การศึกษาความคิดเห็นที่มีต่อนโยบายบัตรสวัสดิการแห่งรัฐของประชาชน ในเขตเทศบาลเมืองชุมเห็ด อำเภอเมือง จังหวัดบุรีรัมย์

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาความคิดเห็นที่มีต่อนโยบายบัตรสวัสดิการแห่งรัฐของประชาชน และเพื่อเปรียบเทียบความคิดเห็นของประชาชนที่มีต่อนโยบายบัตรสวัสดิการแห่งรัฐจำแนกตามข้อมูลทั่วไปโดยศึกษาจากกลุ่มตัวอย่างที่อาศัยอยู่ในเขตเทศบาลเมืองชุมเห็ด อำเภอเมือง จังหวัดบุรีรัมย์ จำนวน 400 คน ใช้วิธีการสุ่มตัวอย่างแบบแบ่งชั้นภูมิ เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม มีค่าสัมประสิทธิ์แอลฟ่าครอนบาคเท่ากับ 0.834 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน สถิติทดสอบ t และสถิติทดสอบ F ผลการศึกษาพบว่าผู้ตอบแบบสอบถามมีระดับความคิดเห็นเกี่ยวกับบัตรสวัสดิการแห่งรัฐ โดยรวมอยู่ในระดับมาก มีค่าเฉลี่ยเท่ากับ 4.36 และค่าเบี่ยงเบนมาตรฐานเท่ากับ 0.677 และเมื่อเรียงลำดับด้านที่มีค่าเฉลี่ยจากมากไปหาน้อยได้ดังนี้ด้านการคัดเลือกผู้มีสิทธิ์ใช้บัตรสวัสดิการมีค่าเฉลี่ยเท่ากับ 4.45และค่าเบี่ยงเบนมาตรฐานเท่ากับ 0.674 ด้านสวัสดิการที่ได้รับมีค่าเฉลี่ยเท่ากับ 4.37 และค่าเบี่ยงเบนมาตรฐานเท่ากับ 0.695 ด้านปัญหานโยบายบัตรสวัสดิการแห่งรัฐมีค่าเฉลี่ยเท่ากับ 4.36 และค่าเบี่ยงเบนมาตรฐานเท่ากับ 0.665 ด้านนโยบายบัตรสวัสดิการแห่งรัฐมีค่าเฉลี่ยเท่ากับ 4.32 และค่าเบี่ยงเบนมาตรฐานเท่ากับ 0.657 และด้านความเข้าใจเกี่ยวกับบัตรสวัสดิการแห่งรัฐมีค่าเฉลี่ยเท่ากับ 4.28 และค่าเบี่ยงเบนมาตรฐานเท่ากับ 0.694 ตามลำดับและเมื่อเปรียบเทียบความแตกต่างของระดับความคิดเห็นจำแนกตามข้อมูลทั่วไปพบว่า โดยรวมไม่แตกต่างกัน อย่างมีนัยสำคัญทางสถิติ 0.05 แต่เมื่อพิจารณารายข้อคำถาม พบว่า โครงการบัตรสวัสดิการแห่งรัฐช่วยลดค่าโดยสารในการเดินทางได้ เช่น รถไฟ รถขนส่ง รถประจำทางโครงการบัตรสวัสดิการแห่งรัฐมีวงเงินในบัตรเหมาะสมผู้ถือบัตรสวัสดิการแห่งรัฐที่ผ่านการอบรมพัฒนาคุณภาพชีวิตควรได้รับเงินเพิ่ม 100 - 200 บาทต่อเดือน การรับรู้ข่าวสารเกี่ยวกับรายละเอียดของบัตรสวัสดิการแห่งรัฐจากสื่อต่าง ๆ เช่น วิทยุ หนังสือพิมพ์ เป็นต้นจำแนกตามการรับรู้ข่าวสารมีความแตกต่างกัน อย่างมีนัยสำคัญทางสถิติ 0.05
