คุณลักษณะที่พึงประสงค์ของนายกองค์การบริหารส่วนตำบลตามความคิดเห็นของพนักงานส่วนตำบลและลูกจ้างองค์การบริหารส่วนตำบลในเขตจังหวัดบุรีรัมย์

Abstract

การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อศึกษาความคิดเห็นของพนักงานส่วนตำบลและลูกจ้างองค์การบริหารส่วนตำบลในเขตจังหวัดบุรีรัมย์ ที่มีต่อคุณลักษณะที่พึงประสงค์ของนายกองค์การปกครองส่วนตำบล โดยจำแนกเป็นคุณลักษณะเฉพาะด้าน คุณสมบัติโดยทั่วไปและคุณลักษณะเฉพาะที่พึงประสงค์ในด้านผู้นำ ด้านการบริหารและด้านมนุษยสัมพันธ์ เพื่อการศึกษาความคิดเห็นเกี่ยวกับคุณลักษณะที่พึงประสงค์ตามหลักธรรมาภิบาล 6 หลัก คือ หลักนิติธรรม คุณธรรม ความโปร่งใส ความรับผิดชอบ การมีส่วนร่วม ความคุ้มค่าและเพื่อศึกษาเปรียบเทียบความคิดเห็นเกี่ยวกับคุณลักษณะเฉพาะที่พึงประสงค์ของผู้บริหารองค์กรปกครองส่วนท้องถิ่นในด้านผู้นำ ค้านการบริหารและด้านมนุษยสัมพันธ์ จำแนกตามเพศ อายุและวุฒิการศึกษาประชากร ได้แก่ พนักงานและลูกจ้างองค์การบริหารส่วนตำบล 184 แห่ง จำนวน 2,208 คน กลุ่มตัวอย่าง จำนวน 460 คน ได้มาจากการสุ่มแบบหลายขั้นตอน กลุ่มตัวอย่างเป็นพนักงานส่วนตำบล 305 คนและลูกจ้าง 155 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามเลือกตอบ และแบบมาตราส่วนประมาณค่า 5 ระดับ มีค่าอำนาจจำแนก ตั้งแต่ 0.7 ขึ้นไปและค่าความเที่ยง 0.9642 สถิติที่ใช้ในการวิเคราะห์ข้อมูลคือ ค่าความถี่ ค่าร้อยละ ค่า t – test One – way ANOVA และเปรียบเทียบเป็นรายคู่โดยวิธี Least Significant Different (LSD) ผลการศึกษาพบว่า1. ความคิดเห็นของพนักงานส่วนตำบลและลูกจ้างองค์การบริหารส่วนตำบลในเขตจังหวัดบุรีรัมย์ ที่มีต่อคุณลักษณะที่พึงประสงค์ของนายกองค์การบริหารส่วนตำบล 1.1 คุณลักษณะที่พึงประสงค์ของนายกองค์การบริหารส่วนตำบล จะเป็นชายหรือ หญิงก็ได้ อายุไม่ใช่ปัจจัยสำคัญ การศึกษาควรสำเร็จระดับปริญญาตรี มีสถานะทางเศรษฐกิจดีและเคยหรือไม่เคยมีประสบการณ์การบริหารก็ได้ ขอเพียงเป็นผู้มีความรู้ความสามารถ 1.2 คุณสมบัติทั่วไปควรเป็นนักบริหาร นักปกครอง นักพัฒนาและนักวางแผน มากที่สุด โดยต้องการคุณสมบัติเป็นนักการฑูต เป็นผู้มีความคุณธรรม ยุติธรรมและนักปราชญ์น้อยที่สุดตามลำดับ 1.3 คุณลักษณะเฉพาะที่พึงประสงค์ด้านผู้นำที่มีคุณธรรม ซื่อสัตว์สุจริตมีเหตุผล ไม่มีทิฐิ ด้านการบริหาร เน้นการสร้างขวัญและกำลังใจให้เกิดขึ้นมากที่สุด ด้านมนุษยสัมพันธ์ เน้นการสร้างเสริมความสามัคคีและปฏิบัติต่อผู้บังคับบัญชาด้วยความเท่าเทียมกัน 2. ความคิดเห็นของพนักงานส่วนตำบลและลูกจ้างองค์การบริหารส่วนตำบลในเขต จังหวัดบุรีรัมย์ที่มีต่อคุณลักษณะที่พึงประสงค์ของนายกองค์การบริหารส่วนตำบลตามหลักธรรมาภิบาล 6 ด้าน พบว่าโดยรวมแล้วอยู่ระดับมาก ตามลำดับความสำคัญดังนี้ คุณธรรม นิติธรรม โปร่งใส คุ้มค่า รับผิดชอบและการมีส่วนร่วม 3. เปรียบเทียบความคิดเห็นเกี่ยวกับคุณลักษณะเฉพาะที่พึงประสงค์ของนายกองค์การ บริหารส่วนตำบลในด้านผู้นำด้านการบริหารและด้านมนุษยสัมพันธ์ จำแนกตามเพศ อายุ วุฒิการศึกษา ที่แตกต่างกัน ของพนักงานส่วนตำบลและลูกจ้างองค์การบริหารส่วนตำบลในเขตจังหวัดบุรีรัมย์ พบว่าเพศ ที่แตกต่างกันของพนักงานส่วนตำบลและลูกจ้างองค์การบริหารส่วนตำบลในเขตจังหวัดบุรีรัมย์ ในด้านผู้นำและด้านมนุษยสัมพันธ์ โดยรวมมีความคิดเห็นไม่แตกต่างกัน ส่วนด้านบริหารมีความคิดเห็นที่แตกต่างกันอย่างมีนัยสำคัญที่ระดับ .05 เรียงลำดับความสำคัญ คือ ปกครองผู้ใต้บังคับบัญชาโดยใช้กฎระเบียบเป็นหลักวางแผนการดำเนินการเพื่อพัฒนาปรับปรุงองค์กร มีความสามารถในการจัดเตรียมบริหารงบประมาณและสามารถแก้ไขปัญหาที่เกิดขึ้นได้ถูกต้องเหมาะสม รวดเร็ว โดยเพศหญิง มีความคิดเห็นอยู่ในระดับมากที่สุด อายุและวุฒิการศึกษา ที่แตกต่างกันของพนักงานส่วนตำบลและลูกจ้างองค์การบริหารส่วนตำบลในเขตจังหวัดบุรีรัมย์ โดยรวมแล้วมีความคิดเห็นไม่แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 อยู่ในระดับมากทั้งด้านผู้นำ ด้านการบริหารและด้านมนุษยสัมพันธ์ อยู่ในระดับมากตามลำดับ

