การศึกษาปัญหาการดำเนินงานและแนวทางการป้องกันยาเสพติดในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 32

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาการศึกษาปัญหาการดำเนินงานและแนวทางป้องกันยาเสพติดในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 32 ตามความคิดเห็นของผู้บริหารสถานศึกษาและครู จำแนกตามวุฒิการศึกษา และขนาดของโรงเรียน กลุ่มตัวอย่างที่ใช้ศึกษาในครั้งนี้ ได้แก่ ผู้บริหารสถานศึกษาจำนวน 66 คน และครูจำนวน 341 คนรวมทั้งสิ้น 407 คน โดยกำหนดขนาดของกลุ่มตัวอย่างตามตารางของเครจซี่และมอร์แกน แล้วสุ่มแบบหลายขั้นตอน ตามขนาดของสถานศึกษา เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามมี 3 ลักษณะคือ แบบตรวจสอบรายการ แบบมาตรตราส่วนประมาณค่า และแบบปลายเปิด แบบสอบถามมีค่าความเชื่อมั่นเท่ากับ .9733 สถิติที่ใช้วิเคราะห์ข้อมูล ได้แก่ ร้อยล่ะ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานโดยใช้ t-test และวิเคราะห์ความแปรปรวนทางเดียว ผลวิจัยพบว่า 1) ปัญหาการดำเนินงานในการป้องกันยาเสพติดในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 32 ตามความคิดเห็นของผู้บริหารสถานศึกษาและครู โดยรวมอยู่ในระดับปานกลางจากการพิจารณาปัญหาเป็นรายด้าน โดยเรียงลำดับจากมากไปหาน้อย คือ ด้านการให้ความร่วมมือ ด้านการนำผลปฏิบัติการไปสู่การปรับปรุง ด้านการเตรียมการ ด้านการดำเนินการและด้านการประเมินผล ตามลำดับ 2) ผลการเปรียบเทียบปัญหาการดำเนินงานในการป้องกันยาเสพติดในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 32 ตามความคิดเห็นของผู้บริหารสถานศึกษาและครู จำแนกตามวุฒิการศึกษา โดยรวมรวมไม่แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 3) ผลการเปรียบเทียบปัญหาการดำเนินงานในการป้องกันยาเสพติดในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 32 ตามความคิดเห็นของผู้บริหารสถานศึกษาและครู จำแนกตามขนาดโรงเรียน โดยรวมรวมไม่แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 เมื่อพิจารณาเป็นรายด้าน พบว่า ทุกด้านมีความคิดเห็นที่แตกต่างกันมีนัยสำคัญทางสถิติที่ระดับ .05 และ 4) แนวทางในการป้องกันและแก้ไขปัญหายาเสพติดในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 32 ตามความคิดเห็นของผู้บริหารสถานศึกษาและครูด้านการเตรียมการ คือ ผู้บริหารสถานศึกษาและครูควรร่วมกันวางแผนในการป้องกันยาเสพติดในโรงเยนอย่างต่อเนื่องและจริงจัง ด้านดารดำเนินงาน คือ โรงเรียนควรให้ความสำคัญกับกิจกรรมต่อต้านยาเสพติด และควรมีการจัดสรรงบประมาณให้เพียงพอกับกิจกรรม ด้านการให้ความรวมมือ คือ ควรมีการประสานงานความร่วมมือกับเจ้าหน้าที่ตำรวจ ฝ่ายปกครอง หรือองค์กรส่วนท้องถิ่นด้านการประเมินผล คือ ผู้บริหารควรติดตามประเมินผลการดำเนินงานอย่างต่อเนื่อง และด้านการผลการปฏิบัติสู่การปรับปรุง คือ ควรรวบรวมข้อมูลการปฏิบัติเกี่ยวกับการป้องกันยาเสพติดที่ยังขัดข้องหรือเป็นปัญหา เพื่อนำไปสู่การปรับปรุงที่ดีขึ้น

This research aimed to study the problem and guidelines for drug prevention in schools under the Secondary Educational Service Area Office 32 based on the opinions of school administrators and teachers, classified by education and the size of the schools. The samples used in this study were 65 school administrators and 341 teachers. The total number of the samples was 407, derived through Krejcie and Morgan's sample-size table and then selected using multistage sampling following the size of the schools. The instrument used in this study was a questionnaire with three parts including checklist, rating scale, and open ended questions. The reliability of the questionnaire was 0.9733. The statistics uscd for data analysis were percentage, mean and standard deviation. The statistics used to test hypotheses were t test and one-way ANOVA. The research results were as follows: 1) The problem in operation of drug prevention in schools under the Secondary Educational Scrvice Arca Office 32 based on the opinions of school administrators and teachers overall were at moderate level. When considering the level of the problem in each aspect, in descending order, it was found that the highest score was cooperation aspect, followed by the performance improvement aspect, the preparation aspect, the action aspect, and evaluation aspect, respectively. 2) A comparison of the problems in operation of drug prevention in schools under the Secondary Educational Service Area Office 32 based on the opinions of school administrators and tcachers, classified by education overall had no difference at statistically significant level of .05. When considering in each aspect, it was found that there was no difference at statistically significant level of.05. 3) A comparison of the problems in operation of drug prevention in schools under the Secondary Educational Service Area Office 32 based on the opinions of sch0ol administrators and teachers, classified by school sizes overall were different at statistically significant level of.05. When considering in each aspect, it was found that the opinions in all aspects were different at statistically significant level of.05 4) The guidelines of drug prevention in schools under the Secondary Educational Service Area Office 32 based on the opinions of school administrators and teachers in preparation aspect were as follows: the school administrators and teachers should have plan for drug prevention in schools continuously and seriously; in operation aspect, the school should pay more attention to drug prevention activities and should provide budget enough for those activities; in cooperation aspect, the school should cooperate with the police, administration, or local organization; in evaluation aspect, the school administrators should continually follow up and evaluate the operation; and in implementation of performance improvement aspect, the schools should collect practical information on the prevention of drug problems to contribute to the improvement.
