ปัญหาการกระจายอำนาจการบริหารและการจัดการศึกษาในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาบุรีรัมย์ เขต3

Abstract

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อศึกษา 1) ปัญหาการกระจายอำนาจการบริหารและการจัดการศึกษาตามความคิดเห็นของผู้บริหารสถานศึกษา และครู สังกัดสำนักงานเขตพื้นที่การศึกษาบุรีรัมย์ เขต 3 2) เปรียบเทียบความคิดเห็นของผู้บริหารสถานศึกษาและครูที่มีต่อปัญหาการกระจายอำนาจการบริหารและการจัดการศึกษาและการจัดการศึกษาในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาบุรีรัมย์ เขต 3 โดยจำแนกตามสถานภาพ ตำแหน่ง ประเภทสถานศึกษา ประสบการณ์การบริหารสถานศึกษาของผู้บริหารสถานศึกษา และ ประสบการณ์ในการปฏิบัติงานของครู เครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถามเกี่ยวกับปัญหาการกระจายอำนาจการบริหารและการจัดการศึกษา มีค่าความเชื่อมั่นเท่ากับ .9649 กลุ่มตัวอย่างเป็นผู้บริหารและครู จำนวน 499 คน แล้วทำการสุ่มแบบหลายขั้นตอน สถิติที่ใช้ในการวิเคราะห์ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงมาตรฐานและทดสอบสมมติฐานโดยใช้ t-test independent F-test และ Scheffe ผลการวิจัยพบว่า 1. ความคิดเห็นของผู้บริหารสถานศึกษาและครูที่มีต่อปัญหาการกระจายอำนาจบริหารและการจัดการศึกษาในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาเขต 3 โดยรวมและรายด้าน อยู่ในระดับปานกลาง โดยด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการบริหารงานวิชาการ รองลงมา คือ ด้านการบริหารงานงบประมาร ส่วนด้านที่มีค่าเฉลี่ยต่ำสุด คือ ด้านการบริหารงานทั่วไป 2. เปรียบเทียบความคิดเห็นของผู้บริหารสถานศึกษากับครุที่มีต่อปัญหาการกระจายอำนาจการบริหารและการจัดการศึกษาของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาบุรีรัมย์ เขต 3 พบว่า ในภาพรวมและรายด้านผู้บริหารสถานศึกษาและครูมีความคิดเห็นไม่แตกต่างกันในทุกด้าน 3. การเปรียบเทียบความคิดเห็นของผู้บริหารสถานศึกษากับครูการที่มีต่อปัญหาการกระจายอำนาจการบริหารและการจัดการศึกษาของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาบุรีรัมย์ เขต 3 จำแนกตามประเภทสถานศึกษา โดยรวมมีความคิดเห็นไม่แตกต่างดัน เมื่อพิจารณาเป็นรายด้านพบว่า ด้านการบริหารงานบุคคลแตกต่างกันอย่างนัยสำคัญทางสถิติที่ระดับ .05 ส่วนด้านอื่น ๆ ไม่แตกต่างกัน 4.การเปรียบเทียบความความคิดเห็นของผู้บริหารสถานศึกษาที่มีต่อปัญหาการกระจายอำนาจการบริหารและการจัดการสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาบุรีรัมย์ เขต 3 จำแนกตามตามประสบการณ์การบริหารสถานศึกษาโดยภาพรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านการบริหารส่วนบุคคลและด้านการบริหารทั่วไปแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ส่วนด้านอื่นๆ ไม่แตกต่างกัน 5. การเปรียบเทียบความคิดเห็นของผู้ครูที่มีต่อปัญหาการกระจายอำนาจการบริหารและการจัดการสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาบุรีรัมย์ เขต 3 จำแนกตามประสบการณ์ในการปฏิบัติงานโดยรวม แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 เมื่อพิจารณาเป็นรายด้านพบว่า ด้านการบริหารงานทางวิชาการแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ส่วนด้านอื่นๆ ไม่แตกต่างกัน 6. ความคิดเห็นและข้อเสนอแนะของผู้บริหารสถานศึกษาและครูที่มีต่อการกระจายอำนาจการบริหารและหารจัดการสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาบุรีรัมย์ เขต 3 ที่มีจำนวนมากที่สุด คือ ความเข้าใจของผู้บริหารสถานศึกษาและครูยังเหมือนเดิม คือ มองว่าไม่มีอะไรเปลี่ยนแปลงมากนัก ครูและบุคลากรยังมีพฤติกรรมเหมือนเดิม และขาดความเข้าใจเกี่ยวกับการกระจายอำนาจอย่างแท้จริง รองลงมาคือ ควรให้ความรู้เรื่องการกระจายอำนาจกับครูและผู้มีส่วนได้ส่วนในพื้นที่ของโรงเรียน และเขตพื้นที่ยังไม่กระจายอำนาจมาที่โรงเรียนอย่างแท้จริง ขาดการสนับสนุนการกระจายอำนาจจากเขตพื้นที่ รวมทั้งโรงเรียนยังไม่มีความรู้เรื่องการกระจายอำนาจ The purposes of this research were : 1) to study the problems of administrative decentralization and educational management in the schools according to opinions of the administrators and teachers under Buriram Educational Service Area Office 3, and 2) to compare the opinions of the