The main purpose of this research was to study the opinions of the officers and the employees of Subdistrict Administrative Organizations in Buriram Porvince about the desirable characteristics of the Chairpersons of Subdistrict Administrative Organizations. The participants of this study were 2,208 officers and employees of 184 Subdistrict Administrative Organizations. The samples of the study were 460 members recruited by stratified random sampling, 305 samples were the officers and 155 samples were the employees. Data was collected through a questionnaire survey with particular emphasis and the approximate measure with a 5 – standard scale. The questionnaire obtained .9642 reliability value. Data was analyzed by the frequency, the percentage, the One-way ANOVA t-Test. Finally, the Least Significance Difference (LSD) was used to test the difference of the means. The results of research found that: 1. The Opinions of the officers and the employees of Subdistrict Administrative Organizations in Buriram Porvince about the desirable characteristics of the Chairpersons were below. 1.1 The desirable characteristics of the Chairpersons of Subdistrict Administrative, The personal status, the sex, the age, the income level, the administrative experience were not the main factors. The quite main factors were the competence and education. The preferred educational level was the bachelor degree. 1.2 The general characteristics were able to be the administrator, the ruler, the developer, and the planner. The needs of characteristics from the most to the least were able to be the diplomats. Moral people, and philosophers. 1.3 The desirable characteristics of the leader emphasizing to the moral behaviors, the honesty and reasonable concept. For administration, the most desirable characteristics was encouragement. For human relationship, the samples liked unity supporting and equal treating to the employees. 2.The opinions of the officers and the employees of Subdistrict Administrative Organizations in Buriram Porvince towards the desirable characteristics of the chairpersons according to the 6 good governances, it was found that the employees liked that and the order of importance were moral principles, legislature, transparency, balance, high responsibility, and participation. 3. The comparision of the opinion of the desirable characteristics of the chairpersons of Subdistrict Administrative Organizations focusing on the leadership concept, the administrative concept, and the human relation concept classified by sex, age, and educational level of the officers and the employees of Subdistrict Administrative Organizations in Buriram Porvince, the results found that different sexes did not affect their opinions. On the contrary, their opinions were statistical significant different at .05 level. The orders of importance were administering the employees by using the regulations, planning to develop their own organization, having the ability in budget administration, and being able to solve the problems appropriately and quickly. Females strongly agreed with the mentioned issues. The employees who had different ages and education levels did not have different opinions. They agreed with the leadership, administration, and human relationship.
