Abstract

วัตถุประสงค์ของการวิจัยครั้งนี้เพื่อศึกษาความพร้อมในการบริหารงานตามนโยบาย 4 ประกัน ในโรงเรียนประถมศึกษานำร่องการจัดการศึกษาภาคบังคับ 9 ปี เขตการศึกษา 11 กลุ่มประชากรได้แก่ผู้บริหารโรงเรียนประถมศึกษาในโครงการนำร่องการศึกษาภาคบังคับ 9 ปีเขตการศึกษา 11 จำนวน 652 คน จากจังหวัดนครราชสีมา 133 คน จังหวัดสุรินทร์ 120 คน จังหวัดศรีสะเกษ 136 คน จังหวัดบุรีรัมย์ 171 คน จังหวัดชัยภูมิ 92 คน โดยใช้เครื่องมือที่พัฒนาขึ้นเอง ผลจากการวิจัยพบว่า 1.ความพร้อมทั่วไป ความพร้อมด้านการประกันคุณภาพการศึกษาและความพร้อมด้านการประกันประสิทธิภาพการบริหารการศึกษาอยู่ในระดับปานกลางส่วนความพร้อมด้านการประกันโอกาสทางการศึกษา และความพร้อมด้านการประกันความปลอดภัยของนักเรียนอยู่ในระดับมาก2. เมื่อเปรียบเทียบโดยจำแนกตามตำแหน่งบริหารอันได้แก่ครูใหญ่ อาจารย์ใหญ่ ผู้อำนวยการโรงเรียน และผู้ช่วยหรือผู้รักษาการในตำแหน่งกรณีผู้บริหารไม่อยู่พบว่าความพร้อมทั่วไปในการจัดการศึกษาภาคบังคับ 9 ปี มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ.01ส่วนความพร้อมด้านประกันโอกาสทางการศึกษา ด้านประกันคุณภาพการศึกษา ด้านประกันประสิทธิภาพการบริหารการศึกษา และด้านประกันความปลอดภัยของนักเรียนไม่มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติ 3.เมื่อจำแนกตามขนาดโรงเรียนอันได้แก่โรงเรียนขนาดเล็ก ขนาดกลางและขนาดใหญ่พบว่ามีความพร้อมทั่วไปมีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ .01เมื่อพิจารณาความพร้อมตามนโยบาย 4 ประกันพบว่าความพร้อมด้านประกันคุณภาพการศึกษาและด้านประกันประสิทธิภาพการบริหารการศึกษามีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ.01ส่วนความพร้อมด้านประกันโอกาสทางการศึกษาและด้านประกันความปลอดภัยของนักเรียนไม่มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติ สำหรับความพร้อมในภาพรวมทั้ง 5 ด้านพบว่ามีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .01

The purpose of this research was to study administrative readiness in implementing the four-Assurance policy; educational opportunity, educational quality, administrative effectiveness, student safety assurance, and additionally general administrative readiness of elementary schools involved in the Nine- Year Compulsory Pilot Project in Educational Region11. The sample group consisted of 652 school administrators in the project ; 133 in Nakhorn Rachasima, 120 in Surin,136 in Srisaget, 171 in Buriram, and 92 in Chaiyapoom. A locally developed questionnaire was administered and the statistic analysis analysis disclosed that 1.Readiness for general administration, educational quality, and administrative effectiveness assurance were medium, while that for educational opportunity and student safety were high 2.There was a significant difference at the level of .01 in general administration when comparison among different administrative positions ; head master, principal, director, and assistant administrator, was made. Nevertheless, there was no significant difference in readiness for educational opportunity, educational quality, equcational administrative effectiveness, and student safety assurance 3.There was a significant difference at the level of .01 among small, medium,and large schools. When readiness for the Four-Assurance policy was considered, there was also a significant difference at the level of .01 in readiness for educational quality and educational administrative effectiveness assurance. There was no significant difference in educational opportunity and student safety assurance 3.There was a significant difference at the level of .01 among small, medium,and large schools.
