า คณะกรรมการกองทุนหมู่บ้าน และสมาชิกกองทุนหมู่บ้านมีผลการปฏิบัติอยู่ในระดับมาก เกณฑ์การประเมินอยู่ที่ระดับดี และผลการวิเคราะห์ตัวชี้วัดด้านกระบวนการ พบว่า กระบวนการบริหารจัดการโครงการ และเงินกู้มีอิทธิพลต่อประสิทธิภาพการบริหารจัดการโครงการ และเงินกู้ในเชิงบวกและเชิงลบ กล่าวคือ กระบวนการดำเนินงานโครงการกองทุนหมู่บ้านและชุมชนเมืองของคณะกรรมการกองทุนหมู่บ้าน และสมาชิกกองทุนหมู่บ้าน ต้องดำเนินการภายใต้กระบวนการดำเนินงานโครงการกองทุนหมู่บ้านและชุมชนเมืองจะละเลยส่วนหนึ่งส่วนใดไปไม่ได้ เพราะว่า กระบวนการดังกล่าวมีผลต่อความมีประสิทธิภาพในการบริหารจัดการโครงการกองทุนหมู่บ้านและชุมชนเมือง 4) ด้านผลผลิต ได้แก่ ผลการบริหารจัดการโครงการกองทุนหมู่บ้านและผลการบริหารจัดการเงินกู้ พบว่า คณะกรรมการกองทุนหมู่บ้านและสมาชิกกองทุนหมู่บ้าน มีผลการปฏิบัติอยู่ในระดับน้อย เกณฑ์การประเมินอยู่ที่ระดับต้องปรับปรุง และผลการวิเคราะห์ตัวชี้วัดด้านผลผลิต พบว่า ผลการบริหารจัดการโครงการกองทุนหมู่บ้านมีอิทธิพลต่อประสิทธิภาพการบริหารจัดการโครงการ และเงินกู้ในเชิงลบ กล่าวคือ การดำเนินงานตามโครงการกองทุนหมู่บ้านและชุมชนเมือง ต้องมีการปฏิบัติอย่างแท้จริงและเป็นระบบพร้อมทั้งมีความต่อเนื่อง ถ้าหากคณะกรรมการกองทุนหมู่บ้าน และสมาชิกกองทุนหมู่บ้านละเลยหรือไม่ปฏิบัติตามแล้ว สามารถส่งผลต่อความมีประสิทธิภาพของการบริหารจัดการโครงการกองทุนหมู่บ้านได้

The purpose of this research was to evaluate the efficiency of Village Fund Project management and the efficiency of loan management of village fund Committee and members. The samples of this study 471 were village fund committee and members of Muang Yang, Muang Yang Sub-district, Nakornratchasima. These samples were drawn by Simple Random Sampling. The instrument of the research were focus group discussion and a questionnaire with 5 level standard Scale. This instrument had reliability level at .8551. The statistic used in analyzing the data were percentage, means, mode, standard deviation. The Multiple Regression Analyzes (MRA) was used to test indicators supporting the effective of the Village Fund Project management. The research found the following results. 1. Concerning The community Context or the General Factors of community such as Geographical location, economic, Society and group forming, and Community organization it was Found that. The community committee and members of the village fund had the high level of practice. The result of the evaluation was ‘good’. That is the promptness and suitability of Community location, the experiences in economics, society, group forming, direct experiences in group or organization such as group saving for production, or career group, enhanced people to reach the of Village Fund effectively. 2. Concerning the Input factors such as policy, objectives, principles, method, and the evaluation of Village Fund Project and city community, the results showed that the effective of committee of the fund and members of the fund was ‘overage.’ The criteria of the evaluation were at acceptable. In addition, the result of input factors revealed that Village Fund Project and community influenced both positively and negatively the effectiveness of the project management. That is administering the Village Fund Project and city community follow the policy, principles, method, assessment and clarify the objectives of the project to the committee and members. This would receive the suitableness and more effectiveness. 3) For the Process such as Public relationship, establishing the committee, Fund net regulation, loan approvement, Follow – up, and participation in the activities of the project, the researcher found that the committee and members gained the ‘high’ level of working achievement, and ‘good’ level for the assessment. The process indicators pointed out that the process of project management and the loan influenced both positively and negatively the project management and loan. This is because the process of the project, committee, and members must follow the process of the project strictly. 4) For the products such as the outcome of project and the result of loan management, the research found that the achievement of the committee and members was at ‘low’ level and the evaluation was at ‘must be improved’ level. The analysis of product indicators pointed out that the outcome of the project management influenced negatively the effectiveness and the loan. The administration of the project must be done seriously, orderly, and continuously. If the committee and members ignored the regulation, it might affect the effectiveness of the project management.
