การศึกษาโมเดลการพัฒนาตัวบ่งชี้สมรรถนะของผู้บริหารองค์กรปกครองส่วนท้องถิ่น ภาคตะวันออกเฉียงเหนือ มีวัตถุประสงค์ คือ เพื่อศึกษาองค์ประกอบหลักองค์ประกอบย่อยและตัวบ่งชี้สมรรถนะของผู้บริหารองค์กรปกครองส่วนท้องถิ่นภาคตะวันออกเฉียงเหนือโดยเป็นการวิจัย เอกสาร แนวคิด ทฤษฎีงานวิจัยที่เกี่ยวข้องสมรรถนะของผู้บริหารองค์กรปกครองส่วนท้องถิ่น เพื่อ สร้างกรอบแนวคิดเชิงทฤษฎีเกี่ยวกับการพัฒนาตัวบ่งชี้สมรรถนะของผู้บริหารองค์กรปกครองส่วนท้องถิ่น ผลการวิจัยพบแนวคิดเชิงทฤษฏีคือองค์ประกอบหลักจำนวน 4องค์ประกอบ ได้แก่สมรรถนะหลักสมรรถนะความรู้ สมรรถนะทักษะและสมรรถนะลักษณะชีวิต องค์ประกอบย่อย 014 องค์ประกอบ ได้แก่ 1) การมุ่งผลสัมฤทธิ์2) การบริหาร 3) ภูมิความรู้ความชำนาญ 4) ธรรมาภิบาล 5) ความรู้เรื่องวัฒนธรรมทางการเมือง 6) ความรู้เท่าทันการเปลี่ยนแปลง 7) ความรู้อย่างมีวิสัยทัศน์ 8) ทักษะการคิดอย่างผู้นำ 9) ทักษะนวัตกรรมเทคโนโลยีสารสนเทศและการสื่อสาร 10) ทักษะการ บริหารผลการปฏิบัติงาน 11) ทักษะการอยู่ร่วมกันอย่างมีเอกภาพและคุณภาพ 12) แรงขับเพื่อ ประสบผลสำเร็จ13) การมีมนุษยสัมพันธ์ 14) คุณลักษณะส่วนบุคคลและตัวบ่งชี้ 52 ตัวบ่งชี้"
