Abstract

สังคมโลกในศตวรรษที่ 21 เป็นสังคมของการเปลี่ยนแปลงทางเทคโนโลยีและนวัตกรรม อย่างเป็นพลวัตผู้บริหารท้องถิ่น ซึ่งมีสมรรถนะสูงก็สามารถขับเคลื่อนองค์กรให้บรรลุเป้าหมายคือ การบริการสาธารณะอย่างมีประสิทธิภาพ ผู้บริหารท้องถิ่นต้องใช้ทั้งศาสตร์และศิลป์ในการบริหาร ภารกิจของท้องถิ่นให้สอดคล้องกับสถานการณ์ที่เปลี่ยนแปลง สมรรถนะของผู้บริหารท้องถิ่นที่สำคัญ ในศตวรรษที่21ได้แก่การมีทักษะ มีความรู้มีคุณลักษณะที่พึงประสงค์ของผู้บริหารท้องถิ่น กล้าเปลี่ยนแปลง มีแรงจูงใจ มีแรงขับ มีจิตสาธารณะ มีคุณธรรมและจริยธรรม และสมรรถนะอื่น ตามสถานการณ์การบริหารงานท้องถิ่นจะประสบผลสำเร็จขึ้นอยู่กับผู้บริหารท้องถิ่นได้นำ สมรรถนะและประสบการณ์ที่มีอยู่ไปประยุกต์ใช้เพื่อให้เกิดประโยชน์สูงสุดต่อส่วนรวม

The said capabilities of the 21st century in clued skill, knowledge, desirable attributes, having courage to Change, motivation, drive, nubile-regardedness, virtue and ethics, and other capabilities on situations, That is to say a successful local administration depend on the executives’ utilization of the above existing capabilities and experiences for the best benefits of public interest.
