กระบวนการพัฒนาผู้ประกอบการในโครงการหน่วยบ่มเพาะวิสาหกิจ มหาวิทยาลัยในภาคตะวันออกเฉียงเหนือตอนล่าง

Abstract

รายงานวิจัยฉบับนี้มีวัตถุประสงค์ เพื่อวิเคราะห์สังเคราะห์กระบวนการ พัฒนาผู้ประกอบการในหน่วยบ่มเพาะวิสาหกิจ ของมหาวิทยาลัยภาคตะวันออกเฉียง เหนือตอนล่าง เพื่อเปรียบเทียบแนวปฏิบัติที่ดีของศูนย์บริการกลยุทธ์และประเมินผล ของกรมวิสาหกิจกรรมาธิการยุโรปกับแนวปฏิบัติของหน่วยบ่มเพาะวิสาหกิจของไทย เพื่อประเมินศักยภาพเชิงพาณิชย์ และ ความพึงพอใจของผู้ประกอบการที่ผ่านการบ่ม เพาะจากหน่วยบ่มเพาะวิสาหกิจในมหาวิทยาลัย ภาคตะวันออกเฉียงเหนือตอนล่าง ประชากรที่ใช้ในการศึกษา ได้แก่ ผู้จัดการหน่วยบ่มเพาะวิสาหกิจ และผู้ประกอบ การที่เข้ารับการบ่มเพาะในหน่วยบ่มเพาะวิสาหกิจของมหาวิทยาลัยในภาคตะวัน ออกเฉียงเหนือตอนล่าง 8 แห่ง กลุ่มตัวอย่าง ได้แก่ ผู้จัดการหน่วยบ่มเพาะวิสาหกิจ จำนวน 8 คน ผู้ประกอบการ จำนวน 40 คน เครื่องมือวิจัยที่ใช้เป็นแบบสอบถาม และแบบสัมภาษณ์ การวิเคราะห์ข้อมูลเชิงปริมาณ ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ข้อมูลเชิงคุณภาพใช้วิธีการ วิเคราะห์เนื้อหา การสร้างข้อสรุปแบบอุปนัยและเปรียบเทียบ ผลการวิจัยพบว่า (1) ผู้ประกอบการมีคุณลักษณะที่ทำให้ประสบความสำเร็จ 21 คุณลักษณะ อยู่ในระดับ มาก ผู้ประกอบการมีระดับความพึงพอใจเกี่ยวกับการให้บริการพื้นที่ ที่ปรึกษาและ การจัดการทรัพย์สินทางปัญญา 12 ด้าน โดยภาพรวมอยู่ในระดับมาก ผู้ประกอบ การมีระดับความพึงพอใจเกี่ยวกับการให้คำปรึกษา การฝึกอบรม และการถ่ายทอด ความรู้ 14 ด้าน โดยภาพรวมอยู่ในระดับมาก 2) การเปรียบเทียบการดำเนินงานของ หน่วยบ่มเพาะวิสาหกิจของมหาวิทยาลัยในภาคตะวันออกเฉียงเหนือตอนล่าง 8 แห่ง กับแนวปฏิบัติที่ดีของหน่วยบ่มเพาะวิสาหกิจของ ศูนย์บริการกลยุทธ์และประเมินผลของกรมวิสาหกิจ กรรมาธิการยุโรป โดยการใช้แนวเทียบ พบว่า หน่วย บ่มเพาะวิสาหกิจของมหาวิทยาลัยในภาคตะวันออก เฉียงเหนือทั้ง 8 แห่ง มีผลการดำเนินการที่น่าพึง พอใจ โดยมีแนวปฏิบัติที่เท่าเทียมกับแนวปฏิบัติที่ ดีของศูนย์บริการกลยุทธ์และประเมินผลของกรม วิสาหกิจกรรมาธิการยุโรป 3) วิเคราะห์ศักยภาพ เชิงพาณิชย์ของผู้ประกอบการของหน่วยบ่มเพาะ วิสาหกิจ ผู้ประกอบการส่วนใหญ่เพิ่งสำเร็จการ ศึกษา เป็นทายาทธุรกิจ ส่วนมากมีโครงการหรือ แนวคิดเกี่ยวกับธุรกิจที่จะลงทุน แต่ไม่มีแผนธุรกิจ มีรูปแบบเป็นกิจการส่วนตัว เป็นบริษัทที่เริ่มตั้ง ใหม่ ที่มีพนักงานอยู่ประมาณ 1 -3 คน ใช้เวลาใน ช่วง 1 – 3 ปี สนใจในธุรกิจประเภทการผลิต ส่วน ใหญ่นำเงินทุนส่วนตัวมาลงทุน สนใจใช้งานวิจัยหรือ นวัตกรรมที่พัฒนาแล้วเพื่อสร้างมูลค่าเพิ่ม ต้องการ ความช่วยเหลือด้านการเริ่มต้นธุรกิจและเข้าถึง แหล่งเงินทุน ต้องการเขียนแผนธุรกิจเป็น มีความรู้ ความเข้าใจในการดำเนินกิจการเพิ่มขึ้น ต้นทุนลดลง มีการจัดการบริการองค์กรได้ดีขึ้น ขอวงเงินกู้ใหม่ ได้ มีความคาดหวังหลังเข้าโครงการก็เป็นไปตามที่ คาดหวังไว้ กิจการดีขึ้นเมื่อเปรียบเทียบกับก่อนเข้า รับการบ่มเพาะ

The research aimed to study the process of Entrepreneur Development of UBI, to benchmark the best practices of the Center for Strategic & Evaluation of the European Union (CSEEU) with the practices of the UBI in the Lower Northeast, to evaluate the commercial capacity and satisfaction of the entrepreneurs toward services of the University Business Incubators in the Lower Northeast. The population was the managers and entrepreneurs of 8 University Business Incubators in the Lower Northeast. The sample consisted of 8 managers and 40 entrepreneurs. The research tools were questionnaires and interviews. Quantitative data were analyzed by descriptive statistics such as frequency, percentage, mean and standard deviation. The qualitative data were analyzed by content analysis, comparison and conclusion by induction. It was found from the study that entrepreneurs had the qualities of successful entrepreneurs in all 21 items at a high level. By overall, entrepreneurs had a high level of satisfaction with the services of area, consultant and management of intellectual property in all 12 items. By overall, the entrepreneurs had a high level of satisfaction with counseling, training and passing on knowledge in all 14 items. By benchmarking the practice of 8 University Business Incubators in the Lower Northeast with the best practice of the Business Incubators of the CSEEU, the result showed that 8 University Business Incubators in the Northeast had the practices at the same level as the best practices of the Business Incubators of CSEEU at a satisfactory level. By analysis of the commercial capacity of the Entrepreneurs of UBI, it was found that most of entrepreneurs were the recent graduates, business heirs; had projects/ business to invest, but no business plan ; most of the forms of the business were the private companies, and the startup companies with an approximate staff of 1 person to 3 persons; most of these companies spent 1 year to 3 years in the manufacturing, most of them used the private capital investment, and were interested in research and innovation to create the value added, most of them needed the assistance in starting a business, and access to capital, wanted to know how to write a business plan, and a better understanding of the business management, low costs of investment, better organizational management, and a financial loan amount. Their expectations after undergoing incubation project were at high level as they expected. Theirs business operated well when compared with the time prior to incubation process.
