การศึกษาสภาพการดำเนินการตามนโยบายการประกันคุณภาพการศึกษาของโรงเรียนประถมศึกษา สังกัดสำนักงานการประถมศึกษาจังหวัดบุรีรัมย์

Abstract

การวิจัยในครั้งนี้มีจุดมุ่งหมายเพื่อศึกษาสภาพการดำเนินการและสภาพปัญหาการดำเนินการตามนโยบายการประกันคุณภาพการศึกษา ของโรงเรียนประถมศึกษา สังกัดสำนักงานการประถมศึกษาจังหวัดบุรีรัมย์ เพื่อเปรียบเทียบสภาพการดำเนินการและสภาพปัญหาการดำเนินการตามนโยบายการประกันคุณภาพการศึกษา ของผู้บริหารโรงเรียนและครูผู้สอน ที่ปฏิบัติงานในโรงเรียนประถมศึกษาที่มีขนาดต่างกัน กลุ่มตัวอย่างที่ใช้ในการวิจัยในครั้งนี้ประกอบด้วย ผู้บริหารโรงเรียน จำนวน 285 คน ครูผู้สอน จำนวน 368 คน รวมทั้งสิ้น 653 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถามชนิดมาตราส่วนประมาณค่าแบ่งเป็น 2 ส่วนคือ ด้านการดำเนินการและด้านสภาพปัญหาการดำเนินการตามนโยบายการประกันคุณภาพการศึกษาสถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และการทดสอบสมมติฐานโดยใช้การวิเคราะห์ความแปร ปรวนทางเดียว (One – way ANOVA) แล้วเปรียบเทียบเป็นรายคู่ด้วยวิธีของ เชฟเฟ (Scheffe’)กำหนดค่าสถิติที่ระดับนัยสำคัญ .05 ผลการวิจัย พบว่า 1. โรงเรียนประถมศึกษา มีสภาพการดำเนินการและสภาพปัญหาการดำเนินการตามนโยบายการประกันคุณภาพการศึกษาโดยรวม อยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านที่มีการดำเนินการอยู่ในระดับมาก คือด้านการควบคุมคุณภาพการศึกษาในการพัฒนาเข้าสู่ระบบมาตรฐาน ส่วนอีก 2 ด้าน คือด้านการตรวจสอบและปรับปรุงโรงเรียนในการตรวจสอบภายใน และด้านการควบคุมคุณภาพการศึกษาในการกำหนดมาตรฐานโรงเรียน ดำเนินการอยู่ในระดับปานกลาง 2. โรงเรียนประถมศึกษา มีสภาพการดำเนินการและสภาพปัญหาการดำเนินการตามนโยบายการประกันคุณภาพการศึกษาโดยรวม อยู่ในระดับปานกลาง และเมื่อพิจารณาเป็นรายด้าน พบว่าทุกด้านมีสภาพปัญหาอยู่ในระดับปานกลาง สามารถเรียงลำดับค่าเฉลี่ยจากสูงไปต่ำดังนี้ คือ ด้านการควบคุมคุณภาพการศึกษาในการพัฒนาเข้าสู่มาตรฐาน ด้านการควบคุมคุณภาพการศึกษาในการกำหนดมาตรฐานโรงเรียน และด้านการตรวจสอบและปรับปรุงโรงเรียนในการตรวจสอบภายใน ตามลำดับ 3. ผู้บริหารโรงเรียนที่ปฏิบัติงานอยู่ในโรงเรียน ที่มีขนาดต่างกัน มีความคิดเห็นต่อสภาพการดำเนินการตามนโยบายการประกันคุณภาพการศึกษา โดยรวมและรายด้านไม่แตกต่างกัน 4. ผู้บริหารโรงเรียนที่ปฏิบัติงานอยู่ในโรงเรียนที่มีขนาดต่างกัน มีความคิดเห็นต่อสภาพปัญหาการดำเนินการตามนโยบายการประกันคุณภาพการศึกษา โดยรวมและรายด้านไม่แตกต่างกัน 5. ครูผู้สอนที่ปฏิบัติงานอยู่ในโรงเรียนที่ขนาดแตกต่างกัน มีความคิดเห็นต่อสภาพการดำเนินการตานโยบายการประกันคุณภาพการศึกษา โดยรวม แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 เมื่อเปรียบเทียบเป็นรายคู่ พบว่าครูผู้สอนในโรงเรียนขนาดใหญ่กับขนาดกลาง มีความคิดเห็นด้านการควบคุมคุณภาพการศึกษาในการพัฒนาเข้าสู่มาตรฐานแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ส่วนครูผู้สอนในโรงเรียนขนาดใหญ่กับขนาดเล็ก และโรงเรียนขนาดกลางกับขนาดเล็ก มีความคิดเห็นด้านการควบคุมคุณภาพการศึกษาในการกำหนดมาตรฐานโรงเรียน และด้านการตรวจสอบและปรับปรุงโรงเรียนในการตรวจสอบภายในไม่แตกต่างกัน 6. ครูผู้สอนที่ปฏิบัติงานอยู่ในโรงเรียนที่มีขนาดต่างกัน มีความคิดเห็นต่อสภาพปัญหาการดำเนินการตามนโยบายการประกันคุณภาพการศึกษา โดยรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติ ที่ระดับ .05 เมื่อเปรียบเทียบเป็นรายคู่ พบว่าครูผู้สอนในโรงเรียนขนาดใหญ่และขนาดกลาง มีความคิดเห็นแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ทั้ง 3 ด้าน ส่วนครูผู้สอนในโรงเรียนขนาดใหญ่กับขนาดเล็ก และโรงเรียนขนาดกลางกับขนาดเล็ก มีความคิดเห็นต่อสภาพปัญหาการดำเนินการตามนโยบายการประกันคุณภาพการศึกษา ทั้ง 3 ด้าน ไม่แตกต่างกัน

