กระบวนการเสริมสร้างศักยภาพชุมชนจัดการตนเองบนฐานทรัพยากรธรรมชาติและสิ่งแวดล้อมป่าชุมชนริมลำน้ำชีของชุมชนบ้านเสม็ด ตำบลหนองเต็ง อำเภอกระสัง จังหวัดบุรีรัมย์

Abstract

การวิจัยครั้งนี้เป็นการวิจัยเพื่อท้องถิ่น(Community-Based Research:CBR) มีวัตถุประสงค์ที่สำคัญคือ เพื่อพัฒนาแนวทางการเสริมสร้างศักยภาพในการจัดการตนเองบนฐานทรัพยากรธรรมชาติและสิ่งแวดล้อมป่าชุมชนริมลำน้ำชีของชุมชนบ้านเสม็ด ตำบลหนองเต็ง อำเภอกระสัง จังหวัดบุรีรัมย์ โดยคณะผู้วิจัยเก็บรวบรวมข้อมูลจากการสัมภาษณ์เจาะลึกการสนทนากลุ่มการสังเกตแบบมีส่วนร่วมและไม่มีส่วนร่วมการเดินสำรวจการศึกษาข้อมูลจากเอกสารต่างๆวิเคราะห์ข้อมูลจากโปรแกรมสารสนเทศด้านภูมิศาสตร์ GIS การจัดเวทีวิเคราะห์/สังเคราะห์ปัญหา ผลการวิจัยพบว่าป่าชุมชนริมลำน้ำชีมีปัญหาถูกบุกรุกการใช้ประโยชน์ และที่ผ่านมายังไม่มีกฎกติกาข้อห้ามในการอนุรักษ์ฟื้นฟูทรัพยากรธรรมชาติและสิ่งแวดล้อมป่าชุมชนริมลำน้ำชีจนเกิดแผนปฏิบัติการ4แผนได้แก่ (1) แผนการพัฒนากลไกการจัดการตนเอง บนฐานทรัพยากรธรรมชาติและสิ่งแวดล้อมของชุมชนบ้านเสม็ด ประกอบด้วย การตั้งกฎ กติกา ข้อห้าม แต่งตั้งคณะกรรมการตั้งกองทุนและจัดทำแนวเขตพื้นที่อนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อมป่า ชุมชนริมลำน้ำชีจำนวน551.74 ไร่(2)แผนการปลูกฝังจิตสำนึกการอนุรักษ์ฟื้นฟูทรัพยากรธรรมชาติและสิ่งแวดล้อมของชุมชนบ้านเสม็ด ประกอบด้วย การจัดกิจกรรมการปลูกป่าบวชป่า ในวันอาสาฬหบูชาของทุกปีการแต่งเพลงที่มีเนื้อหาเกี่ยวกับประวัติหมู่บ้านการอนุรักษ์ฟื้นฟูทรัพยากรธรรมชาติและสิ่งแวดล้อมเพื่อกระตุ้นและปลูกฝังจิตสำนึกให้กับประชาชนบ้านเสม็ด(3)แผนประชาสัมพันธ์เผยแพร่ข้อมูลการอนุรักษ์ฟื้นฟูทรัพยากรธรรมชาติและสิ่งแวดล้อมของชุมชนบ้านเสม็ด ประกอบด้วย การจัดทำหนังสือแจ้งกติกาการใช้ประโยชน์ทั้งในและนอก ชุมชน เพื่อให้ทราบกฎ กติกา ข้อห้ามของชุมชน และจัดทำป้ายประชาสัมพันธ์กติกาการใช้ประโยชน์ทรัพยากรธรรมชาติและสิ่งแวดล้อม(4)แผนการสร้างแหล่งเรียนรู้ท้องถิ่นจัดทำฐานการเรียนรู้5 ฐานได้แก่ฐานการเรียนรู้ธรรมะกับการดูแลรักษาป่า ฐานการเรียนรู้ต้นไม้นานาพันธุ์กับการพัฒนาที่ยั่งยืนฐานการเรียนรู้มันป่ากับการพัฒนาที่ยั่งยืนฐานการเรียนรู้เห็ดป่ากับการพัฒนาที่ยั่งยืนและฐานการเรียนรู้บรรยากาศป่ากับการพัฒนาที่ยั่งยืน

Thepurposesofthisresearchwere:todevelopthepotentialandguidelines for thecommunity-basednatural resourcesandenvironmentmanagementof forest communities along the river, ofBanSamed Community, NongTeng sub-district, Krasangdistrict,Buriramprovince,byusingCommunity-BasedResearch(CBR).The researcherscollectedthedata withdepth-interview,groupdiscussion,participatory and non-participatory observation, walkthrough survey, and documentary study, GeographicInformationSystemanalysis,problemanalysisandsynthesisforum. Theresultsrevealedthat thecommunityforestalongthe Chi Riverbank hasfacedtheproblemsofdeforestation, themisuseofnatural resourcesandenvironment utilization because there was no rules or regulation in the past.To conserve and rehabilitatethecommunity forest, thereare4actionplans tosolvesuchproblems: (1) a plan to develop mechanism for the community-based natural resources and environment managementofBanSamed Community includesof setting the rules andregulations,appointingthecommittee, foundingthefund,and markingthenatural resources and environmental conservation area of the community forest along the Chi Riverbankfor551.74 Rais, (2)aplantocultivategood moral traitsinforest rehabilitationandconservationincludesofhavingannuallyreforestationactivitiesand treesordinationandcomposingthesongaboutthevillagehistory.Alsootheractivities regarding the natural resources and environmental rehabilitation and conservation were undertaken, aiming to facilitate and cultivate the accountability of people in Samed village., (3)a plan topublicize theinformationof the natural resources and environmental rehabilitationandconservationofBanSamed Community, it includes of makingtheregulationbook,notice-boardandposter toinform thevillagersabout therules, regulations,andprohibitionof thenatural resourcesutilizationbothinside andoutsidethecommunity(4)aplantomakethe5local learningstationsfor resources reservation; Dhamma and forest preservation, diversity of trees and sustainable development,wildpotatoandsustainabledevelopment,wildmushroomandsustainable development,and wildenvironmentandsustainabledevelopment.