administrators and teachers toward the problems of administrative decentralization and educational management in the schools under Buriram Educational Service Area Office 3, according to status, positions, types of schools, experience in administration of the administrators and the teachers’ operation. The instrument for this study was a questionnaire about the problems of administrative decentralization and educational management with the reliability at .9649. The samples were 499 administrators and teachers were selected through the use of multi-stage sampling technique. The statistics used to analyze the data were percentage, mean, standard deviation and hypothesis was tested by the use of t-test Independent, F-test and Sheffe. The results of this research were as follows. 1.The administrators and teacher’s opinions toward the problems of administrative decentralization and educational management in the schools under Buriram Educational Service Area Office as a whole and at each aspect were at a moderate level with the highest average mean score of the aspect of academic administration, followed by the budget administration whereas the lowest aspect was general administration. 2. When comparing the administrators and teachers’ opinions toward the problems of administrative decentralization and educational management in the schools under Buriram Educational Service Office 3, it was found that their opinions were different, both as a whole and at each aspect. 3. The administrators and teachers’ opinions toward the problems of administrative decentralization educational mnagement in the schools under Buriram Educational Service Area Office 3 according to the school types as a whole were not different. When considering at each aspect, it was found that the aspect if personnel administration was different at the statistical significance. 05 whereas the other aspect were not different. 4. The comparison of administrators’ opinions toward the problems of administrative decentralization and educational management in the schools under Buriram Educational Service Area Office 3 according to the experience in school administration as a whole were significantly different at .05. When considering at each aspect, it was found that the personal and the general administration were statistically significant different at .05 whereas the other not different. 5. The teachers’ opinions the problems of administrative decentralization and educational management in the schools under Buriram Educational Service Area Office 3 according to the experience of the teachers’ operation as a whole were different at the statistically significant .05. For each aspect, the academic aspects were different at the statistically significant .05. whereas the other aspect were not different. 6. The administrators and teachers’ opinions and suggestions toward the problems of administrative decentralization and educational management in the schools under Buriram Educational Service Area Office 3 as ordering from the highest to the lowest were: the administrators’ and teachers’ understanding about the administrative decentralization and educational management were not changed; the teachers’ and educational staffs’ behaviors were not changed and they lacked of understanding about real decentralization; followed by the policy makers should provide more knowledge to the teachers and stakeholders about decentralization in the school area; decentralization was not truly distributed to the schools from the educational area office, lacking of decentralization support from the educational area office as well as lacking of the knowledge about decentralization of the school personnel.
