Abstract

งานวิจัยนีมีวัตถุประสงค์ เพือศึกษาสภาพการจัดการและความต้องการทีแท้จริง รวมทัง แนวทางเชิงนโยบายทีเหมาะสมแก่ภาครัฐด้านสวัสดิการของผู้สูงอายุทังในและนอกระบบแรงงาน ภายใน4 จังหวัดชายแดนอีสานใต้กล่าวคือ บุรีรัมย์ สุรินทร์ ศรีสะเกษ และอุบลราชธานีใน 6 ด้าน ได้แก่ 1) สวัสดิการด้านสุขภาพอนามัย 2) สวัสดิการด้านการศึกษา 3) สวัสดิการด้านนันทนาการ 4) สวัสดิการด้านทีอยู่อาศัย 5) สวัสดิการด้านความปลอดภัยในชีวิตและทรัพย์สิน และ 6) สวัสดิการ ด้านการแก้ไขปัญหาความยากจนและด้อยโอกาส กลุ่มประชากรทีใช้ได้แก่ กลุ่มที1 กลุ่มผู้บริหาร และเจ้าหน้าทีในองค์กรปกครองส่วนท้องถินใน 4 จังหวัด ๆ ละ 5 คน รวม 20 คน กลุ่มที 2 นัน ได้แก่ กลุ่มแรงงานผู้สูงอายุทังในและนอกระบบแรงงาน 4 จังหวัด โดยกำหนดอำเภอละ 10 คน รวม 820 คน เครืองมือทีใช้ในการวิจัยคือ แบบสอบถาม แบบสัมภาษณ์แบบมีโครงสร้าง สถิติทีใช้ได้แก่ ค่า ร้อยละ ค่าเฉลีย และส่วนเบียงเบนมาตรฐาน ผลการวิจัยพบว่า สภาพการจัดการด้านสวัสดิการผู้สูงอายุทีมีบริการน้อยทีสุดได้แก่ ด้าน สุขภาพอนามัย ด้านทีอยู่อาศัย และด้านความปลอดภัยในชีวิตและทรัพย์สิน ทีมีบริการน้อยได้แก่ ด้านการศึกษา ด้านนันทนาการและด้านการแก้ไขปัญหาความยากจนและด้อยโอกาส สำหรับสิงที ผู้สูงอายุต้องการมากทีสุดก็คือ ด้านการแก้ไขปัญหาความยากจนและด้อยโอกาส ด้านสุขภาพอนามัย และด้านนันทนาการ ส่วนแนวทางเชิงนโยบายทีจะช่วยเหลือผู้สูงอายุ ก็คือ ควรมีการจัดตังศูนย์การ ประสานงานผู้สูงอายุในทุกตำบลโดยให้อยู่ภายในการดูแลขององค์การบริหารส่วนตำบล เพราะจะ เป็นทีมาของนโยบายด้านสวัสดิการทัง ด้าน

The objectives of this research were to study the management situation and real demand as well as the proper policy tendency of elderly person welfare both the internal and external labors in four south E-san provinces, that is, Buriram, Surin, Srisaket and Ubonrajtani which studied in six parts of welfare as 1) the health welfare, 2) the education welfare, 3) the recreation activity welfare, 4) the housing welfare, 5) the security welfare and 6) the poverty problem solution. The examples of population in this research had the three groups as first was the twenty persons of the public health officers, second was the twenty persons of the officers in four provinces of Provincial Administrative Organization and third was the eighth hundred and twenty persons of the labors both the internal and external system in four provinces. The equipment for this research was the questionnaire and structural interview. The static used in this research was Percentage, Mean and Standard Deviation. The results were found that the welfare management situation of the elderly person given the smallest service was the health welfare, the housing welfare and the security welfare in the living and property and given the small value were the education welfare, entertainment activity welfare and the poverty problem solution. Their maximum demand was the poverty problem solution, the health welfare and the entertainment activity welfare. In the policy tendency part helping the elderly person it was that it should set the coordination center of elderly person in all districts under the sub-district administrative organization causing the six policies as explained above.