The aims of thesis were to study and compare the task performance and problems concerning the quality assurance policy of the primary schools under the Office of Buriram Provincial Primary Education. The samples were 285 administrators and 368 teachers working in schools of various sixes. The instrument used for collecting the data was a five – rating scale questionnaire survey. Statistics utilized for data analysis were the average means, standard deviation, one – way ANOVA and Scheffe’s test with p .05. The finding of the study were as follows: 1 The schools’ overall task performance concerning the quality assurance policy was reportedly at the high level. When When considering each area, the task performance concerning the educational quality control for standardized development was at the high level whereas that of school development for the internal and the eduit and the educational quality control of school standard was at the medium level. 2. The schools’ overall problems concerning the quality assurance policy were reportedly at the medium level. When considering each area, it was found that the problems were also at the medium level. The problems were ranked from the highest to the lowest mean scores as the following: (1) the educational quality control for standardized development, (2) the educational quality control of schools standard, and (3) school development for the internal audit. 3. In schools of various sizes, the administrators’ perception toward the task performance according to the educational quality assurance policy in total and each area were not significantly different. 4. In schools of various sizes, the administrators’ perceptions toward the problems concerning the educational quality assurance policy in total and each area were not significantly different. 5. The perceptions of the teachers, working in schools of various sizes, toward the overall task performance were significantly different at the .05 level. When comparison, the means scores of the perceptions of the teachers working in larger schools were higher then those of the teachers working in smaller schools. However, the perceptions of the teachers who in other schools of other sizes were not different. 6. The perceptions of the teachers, working in schools of various sizes, toward the overall problems concerning the educational quality assurance policy were significantly different at the .05 level. The perceptions of the teachers working in larger schools in the areas of the educational quality control for standardized development, the educational quality control of school standard and school development for the internal audit, were different from those of the teachers working in schools of the medium size. Besides, the teachers working in other schools of other sizes were not different.
